MINUTES OF THE GOLDEN VALLEY
PLANNING COMMISSION
September 12, 1977
A regular meeting of the Golden Valley Planning Comnission was held at 8:00 P.M.
on Monday, September 12, 1977 at the Civic Center, 7800 Golden Valley Road,
Golden Va11ey, Minnesota.
Chair Sehlin presided and the following members were present: Commissioners
Edstrom, Forster, Herje, Hughes, Polachek, and Wagman. Atso present was
Jon Westtake, staff inember.
Members absent: Comnissioners Mindess and Specktor.
l . APPROVAL �F MINUTES: MOVED by Herje seconded by Polachek, carried
unanimously, to approve the minutes of the August $, 1977 Planning Commission
meeting as mailed.
2. WAIVER 4F THE PLATTING ORDINANCE
Applicant: James V. Beal
Location: 760 Boone Avenue North
Reqaest: Divide Lot into Two Parcels
Zoning: Industrial
The request is to divide a lot into two parcels. The proponent is constructing
an office building on the North parcel which has a frontage of 270' on 2.7 acres
of land. The South parcel contains 270' of frontage on Boone Avenue with 2.7+
acres of land. The survey indicates a 60—foot trail easement on the East side
of the property, which the City received when the property was platted.
Mr. J�nes V. Beal , property owner, indicated that the building will be used for
offices, such as attorney' s offices. The proponent stated that they are also
aware that if a future building is ever constructed on the property, they will
need a variance for two structures on one parcel .
It was moved by Herje, seconded by Forster, carried unanimously, to recommend
approval of the waiver of the Platting Ordinance as submitted, noting that the
trail easement dedicated on the property previously should be considered for the
lOq� dedication or cash in lieu of.
3• PRELIMINARY PLAT
Applicant: Schlegel Construction Company
Location; Southeast Quadrant of Winnetka Avenue North and 23rd Ave. North
Request: Divide Parcel into Six (6) Lots
Zoning: Residential
The Planning Commission deferred action on this item to the September 26, 1977
Planning Comnission meeting because the proponent was not present.

4. PLANNED UNIT �EVELOPMENT — SET INFORMATIONAL HEARING
P.U.D. #1—B Concept Plan
Proponent: Colonial Acres Home, Inc.
Location: 5800 St. Croix Avenue
Request: 100 Unit Senior Citizens Building
Mr. A. James VanVugt, Administrator for Colonial Acres Home, Inc. , gave a brief
summary of the proposed senior citizens midrise building. Mr. Van Uugt indicated
they mailed out notices to the neighborhood informing them of the project, and
approximately 30 neighbors attended a meeting held by Coloniat Acres Home, Inc.
The Planning Commission requested that, in addition to the representative of
Colonial Acres Home, Inc. , the developer of and present owner of P.U.D.#1 and
#1—A attend the hearing and explain their relationship with the proponent.
Ifi was moved by Herje, seconded by Wagman, carried unanimously, to set October 24,
1977 for the Informationat Nearing for P.U.D #1-B• The Planning Commission asked,
besides the P.U.D. requirements, that they receive a copy of prior Pianning Corrmission
and Council minutes on P.U.D. #1 and 1—A, the number of units allowed under a
multiple zoning on this parcel , compatible uses now in existence in the community,
informational packet from the developer regarding traffic type of units, parking,
staff, etc.
5. GENERAL
A) P.U.D. #14—A
Jon Westlake distributed a revised letter by Jack Galant which pertained to the
August 8, 1977 Planning Commission meeting in reference to P.U.D. #14—A. After
discussing the revised letter, the Planning Commission felt that Mr. Galant
does not fuily understand the Planned Unit Development procedure—which was
chosen by him in developing the property. The Commission felt that a meeting
with the developer to review the problems of the site and project should be
resotved prior to holding the continued hearing for additional approval on the
site.
B) Petition from Residents of the 0 — 250 block of Jersey Avenue
North and South in reference to Comprehensive Plan (City Council Referral )
The Planning Commission referred to the August 8, 1977 Planning Commission minutes,
and Chair Sehlin reported that she had met with the Mayor in reference to Jersey
Avenue as to the request of the Council . The Planning Commission further discussed
the items listed in the August $, 1977 Planning Cortmission minutes and again
referred to the Transportation Plan. The Planning Comnission took no action.
C) Joint Meeting — Council , Housing and Community Development Commission,
and Planning Cortmission — October 11 , 1977
Chair Sehlin referred to a letter from the City Manager informing the Planning
Comnission of a meeting with the Council and Housing and Community Development
Commission to be held October 11 , 1977• The Planning Commission noted that
because of October 10, 1977 being a holiday, the regularly scheduled Planning
Commission meeting will be held after the meeting mentioned above. The
Commission at their regular meeting will establish dates for work shops and
also asked that they receive a copy of the Residential section of the Zoning Code.

D) Meeting Time Change
Beginning with the September 26, 1977 Planning Commission meeting, the Planning
Cor�mission meetings will begin at 7:30 P.M.
E) Comnission Chair Members to Meet with City Mayor
Chair Sehlin indicated that the City Attorney will meet with the Chair members
of the City Comnissions at the Mayor' s breakfast meeting, and if any members of
the Planning Commission have a legal question with respect to the Planning
Commission, notify Chair Sehlin.
There being no further business to come before the meeting, it was on motion,
duly seconded, adjourned at 9:50 P.M.
