MINUTES OF THE GOLDEN VALLEY
PLANNING COMMISSION
September 8, 1975
A regular meeting of the Golden Valley Planning Commission was held at 7:30 P.M.
on Monday, September 8, 1975 at the Civic Center, 7800 Golden Valley Road,
Golden Valley, Minnesota.
Ghairman Ron Edstrom presided and the following members were present: Commissioners
Hakala, Herje, Hughes, Leonard, Sehlin, and Specktar. Commissioner Lundsgaard
arrived at 8:45 P.M. Also present was Jon Westlake, staff inember.
Members absent: Commissioner Christiansen.
1 . APPROVAL OF MINUTES: MOVED by Leonard, seconded by Hakala, carried unani—
mously, to approve Items 1 — 5 of the August 25, 1975 Planning Commission minutes
as amended as follows: The July 28, 1975 minutes — change second to the motion
from Sehlin to Hakala. Page 3 — add to end of fourth paragraph: , and comment on
the four driveways to Glenwood Avenue. At a later time in the meeting it was
moved by Herje, seconded by Lundsgaard, carried unanimously, to approve the
remaining Section 6 of the August 25, 1975 Planning Commission minutes as amended
as follows: Page 6, Paragraph 1 , change second sentence to end of paragraph to
read "Cloverleaf interchanges and restricted access highways make it difficult
for traffic to circulate between adjacent quadrants of the community. Grade
separation for pedestrian and vehicle traffic should be provided in such areas
where appropriate. This need should be considered when the highways are upgraded".
Sixth paragraph, add the word North (i .e. , a North frontage road). Page 8, at
bottom of Page, Cotlector 5treets, in parenthesis (Items 4 and 5 were deleted;
therefore, Item 6 is Item 4.) Page 9, Item (a) top of page, remove eorrma after map.
2. PRELIMINARY RESIDENTIAL PLAT REVISION
Proposal : Gruskin Gardens (4 Residential lots)
location: 4240 Glenwood Avenue
Zoning: Residential
Applicant: Stanley Kugter
The proponent has adjusted the twa center lots on the proposed plat since the
previous Planning Corrmission meeting of August 25, 1975. The two lots now
contain a depth of 130 feet with 15,600 square feet. The remaining two lots are
still much larger in square footage than the center lots.
Mr, Stanley Kugler was present to review the revised preliminary plat with the
Comnission. In reviewing the plat he indicated this is the most logical way
to plat the area considering the terrain and vegetation. He explained the costs
involved if a cul de sac were developed for the property and also the problems
that would develop with sanitary sewer which woutd require a lift station.
The Planning Commission in discussing the revised piat tatked about the location
of houses on the parcels and the present topography on the site. Some Commission
members felt the topography map was not correct, noting the date on the map used
for the preliminary plat was April 1963. The Commission also discussed the
possibility of dividing this parcel into. three lots by extending the lot line in
a straight North—South direction on the plat.

It was moved by Hughes, seconded by Leonard, to recommend approval of the
revised plat. Upon vote bein� taken by roll call , the following voted in
favor of the motion: Leonard, Specktor, and Hughes; and the following voted
against the same; Sehlin, Herje, Hakala, and Edstrom. The motion for approvel
of the revised preliminary plat did not carry.
3• PRELIMINARY F2ESTDENTIAL PLAT
Proposal : Ring' s Colonial 2nd Addition (6Q Residential lots)
Locations Approximately 50Q feet west of Jersey Ave. , west to
Pennsylvania Avenue.
Zoning: Residential
Applicant: Richard Neslund
The Planning Commission reviewed a plat of a portion of this property at the
January 13, 1975 Planning Commission meeting which was deferred to the February 10,
1975 meeting, at which time the Commission recorranended denial . The developer
returned to the Planning Comnission in June 1975 with two different layouts of
the total area owned by the proponent which indicated to the Planning Commission
two different ways the property could be platted with respect to Western Avenue.
The proponent is now before the Planning Commissian with these two plats and has
chosen to ask for consideration of the plat with Western Avenue curving just to
the south of Lion' s Club Park rather than the plat showing 4Jestern Avenue curving
to approximately 550 feet south of Lion� s Club Park. Neither of the plats meets
the requirements of the Platting Ordinance in that the length of some of the
cul de sac is more than 500 feet and the street Right of Way is 50 feet rather
than 60 feet. All lots meet the required 12,500 square feet.
The Planning Comnission discussed the plat with Mr. Neslund, property owner, and
Mr. Knutson of McCoombs—Knutson Associates. The predominant areas of discussion
were: the reason why the proponent chose the plat with 4Jestern Avenue just south
of Lion' s Club F'ark for submittal to the Planning Commission, trail system, ponding
area (how these two areas wauld function adjacent to each other), the parcel
indicated as an exception on the plat, and the reason why certain items of the
�alat did not meet the Platting Ordinance. Chairman Edstrom indicated to the
proponent what the Planning Comnission has done with respect to 4�testern Avenue
on the Comprehensive Plan and that the Planning Commission will be holding their
hearing on the revision of the Plan on September 22, 1975•
It was moved by Lundsgaard to approve the plat, subject to the Transportation Ptan
for Gdestern Avenue being approved as revised by the Planning Commission. The
motion died far lack of a second.
It was then moved by Herje, seconded by Hughes, carried unanimously, to table
the request to the October 13, 1975 meeting, allowing the developer to provide
the following additional information: lj how the pond would function in relation
to the trail (to include an elevation of such) , connecting �ouisiana Avenue and
Maryland Avenue on the south end of the ptat, that all lots meet the requirements
of the Platting Ordinance, what adjustments could be made regarding the 5p foot
Right of Way to make the required b0 feet, and the parcel indicated as an
exception to the Plat—whether it could be included or access provided to it
for future devetopment.

4. WAIVER OF THE PLATTING ORDINANCE

2530-2540 Florida Avenue North
The senior members of the Planning Commission wilt recall the past history of this
request which also has included the large parcet to the east with respect to how
the property may be divided up. The Planning Commission and Council have had
meetings with the neighborhood, and the neighbors themselves have met to determine
• how the property could be re—platted. So far, no decisions have been made. The
Planning Commission and Council approved a request in September of 1973 to divide
the lot into two parcels. Prior to this a request for three lots was denied by
the Council in July of 1968, which the Planning Commission had approved in Aprit
of 1968. The primary reason for not dividing it previously has been that the
south portion of this lot may be needed for street access to extend a road to
the east for the large parcels of ground so that they may be subdivided.
The present proposal is to divide the parcel into two lots. The south lot will
have a frontage of 116.5 feet, and 11 ,65o square feet. The northerly lot will
have a frontage of 100 feet with 10,000 square feet. (The City requirements
are 100 feet of frontage, and 12,500 square feet for a lot.)
Mr. Schlei.f was not present for the request; however, several interested residents
were present, and the Planning Commission asked for their comments: Vernon Thorud,
2527 Florida Avenue North, questioned why the west side of Florida Avenue gave
30 feet of Right of Way and the east side is 20 feet. He also asked whether a
cul de sac could be built at the end of Florida Avenue so the residents could
get their mail on Florida Avenue—not Medicine Lake Road. Mr. and Mrs. Wm. Thomas,
2511 Douglas Drive North, recatled the history of the area. Mrs. Haldy,
6�35 Medicine Lake Road, felt the division of the lot woutd block their parcel
of land for a division with access to Florida Avenue. Mr. Joseph Guertin,
6409 Medicine Lake Road, indicated the same and felt the City should condemn the
land for a street.
It was mayed by Herje, seconded by Leonard, carried unanirrbusly, to defer action
on the request to the October 13, 1975 meeting because the proponent was not
present and that notices be mailed out prior to the meeting again.
5. COMPREHENSIVE PLAN HEARING — REVISED VERSION
The Planning Commission at this time approved Section 6 of the August 25, i975
Planning Commission minutes (which appears in Item 1 of these minutes).
The Planning Commission then discussed the procedure for the Golden Valley
Corr�rehensive Municipal Plan hearing which represents the first revised version
of the Comprehensive Plan. The hearing will be held on September 22, 1975 at
8:00 P.M. at the Civic Center for the purpose of exptanation of the revisions
in the Plan by the Golden Valley Planning Commission.
There being no further business to come before the meeting, it was on motion,
duly seconded, adjourned 1 :05 P.M.
