MINUTES OF THE GOLDEN VALLEY
PLANNING COMMISSION
August 8, 1977
A regular meeting of the Golden Valley Planning Comnission was hetd at 8:00 P.M.
on Monday, August 8, 1977 at the Civic Center, 7800 Golden Va11ey Road,
Golden Valley, Minnesota.
Chair Sehlin presided and the following members were present: Comnissioners
Edstrom, Herje, hughes, Mindess, Polaehek and Specktor. Also present was
Jon Westlake, staff inember.
Members absent: Commissioners Forster and Wagman.
1 . APPRUVAL OF MINUTES: MOVED by Hughes, seconded by Polachek, carried
unanimously, to approve the minutes of the July 11 , 1977 Planning Commission
meeting as mailed.
2. PLANNEQ UNIT DEVELOPMENT
P.U.O. #14—A
Jack Galant
Location: 2400 Hillsboro Avenue North
Discuss Requirements as per June 13, 1977 Planning Corrmission minutes
Included with the agenda material was a letter by Jack Galant which indicated
the stages of construction for the corr�letion of P.U.D. #14—A. Mr. Galant
pointed out in the letter that Items 2 and 5 of the June 13, 1977 Planning
Commission motion cannot be done until the City has granted approval of the
project, which is a requirement of the lending institution. Mr. Galant stated
he has applied for financing of the remaining 28 units, ten of which he has
received verbal approval for from the financing agency. Commissioner Merje
asked the Chair to review the motion regarding Items 2 and 5 because she was
not present at the June 13, 1977 Planning Commission meeting. The primary
reason for requiring Items 2 and 5 was because of the previous record of the
project.
The Planning Cornmission discussed with Mr. Galant re—wording his letter to the
Ptanning Commission to be more specific. Mr. Galant indicated he arould review the
suggestion of re—wording his letter with his attorney to see if this would be
any problem.
It was moved by Herje, seconded by Edstrom that if Mr. Galant submits a letter to
the Planning Department similar to the letter discussed at this meeting referring
to definite construction dates, the Planning Commission will set September 12, 1977
for the continued informational hearing for P.U.D. #14—A.

IN REFERENCE TO COMPREHENSIVE PLAN (City Council Referral )
Chair Sehlin read a letter from the City Manager regarding the referral of a
petition from the City Council meeting of July 18, 1977 from residents on Jersey
Avenue requesting stop signs. The Ptanning Commission referred to Page 2 of the
petition wMich quotes Page 4 Item A of the Corr�rehensive Plan. The Cornnission
also referred to the July 18, 1977 City Council minutes.

Jon Westlake reviewed the history of the Transportation Plan in this area and
the changes that were made that developed the present Transportation Plan.
The Comrnission noted severai items in the discussion, such as the proposed
street pattern in this area prior to the present Comprehensive Plan, the col—
lector streets in this area are not corr�leted, and Jersey Avenue is shown as
a residential street on the Comprehensive Plan and presently carried more
traffic than a normal residential street. If the street system were completed
in this area according to the Compreh�nsive Plan, would this reduce the traffic
on Jersey Avenue or should Jersey Avenue not connect to Laurel Avenue? The
Planning Commission again reviewed the petition, City Manager' s tetter, and
City Councit minutes.
It was moved by Edstrom, seconded by Polachek that since Western Avenue, Colonial
(3rive, and Jersey Avenue are not designated as anything other than a neighborhood
street, there is no conflict with the placemer�t of stop signs. The motion was
withdrawn by Corrmissioners Edstrom and Polachek.
It was then moved by Herje, seconded by Specktor, and carried unanimously that the
Planning Commission ask that the Chair send a letter to the City Manager for
further clarification with respeet to the conflict and the Corr�rehensive Plan.
4. PLANNING COMMISSION Bt1DGET-1978
The Planning Comnission budget consists of items such as salaries which refer to
secretarial time, copy fees, and postage. The consultant fees are charged to
the administrative planning budget. The proposal for the 1978 budget is to
include a portion of this in the Planning Comnission budget. The Commission in
diseussing the budget tried to determine whether they would be involved in ,
schooling or conferences in 1978.
It was moved by Herje, seconded by Edstrom, carried unanimously to recorm►end to
the Council to add the following additional accounts to the 1978 Planning Commission
budget:
4411 — Conference and School $150
4412 — Meeting Expense $ 50
4413 — Dues and Subscriptions $ 50
There being no further business to come before the meeting, it was on motion
duly seconded, adjourned at 10:Q5 P.M.
