11-28-77 PC Minutes ������ MINUTES OF THE GOLDEN VALLEY PLANNING COMMISSION November 2$, 1977 A regular meeting of the Golden Valley Planning Corr�nission was hetd at 7:30 P.M. on Monday, November 28, 1977 at the Civic Center, 7800 Golden Valley Road, Gotden Valley, Minnesota. Chair Sehtin presided and the following members were present: Corrxnissioners Edstrom, Forster, Hughes, Mindess and Polachek. Also present was Jon Westlake, staff inember. Members absent: Corranissioners Herje, Specktor and Wagman. 1 . APPROVALS OF MINUTES: MOVED by Mindess, seconded by Forster, to add Item #$ to the motion on the bottorn of Page 4 (5. "This proposat reneges an agree— ment made between the developer of P.U.D. #1 and #1—A and the City of Golden Vailey. )" The motion carried with Comnissioner Edstrom voting nay. It was then moved by Mindess, seconded by Polachek, carried unan,imously, to approve the November 14, 1977 Planning Corrrnission minutes, including the additional changes as follows: Re—write Item #3 at the bottom of Page 4 as follows: "The Planning Corrrnission is not persuaded that this use is of sufficient benefit to justify waiving the neighborhood consideration, and does not represent good ptanning for this parcel". and fifth paragraph, Page 4, add after $285•00 "for a single person". 2. PROPOSED STREET NAME CHANGE—CULVER RORD TO GEARTY ROAO (June Avenue on the East to State T.H. No. 1�0 on the West) The Chair opened th� di �cussion of changing the street name from Culver Road to Gearty Road by asking Mr. Gearty to review the letter dated September 9, 1977 sent by him to the residents on Culver Road. The Planning Commission asked Mr. Gearty wMy he had chosen Culver Road. Mr. Gearty explained that Nobte Avenue was considered but it runs through two other communities while Culver Road runs from June Avenue to T.H. #100 in Gotden Valley, and was part of Tom Gearty' s farm, John Jr. ' s and Patrick' s former farms: all three of which they received from their father, John, Sr. The following residents were present and expressed their concerns as fotlows: Mr. � Mrs. Ferguson, 4827 Culver Road, presented the Planning Corrrnission with a petition and a list of reasons why they are opposed to changing the street name, , did not realize atl the items involved when a street name is changed, and questioned if the Historical Society is aware of this. Suggested changing the name of Woodlawn Park to Gearty Park or placement of a historical marker. Mrs. Menegold, resident of Culver Road, stated they had moved to this area recently and just finished changing their records. The cost to each property owner to change their records would be $30 to $40. Supports changing name of Woodlawn Park. Mrs. Anderson, 2901 Quail Avenue North, reason why Culver Road was chosen—it does not affect other suburbs. Mrs. Rathje, 2940 Cherokee Place, woutd like to see the Park renamed or placement of a historical marker. Mr. Eklund, resident of Culver Road, asked if any member of the Historical Society lived on Culver Rd. , and did the Historica] Society discuss renaming Woodlawn Park. People that have businesses out of their homes wili have a real problem with a street name change. Mr. Patch, 5325 Culver Road, tikes the name of Culver Road and would like to see the Park renamed. Mr. Meyers, 4320 Culver Road, sees a problem for people with businesses in homes and likes the name Culver Road. r..� � Planning Commission November 28, 1977 page 2 The Planning Corrxnission felt that a street name change such as this particular request is not a planning item; however, the Corrrnission after hearing comments from the residents discussed with Mr. Gearty whether he had considered renaming Woodlawn Park to Gearty Park or the placement of some type of historical marker. Mr. Gearty stated that his first choice would be the street name change, and his second choice would be renaming Woodlawn Park. It was pointed out that Woodlawn Park is within the farm land. The Planning Corr�nission asked Mr. Gearty if he knew how Culver Road was named. Mr. Gearty stated that Mrs. Johnson, resident at 4521 Cutver Road, named the street. It was moved by Hughes, seconded by Edstrom, carried unanimously, that the Ptanning Commission realizes that the Gearty family has had a long history of living in Golden Valley that seems should be honored by the City of Golden Valley; however, due to the ineonvenience to residents on Culver Road the Planning Comnission reconnnends that the City Council look into other alternatives for the honoring of the Gearty family such as renaming Woodlawn Park, placement of a historicat marker, or some other suitable alternative. 3• WAIVER OF THE PLATTING ORDINANCE AND STREET VACATION Appticant: John Day Location: 9120-9160 Ptymouth Avenue � 1308 Gettysburg Avenue North Request: Vacate the West 30 feet of Flag Avenue and rearrange lot lines in three tots to provide for a double bungalow lot and single family lot Zoning: Residential The request involves Lots 9, 10, 11 , 12, 13, and 14 of Block 8 The First Addition to Lakeview Neights and the vacation of Flag Avenue contiguous to Lots 9, 10, and I1 , There presently exists a double dwelling on the Easterly lots, and the request is to re—arrange the lot tines so a double dwelling could be constructed on the West lots and a single family dwelling on the North parcel . A similar request by the proponent was considered by the Planning Commission at their June 27, 1977 meeting at which time the Planning Commission deferred action on the reauest to allow time to determine whether land could be exchanged with Lot 14 to the north, which would make the land area of the lots involved more useable. The revised proposal is as fotlows: Parcel A (North Parcel ) Lot 14 and a portion of Lots 13, 10� � 8 1 . Vacant parcet for single family 2. Lot frontage is 65 feet (majority of lot frontages in area is 61 feet) 3• Lot depth is 154 feet, for a square footage of 10,01� (majority of square footages in area is $,418). Parcel B (Westerty Parcel ) Lot 12 and a portion of Lots 13, 10, & 11 1 . Vacant parceT for double bungalow 2. Lot frontage is 154 feet (required 150 feet) 3. Square footage is 1�,3Q1 (required 18,75p) f ?��] ..�'.�.='+� . Planning Commission November 23, 1977 page 3 Parcel C (Easterly ParcPl ) Lots 9, 10, & 11 , including 30' of Flag Avenue 1 . Contains double bungalow 2. Lot frontage is 150.9 fePt (required 150 feet) 3• Square footage is 27,75� (required 18,750). If the division is approved, the next step by the proponent would be a variance from the Board of Zoning Appeals for a double bungalow adjacent to residential and the square footage requirement on Parcel B. The Engineering Department would require an easement b�cause of utilities over that portion of Flag Avenue being vacat�d. John Day was present and stated that since the pr�vious Planning Corrnnission meeting hP has worked out an agrec�ment with the prop�rty owner to the North so the land can be better utili �ed. The Planning Commission in discussing the request noted this proposal as compared to the previous proposal is an improved plan. The Planning Commission reminded Mr. Day that he will neQd a variance from the Board of Zoning Appeals if he intends to proceed with his proposal and that the Planning Commission is only approving the rearrangement of the lot lines. It was moved by Edstrom, seconded by Hughes, carried unanimously, to recorimend approval of the request to divide the lots as proposed, subject to the pro— ponent providing an easement to the City of Golden Valley over that portion of Flag Avenue to be vacated. The Ptanning Cortmission also points out that this recorrnnendation does not presuppose the building of a double dwelling on the West parcet . 4. GENERAL (A) Housing and Cornrnunity Development Corrnnission — Block Grant Funds Chair Sehlin reviewed a letter received from the Housing � Comnunity Development Cotmnission in regard to receiving input from other corrmissions regarding the use of the Year IV request for funds under the Federal Housing and Community Development Block Grant Program. The Planning Corrxnission after discussion submits the following to the Housing & Comnunity Development Corr�nission for their consideration for the use of the Block Grant Funds: 1 . Carry out designated renewal area on Corrp�rehensive Plan. 2. Preservation of the designated open areas on the Comprehensive Plan. 3. Access to Sweeney Lake. 4. Guide development of property by the City' s purchasing and re—selling. (B) Cancellation of Scheduted Meeting — December 26, 1977 The Planning Corr�nission noted that their regularly scheduled second meeting in December falls on Oecember 26, 1977 which is a holiday and therefore is cancelled. �%�� Planning Commission November 28, 1977 page 4 There being no further business to come before the meeting, it was on rr�tion, duly seconded, adjourned at 9:10 P.M.
