MINUTES OF THE GOLOEN VALLEY
PLANNING COMMISSION
September 22, 1975
A regular meeting of the Golden Valley Ptanning Commission was held at 8:00 P.M.
on Monday, September 22, 1975 at the Public Safety Building, 7$00 Golden Valley
Road, Golden Valley, Minnesota.
Chairman Ron Edstrom presided and the following mernbers were present:
Commissioners Christiansen, Hakala, Herje, Hughes, Leonard, Lundsgaard, Sehlin,
and Specktor. Atso present was Jon Westlake, staff inember.
Members absent: None.
1 . APPROVAL OF MINUTES: MOVED by Leonard, seconded by Herje, carried
unanimously, to approve the minutes of the September 8, 1975 Planning Comnission
meeting as maited.
2. GOLDEN VAL�EY PLANNING COMMISSION COMPRENENSIVE PLAN HEARIPtG
(FIRST REVISEO VERSION)
Chairman Ron Edstrom opened the Comprehensive Plan hearing by giving a history
of the Ccxr�prehensive Plan for the City of Golden Valley. He then discussed the
procedure regarding the changes to the Co�rehensive Plan. After discussion
it was decided by the Planning Commission to read the items that are designated
betow with an asterisk. These items are the significant items. If while
discussing the list of changes below a member of the Planning Commission
feets an item without an asterisk shoutd be discussed, it can be brought up
for discussion.
The Chairman will read the wording change or describe a map change as it is
presently in the Plan. The suggested change then will be read or the map
change will be described. The Chairman then will ask for comments from the
audience and then ask for comments from the Pla�ning Commission. If a
Comnission rt�mber has any objection to a change on any specific ite,m, the
Commission member may request a vote on that item.
(Items below which have been taken from previous Planning Commission minutes
when the Corr�rehensive Plan was discussed are tisted in the revised Ccxnprehensive
Ptan booklet, except the changes at this meeting, which are also recorded below.)

It was moved by Nerje, seconded by Leonard, to re�nove Item #10, including Items
A - M, and that #11 (on Page 10) is to become Item #10 (on Page 9) and to read
as foltows: (including Item A - remove wording with the criteria) "On the basis
of consultations and study undertaken, the Council endorses the following guide-
lines for the proposed upgrading of Highway 12:
A. Any proposed development should be located within the existing
right-of-way. A divided right-of-way in 6olden Valtey would be
totally inconsistent.'�
It was then moved by Specktor, seconded by Sehlin that Item #10 and all of
sub section A - M be re-instated in the Cort�rehensive Plan. The motion did
not carry.
Upon roll call vote being taken on the original rrbtion, the following voted in
favor of the motion: Sehlin, Leonard, Specktor; and the following voted against
the same: Christiansen, �undsgaard, Hakala, Herje, Hughes, The originat motion
carried.

Map changes - Remove designation of Transitional Use on two parcets north
of Laurel Avenue, and change these two parcels to tow Oensity
Residentiat P.U.D.:
Parcel I located north of Laurel Avenue, east of
Penr�sylvania Avenue, the west of Louisiana Avenue extended.
Parcet 2 located north of Lauret Avenue, east of West
Cortlawn Circle extended, and approximatety 140 feet
west of Dakota Avenue Soufih extended.
Ccxnprehensive Plan Map to refle�t a 100 foot (approximate)
green belt located north of Laurel Avenue bounded on the
west by Pennsylvania Avenue and on the the east by
Turners Crossroad.
After describing the changes Mr, Ron Edstrom, Chairman of the Planning Commission,
asked for comments from the audience: Mr. Jim Nawks of Centurion Company asked
for clarification of low Density Residential P.U.D. The Chairman explained the
policy range of the Planning Comnission which is up to 4 units/acre.
The 100 foat green belt was discussed by the Planning Cortmission in regard to
its effect on certain parcels and the density which would be atlowed on the
remaining tand after the 100 foat green belt was designated.

The Chairman then asked if there was discussion regarding the above designations:
Duluth Street (Winnetka to Mende] ssohn)
It was moved by Lundsgaard, seconded by Specktor to re—instate the designation
of Duluth 5treet as a Collector Street fran Aquila Avenue (east) to Winnetka
Avenue. The motion did nat carry.
The following residents stated their concerns as follows: Mary Bowman, 8555
Duluth Street, stated that the General Mills property shouid be ]eft natural ;
therefore, Dul�ath Street as a Collector is not needed. Richard Bowman,
8555 Dututh Street, felt the General Mills property should be left as it is and
also stated that Duluth Street is not a major coltector because the traffic is
purely residential . Mr. Bowman felt that designation of a street is very
irr�ortant and that to calt a street which is three blocks tong a col}ector street
is not rationat or justifiabte.
Western Avenue (Collector Street fram Winnetka Avenue east to Ridgeway Road)
Mr. and Mrs. Ralph Deck, 7801 Western Avenue, expressed opposition to Western
Ave�ue being designated as a Collector Street.
It was rrpved by Sehlin, seconded by Leonard, to remave the designation of
Western Avenue from Winnetka Avenue to Ridgeway Road as a Coltector Street.
The mation carried with Commissioner Lundsgaard voting no and Carmissioners
Hakala and Specktor abstaining.
Jersey Avenue (Designated as a Callector Street between Laurel Avenue north
to Glenwood Avenue)

Mr. Kenneth M. Sager, 131 Jersey Avenue North, requestecF that the Planning
C�mission not designate Jersey Avenue as a Collector Street and pointed out
that when he purchased his home on this street, it was not designated as such.
Chairman Edstrom read a letter to the Planning Commission fram V. J. Sauer,
225 Jersey Avenue North, requesting that Jersey Avenue be left as it is now
as a residential street.
It was moved by Lundsgaard, seconded by Leonard to remove the designation of
Jersey Avenue from Glenwood Avenue to Laurel Avenue as a Collector Street.
Upon vote being taken by roll call , the fottowing voted in favor of the motion:
Christiansen, Lundsgaard, Sehlin, Leonard, Edstrom; and the following voted
against the saine: Herje, Specktor, Hughes, Hakala. The motion carried.
It was then moved by Herje, seconded by Lundsgaard, carried unanimously, that
the Planning Commission hereby adopt the first revised version of the
Comprehensive Plan booklet dated September 22, 1975 (changes noted on blue
copies from previous Planning Gommission minutes) with the ihclusior► of a]I
changes voted on and recommended at this meeting.
There being no further business to come before the meeting, it was on motion,
duly seconded, adjourned at 10:30 P.M.
The Chairman of the Planning Commission announced that because of Columbus Day
being Monday, qctober 13, 1975, the Planning Commission will meet on Tuesday,
October 14, 1975.
