Chairman Ronald Edstrom presided and the following me�+bers were present: Cc�mmissioners Christiansen, Lundsgaard, Mindess, Sehlin, Specktor, and Wagman. ,41so present was Jon Westlake, staff inember. APPROVA� OF MINUTES: MOVEO by Mi�dess, seconded by Christiansen, carried unanirnc�usly, to approve the minutes of the July 12, 197b Planning Commission meeting as �nended as follows: seventh line from bottom of Page 1 , remove that he has. 2. WAIVER �F THE PLATTING ORDINAWCE (a) Applicant: Randall Blohm Location: 2545-2575 Kyle Avenue North Request: Divide 7hree Lots into Twc� Parcels Zoning: Residential The request is to divide three lots into twc> lots. Each lot would have a frt�ntage of approximateTy 150 feet. The North parcel wc>uld contain approxi— mately 27,700 square feet, and the South parcel 31,60o square feet. The proponent, Randall Blohrn, was present and indicated that the reason for the request is the terrain. If the lots were larger, a circle drive couid be developed—which would be better than a straight driveway becaase of the grade. Mr. Blohm further indicated that the lots were to be used for sir�gle family dweltings. Mr. Frank Fallon, 4444 Merribee Drive, was present as an interested property owner and indicated he Mad no objection to tMe request as long as double bungalows were r�ot built on the two lots. It was moved by Christiansen, seconded by Wagman, carried unanirnc�usly, to recc�mmend approval of the waiver of the Platting Ordinance, subject to the lots being developed as singte family lots. (b) Applicant: Richard B. Thomson�Carl Mitler Location: 825 Louisiana Avenue South Request: Add to Present Parcel for Additional Parking Zoning: Industrial The request is to add an addf`tional 100 feet (19,000 square feet) to the east of the Mr. Steak property, leaving a parcel of land with approximately 280 feet of frontage. The Mr. Steak parcel w�uld have a frontage of 300 feet on Market Street with a depth of 190 feet on Louisiana Avenue. The site plan requires adjustment in reference to laadscaping, protection of the landscaped area adjacent to the parking area, and setbaeks. Thomspn was present for tMe request and indieated that he was aware of the changes that shoutd be made in the site plan, but that he had not been abte to.contact the tandscape architect; however, the plan will be adjusted to the City requirements. It was rnoved by Specktor, seconded by l.Undsgaard, carried unanimously, to recomnend approval of the request, subject-to the plot plan change regarding protection of green area adjacent to parking areas, new parking tot to tie in with present parking lot, minimum of 10 feet of green area on tMe East and North, and also, the new parcel of tand is to be combined with the Mr. Steak property. 3• RRELIMINARY RESIOENTIAL PLAT (3 Residential lots) Proposals Gruskin Gardens location: 4240 Glenwood Avenue Zoning: Residential Applicant: Stanley Kugler The proponent in August of 1975 requested to divide this property located north of Glenwood Avenue and 300 feet west of Meadow Lane North into foWr lots—which was denied by the Planning Gc�mnission. The proponent then presented an adjusted plat which was denicd by the Planning Commission in Sept�aber of 1975 and by the City Council in October of 1975. The present ptan contains three lots which meets the requirerf+ents of the Platting Ordinance. The s�rrounding area, including the 2.37 acres under consideration for platting, is zoned Residential . The Comprehensive Plan indicate�s a Resi— dential use for the property. Further detail of this parcel and tfie area are in the August 1975 Planning Commission minutes. When the previous plat was considered by tMe Planning Comnission some members discussed dividing the ptat into three lats with the North—South lot lines running cort�letely through this property. The proponent has indicated that because of the location of sewer, water, and the driveway to his home, he feels that the proposed plat is the best way to divide the property. �uring the processirog of the previous plat Hennepin Gounty was notified re- garding the property because it abuts a County Road. The letter frc»n Hennepin County indicates that no additional right of way would be required, and tMat the access to Gtenwood Avenue shouid be limited to one point. Mr. Stantey Kugler was present for the request and asked that the Ptannir�g Comnission waive the $56.00 platting fee becaUSe of his �previous request on this parcel . Mr. Kugler then referred to the plat, pointing out that the present lot was platted in 1938• The dimensions of the tMree tots in the �ew plat are as follows: Frontage Depth Area Lot 1 (existing hot�se) 100� x 31�' S5,363 square feet Lot 2 125' x 120' 15,060 square feet Lot 3 105' " x 312' 32,813 square feet The design of the division between lots '1 and 2 was planned because of the existing water and sewer connected to the house on Lot 1 . These services will cross a corner of Lot 2, so easements will have to be established on th� plat. � �� Planning Commission August 9, 197b page 3 The driveway will be designed to eliminate backing onto Glenwood Avenue. The driveway on Lot 3 witl require some fill in the low area of the lot. The Planning Commission in discussing the plat referred to the previous request which contained four lots. In discussing the present proposal the Comnission discussed access onto Glenwood Avenue, placement of house on the open parceis, drainage, and where fill and grading will take piace. The following residents were present: Mr. Fox, 4125 leber Lane, indicatpd he preferred this plan to the previous one, questioned drainage and three drive— ways to Glenw�od Avenue. Mr. Pennock, �263 Glenwood Avenue, indicated he is not opposed to the plat and questioned why Nennepin County stated only one access from this parcel to Glenwood Avenue. It was moved by Mindess, seconded by Sehlin, carried ana�imously, to recomrnend approval of the preliminary plat, subject to the 10% requirement and grading ar�d drainage ptans. The Planning Comnission further recommer�ded to the staff that when permits are applied for on the two vacant parcels, the plans should include a driveway to eliminate backing onto Glenwood Avenue. (The Planning Corrmission made no comment regarding the platting fee.) 4. RE—PLAT — KIPIG'S VALLEY SECOND ADDITION Applicant: Cheyenne Land Cornpany and King's Valley Homeowner' s Assoc. Location: 2133-2135 Tamarin Trail Request: Adjustment of Lots 123, 124, � 155 Zoning: Residential Part of the existing unit at 2133-2135 Tamarin Trail is constructed c�ut of the bc�ur�dary line of the present platting of Lots 123, 124 � 155 King's Valley. The request is to adjust the lot lines to conform to the existing unit by re— platting the three tots. Mr. Jerry Hauer of McCombs—Knutson Associates, Inc. stated that in trying to determine how the error was created, the only conclusion that coutd be arrived at is that it was an angle error of approximatety 13�. The replat has no effect on the adjoining tots and street. It was moved by Lundsgaard, seconded by Christiansen, carried �ananimously, to recommend approval of the re—platting of King' s Valley Second Addition. 5. RE—PLAT — RING'S COLONIAL THIRO A�OITION Appticant: Centurion Company Location: Maryland Avenue South Request: Re—platting of Five Lots into Four Lots Zoning: Residential Because of soil conditions, the 'request is to re—plat Lots 4,5,6,7, � 8 into Lots 4,5,6, �7. The lots are located at the end of Maryland Avenue South in Block 2 of Ring�s Cotonial Second Add�tion. The proposed lots meet the present Platting Ordinance. �..'�� Planning Commission August 9, 1976 page 4 Mr. Jerry Mauer of McCombs—Knutson Associates, Inc. explained that the soil conditions where the structures and street were proposed were worse than anticipated. By adjusting the south lot tine and street the soil conditions improve. It was rrbved by Lundsgaard, seconded by Wagman, carried unanimously, to recommend appro�ral of the re—plat of Ring� s Colonial Third Addition as submitted. 6. REQUEST FOR FILL PERMIT — Good Shepherd Lutheran Church, 9145 Medicine Lake Road Since the proponent was not present, no action was taken by the Planning Commission on thi s 3 tem. 7. DISCUSSION OF GUIDELINES FOR P.U.O. A suggested guideline for processing the P.U.D. requests through the varioas Boards and Commissions of the City was mailed to the Planning Ccxtmission with the agenda materiat . The City Council has asked that a procedure as such be developed. The Ptanning Corrmission was in generat agreement with the guidelines as dis— tributed. The Commission members decided to review the g�aidetines fwrther and discuss such at a future meeting.
