MINUTES OF THE GOLOEN VALLEY
PLANNING COMMISSION
June 9, 1975
A regutar meeting of the Golden Vatley Planning Commission was held at
7:30 P.M. on Monday, June 9, 1975 at the Civic Center, 7800 Gotden Valtey Road,
Golden Valley, Minnesota.
Chairman Ron Edstrom presided and the following members were present:
Commissioners Christiansen, Hakala, Hughes, Leonard, Lundsgaard, Sehlin, and
Specktor. Comnissioner Nerje arrived at 8:25 P.M. Also present was Jon Westlake�
staff inember.
Members absent: None.
1 . APPROVAL OF MINUTES: MQVED by Sehlin, seconded by Leonard, carried
unanimously, to approve the mi..nates of the May 12, 1975 Planning Comnission
meeting as �nended as fotlows: add to Page 5, third paragraph, add to last part
of second sentence: the total density is too s�tronq. 7here could be higher
density on the south portion with access to Laurel Avenue. The north qortion
should have less density with no road connection between the north and south
portions of the site.
2. BASSETTS CREEK PLAZA (P.U.D. #lA)
5$O1 Duluth Street — Request for Hair Stylist
This request is to allow a Ccxnnercial use on the first floor of the building
located on the east side of the site of the business and professional office
co�lex known as Bassetts Creek Plaza. The request is for a hair stylist to
occupy 1 ,100 square feet of the building which has a first floor area of
32,000 square feet. The reason the request is before the Planning Commission
is that the property is under the Planned Unit Development Ordinance as a
Business and Professionat Uffices use, and this proposed use is a Commercial
use. Consideration of this type of request sl�uld include:
i . Uses other than Business and Professional Offices that provides service to
the office park can be allowed as long as they occupy a smali percentage
of the building.
2. If this use is approved by the Planning Commission, the Comrr�ission should
make it clear in their m�tion that they are granting permission for this
particutar use so that if in the future this operation expands or another
use other than Business and Professional Offices woutd occupy its space,
you would want the option of reviewing for approvat at that time. �
Messrs. Ken Benson of Benson—Orth Associates, Inc. and Michael Miles of Shelard
Corr�anies were present for the request. Mr. Miles referred to his letter,
which the Planning Comnission had copies of, and indicated that the square footage
request for the hair stylist is in the area of 867 to 950 square feet — not
1 ,100 square feet as the letter requested. Mr. Miles indicated that it is not
their intention to devetap a comnercial section, but rather to supply the
personal services that any business oriented center needs. This type of
service is needed for those that occupy the office park and if you look at
any office park, you will find this type of anciltary personal s�rvice.
The operation would have six stations that could serve six individuals at
a time. Mr. Miles stated that because they are in constant corr�etition with

atl office parks, they have to provide these services or lose clients to
other office parks.
The Planning Commission in discussing the request asked if the proponent had
contacted the people who work in the office park as to this type of service,
and the proponent indicated there was interest. The P]anning Ccxrmission also
discussed the parking this use woutd encounter. The number of individuals that
will occupy the two structures in the office park wilt be between 300 to 500.
The question was raised because of the six station proposal — would the operation
in order to maintain the six stations, require business from outside the office
comptex? 7he Planning Commission further discussed whether there �uld be an
odor problem, and exterior signs, and the size of the area needed for this use.
Some of the Commission members felt fihat 867 to 950 square feet appeared to be
a large �nount. The developer indicated that there would be three operators
for the six stations.
It was moved by Hakala, seconded by Sehlin, to grant approval for this use,
subject to Item #2 of the Considerations listed and limited to 900 square feet,
and no exterior sign. 7he motion did �ot carry with 4 nay and 3 yea.
3. RESIDENTIAL PLAT
Preliminary Plat: Ring� s Colonial 2nd Addition
Proposal : Residential Ptat containing 60 Single Famiiy Lots
Location: Approximatety 500 feet west of Jersey Avenue west
Zoning: Residentiat to Pennsylvania
Appticant: Richard Neslund
7he developer has bee� informed there wouid be no staff report on the pre—
liminary plat at this time because of the City Council having sent to the
Planning Commission a recommended Transportation Plan—part of which includes
this area.
Mr. Rick Sather of McCoombs—Knutson Associates, Inc. was present and indicated
he was aware that the Planning Commission wouid be considering the Transportation
Plan and this is why they would like to make the Planning Commission aware of
how they have designed their plat in relation to the Council ' s recommended
Thoroughfare Plan. The Ptanning Commission asked questions about the outlot
in the plat which ties Lion' s Club Park with the green belt located north of
Laurel Avenue, the street patterns of the proposed plat, and the vacant parcel
near Mark Hurd Aerial Surveys.
4. TRANSPORTATION PLAN — CHANGES AS RECOMMENDED BY TNE CITY COUNCIL
The Planning Commission received copies of the recommended changes in the
Transportation Ptan as caripleted by the City Council at their May 19, 1975
meeting. The changes were reviewed with the Planning Commission after which
Mayor Robert Riggs indicated how the City Council arrived at these changes
and suggested that the Ptan�ing Commission meet with the City Council regarding
these changes in the Transportation Plan.

The Planning Commission then briefly discussed the changes. Chairman Edstrom
asked if inembers of the Planning Corrmission had any additional ideas with
respect to the Transportation plan, and if they did, they may see that
Jon Westlake receives these prior to the agenda mailing so they could be
included with the agenda material for the next meeting. Some Commission `
members then briefty discussed different alternates and thoughts regarding
the Transportation Plan in Precinct 5.
It was moved by Lundsgaard, seconded by Specktor, carried unanimously, to set
June 23, 1975 as a work session on the Transportation Ptan.
5. FLOOD PLAIN OROINANCE
Construction of Residential Home
4241 Bassett Creek Drive
The City has received a request for construction of a single family home on
Lot 4 Block 4 Meribee Hills 3rd Addition. Approximately one—half of the
residence will be located in the flood piain, aithough the structure if
approved witl be built above the ftood elevation.
7he Planning Commission discussed the possibility of adjusting the house on the
lot to reduce its impact on the flood plain and where an equal amount of storage
could be located on the parcel . The procedure is that the Golden Valley Planning
Commission refer this request to the Minnesota Department of Natural Resources
and the Bassetts Creek Flood Control Commission which will review the request
and respond back to the Planning Commission. 7he Planning Comnission will
then consider the above comments if any and make their recorqnendations to
to the Golden Valley City Council ,
It was moved by Christiansen, seconded by Lundsgaard, carried unanimousty, to
send the request to the proper agencies.
6. LARGE OPEN PARCEL SOUTH OF GLENWOOD—WESTERN AVENUES
Jon Westlake reviewed with the Planning Commission a report which was included
with the agenda material and referred to two areas. Area No. 1 is bounded
by Glenwood Avenue on the north, Laurel Avenue on the sauth, Minnesota North—
field & Southern Railway on the east, and approximately 135 feet east of
Brunswick �venue S. Area No. 2 is located south of Western Avenue, north of
Laurel Avenue, east of Pennsylvania Avenue, and west of Jersey l�venue.
A major portion of this area is in the proposed plat of Ring' s Colonial
2nd Addition.
7, GENERAL
(a) Tt was moved by Herje, seconded by Specktor to ask the proponents
for Bassetts Creek Plaza (Item #2) if they would consider re—appearing before
�he Planning Commission. Chairman Edstrom ruted the motion out of order.
(b) The Planning Comnission was informed that the City Council at
their June 2, 1975 meeting gave general plan approval for P.U.D. #14.

There being no further business to come before the meeting, it was on motion,
duly seconded, adjourned at 10:45 P.M.
