MINUTES OF THE GOLDEN VALLEY
P�ANNING COMMISSION
May 9, 1977
A regular meetina of the Goiden Valley Planning Commission was held at 7:30 P.M.
on Monday, May 9, 1977 at the Civic Center, 7800 Golden Valley Road,
Golden Valley, Minnesota.
Chair Sehlin p�esided and the foliowing members were present: Commissioners
Edstrom, Forster, Herje, Mindess, Polachek, Specktor, and 4��agman. A1so present
was Jon Westlake, staff inember.
Members absent: Commissioner Hughes.
1 . APPROVAL OF MINUTES: MOVED by Edstrom, seconded by Wagman, carried
unanimously, to approve the minutes of the April 25, 1977 Planning Corrxnnission
meeting as mailed.
2. MEDICINE LAKE BUS COMPANY — PROPOSED BUILDING LOCATED AT 755 DECATUR AVE. N.
(Lot 2 Block 4 GOLDEN VALLEY INDUSTRIAL PARK)
Request by City Council to Review Proposal and Develop an Agreement
for Performance Standarcis
Planning Review
1 . The proposal is to construct a building on approximately 6 acres of land.
The size of the structure will be 256' x 310' . The office and mainten—
ance area will be approximately 30,000 square feet, and the bus storage
area will be approximatety 50,000 square feet.
2. Plans submitted are very general and indicate that the use meets the
parking and green area requirements.
3. The present zoning on the property is Industrial as is the zoning to the
North and East. The zoning to the South is Corrrnercial and to the
Southwest is Institutional .
4. The ]and use on the land that is developed is office—warehouse oriented,
while the land use to the South and North of Highway 55 is Cortmercial .
5. Uses allowed in Industrial Zoning District: Section 7.03 Item 20 of the
Zoning Code states "Other enterprises or businesses which in the opinion
of the City Council are no more obnoxious or detrimental to the welfare
of the community than the enterprises or businesses enumerates in this
Section".
The Council made no definite finding that the bus garage would fall under
Section 7.03 Item 20 of the Industrial Zoning Code. There was onty some
individual Council expression of feeling.
Present for the request were Messrs. Rolf Nelson, Attorney, Robert Johnson,
builder, Ron Manning, Realtor, and Marvin Johnson, owner of Medicine Lake Lines.
Mr. Nelson stated that the proposed building wi11 be the headquarters of
Medicine Lake Lines. 27% of the operation is involved in a charter service,
and 23% in transit with a passenger ridership of 2,000 to 2,300 per day.

5�% of the operation is school busing. The office area of the building will
contain two stories with future plans for a travel agency. Presently the
company has between 110 and 12� employees. The busses will not travel through
residential areas but will use Highway 55 and County Road 18 which has access
from the proposed site in the Industrial Park.
The Planning Commission reviewed the City Council motion asking that the
Planning Comnission review the proposal and assist in developing performance
standards. In discussing the request the Commission reviewed the routes the
busses would take to and from the bus garage, whether the design of the streets
was adequate for this type of operation, and whether noise standards and�or air
quatity standards should be developed. Because of the apartment buitdings located
to the Southwest of the site, the Planning Commission was concerned about the
overhead doors to the structure being open in warm weather, and noise from the
operation being carried into the apartment area. To reduce this concern possibly
some or a majority of the overhead doors could be eliminated. In discussing the
park and ride facilities the Planning Commission expressed the following concerns:
i.f park and ride becomes popular, there may be street parking problems, and
activity on the site may be a problem because of the peak time schedules of the
busses and park and ride facility.
The following Performance Standards were reviewed with the Planning Commission.
The Standards as listed below include the changes by the Planning Commission:
1 . Vehicle Storage. No outside vehicle storage, inoperative vehicte storage,
and or material storage.
2. Vehicle Repair. No outside working on or repair of vehicles.
3• Traffic. Egress and ingress to the site shall be only via T.H. 55 and
County Road 18 and adjoining service roads, including the following
feeder streets: Seventh Avenue North (west of Boone Avenue) , Decatur
Avenue North, Tenth Avenue North (west of Boone Avenue), and Boone
Avenue North (south of Tenth Avenue) and no further North of the
Mendelssohn Avenue service drive than access to County Road 18 from
Golden Valley Industrial Park. This does not include tocal approved routes.
4. Curbs. Interior concrete curbs shall be constructed within the property
lines and City Right of Way to separate driving and parking surfaces from
landscaped areas. Interior curbs shall not be less than six (6) inches
in height. �
5. Pump Islands. Fueling areas shall be located to the side or rear and shall
not extend beyond the front of the structure. Flamnable waste traps shall
be required in the fueling areas to collect petroleum products.
6. Outside Storage. All areas utilized for the storage or disposal of refuse,
junk, trash, debris, discarded parts, and similar items shall be in an
enclosed space architecturally compatible with the structure.
7. Surfacing. The entire site other than that devoted to the structure of
landscaped areas shall be surfaced with concrete or bituminous surfacing
to control dust and provide adequate drainage, and such surfaces shall be
designed to meet the requirements of a minimum nine (9) ton axel load.
8. Lighting. All outdoor illumination shall be provided with lenses,
reflectors, or shades, which will concentrate the light upon the premises
so as to prevent glare or direct rays of light therefrom from being visible
upon adjacent property or streets.

9. Screening. All mechanical services shall be screened and utilities
shall be underground.
10. Noise. There shall be no loud speakers utilized nor other noise generated
that may create a nuisance on adjacent or nearby property.
11 . Landscaping. A landscaped yard shall be provided and maintained on all
areas of the site not devoted to the building or parking areas. If snow
is stored on the si-te it shall be stored to the rear of the structure.
12. Maintenance. It shall be the joint and several responsibility of the
operator and owner of the principal use, uses and�or building to main—
tain in a neat and adequate manner the parking area, accessways, drive—
area, and landscaping area.
13, In the event of a sale to another owner or take over or acquisition of
another agency these performance standards shall still apply and shall be
binding upon the new operator of the facility.
14. These items speak to zoning and suitability within the Industrial Zoning
categories. The normal requirements for building review such as site plan,
structure design, landscaping, and other Ordinances which apply to
building, apply to any proposed structure on the site.
It was moved by Mindess, seconded by Wagman, carried unanimously to recorranend to
the City Council that the above fourteen points be included in the agreement with
Medicine Lake Lines.
3• PLANNING COMMISSION BY LAWS
Corrrnissioner Mindess reviewed with the Planning Commission the suggested changes
after which the Commission asked that the By Laws be re—written to include these
changes and mailed out with the agenda material for the next Planning Commission
meeting.
4. PLANNING COMMISSION WORK PLAN AS REQUIRED BY CITY COUNCIL
The following is the Ptanning Commission work plan as requested by the City Council
for the fiscal year from July 1977 to July 1978.
The work schedule for the Planning Corr�nission is divided into two areas:
Ongoing Responsibilities and Study or Review Items.
�. Ongoing Responsibilities
Include items such as Easement Vacations, Fill Permits, Flood Plain Review,
Plats (waiver of the Platting Ordinance) , Planned Unit Development, Rezoning,
Special Use Permits, Street Name Changes, Review Referrals from City Council
and�or other Commissions, Proposed Changes to Ordinance, and Collecting
Background Data.

5. PLANNING COMMTSSION—MEETING TIME CHANGE
Because of Oaylight Savings Time it was moved by Edstrom, seconded by Specktor,
carried unanimously to change the starting time of the Planning Commission meetings
from 7:30 P.M. to 8:00 P.M. This time change is to begin with the first meeting in
June and end with the last meeting in September 1977•
There being no further business to come before the meeting, it was on motion,
duly seconded, adjourned at 10:00 P.M.
