02-28-77 PC Minutes ��� � MINUTES OF THE GOLDEN VALLEY _ PLANNING COMMISSION February 28, 1977 � A regular meeting of the Golden Valley Planning Commission was held at 7:30 P.M. on Monday, February 2$, 1977 at the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman Ron Edstrom presided and the following members were present: Corrxnissioners Forster, Hughes, lundsgaard, Mindess, Sehlin, Specktor, and Wagman. APPROVAL OF MINUTES: MOVEO by Sehlin, seconded by Mindess, carried unanimously, to approve the minutes of the February 14, 1977 Planning Commission meeting as mailed. 2. OUESTION OF QUORUM TO CONDUCT OFFICIAL BUSINESS Chairman Edstrom reviewed a letter he had received from the Mayor by the City Attorney with respect to what constitutes a quorum necessary to conduct official business. The letter points out that if there is a quorum present to conduct business and a member of the Corr�nission disqualifies himself resulting in less than a quorum to vote on the issue, then the Chairman should refuse to entertain the motion. 3• REOUEST FILL PERMIT Applicant: Reuben T. Leines Location: East of Highway 100 and North of Legion Club Request: Fill Property with Two Feet of CTay—Black Dirt Mixture The property owner has applied for a Fill Permit to fill the area located North of the Legion Club and East of Highway 1�10. The Environmental Cormnission discussed the request at their February 14, 1977 meeting and deferred action on the request to their March 14, 1977 meeting. The Planning Corrunission questioned the reason for the filling of the site and how much of the site the owner intended to fill . The Commission felt the Open Space Comnittee should be aware of the rec�uest. It was moved by Specktor seconded by Sehlin, carried unanimously, to defer action on the request because the proponent was not present. 4. CITY COUNCIL — BOARD OF ZONING APPEALS — PLANNING COMMISSION: DISCUSSION ON ALL ASPECTS OF HOUSING PRIOR TO PLANNING COMMISSION RE'VIEW OF THE NEW`=�ONING CODE The City Council , consisting of inembers Anderson Thorsen Swartz, and Mayor Hoover , met jointly with the Planning Cormnission and the following members of the Board of Zoning Ap�eals: Christiansen, Kost, Swedberg, and Chairman Sell . The discus— ' sion on w�s in reference to the new Zoning Code which the Planning Commission will review after corr�letion of their work on the Comprehensive Plan. The Council asked that the Planning Commission when reviewing the proposed Zoning Code look a• -n ��y s:�:�.:.�r . P,1 anni ng Cornrni ssi on February 28, 1977 page 2 closley at the sections that refer to housing as to the requirements in order to provide diversity in housing, but keeping in mind the tone of the community. The Board of Zoning Appeals indicated they felt that in a mature corranunity there is a real need for a variance board, and altliough the Planning Cornnission should look at the requirements closely in the Residential section of the new �oning Code, the Corrmission should remember the majority of variances on un— devetoped property has some type of peculiarity and it would be very difificult to design an ordinance that would cover this. After further discussion it was felt that in order to evaluate the proposed Zoning Code it would be helpful to know how much area remains in the cornnunity that will develop as single lot platting and the diversity in housing that exists in the community presently. The Planning Corrxnission discussed with the Council their feelings on open space, and the Council indicated that open space is an asset to the comnunity, but each area would have to be evaluated on its own. The Council discussed with the Planning Comnission their role in the Comprehensive Plan hearing—which would be to present the background and provide the expertise with respect to the Plan.
