04-24-78 PC Minutes � :a MINUTES OF THE GOLDEN VALLEY PLANNING COMMISSION April 24, 1978 A regular meeting of the Golden Valley Planning Commission was held at 7:30 P.M. on Monday, April 24, 1978 at tlhe Civic Center, 7�00 Golden Valley Road, Golden Valley, Mi�.nesota. Chair Sehlin presided and the following members were present: Commissioners Forster, Edstrom, Hughes, Min�ess, °olachek, and 5pecktor. Jon Westlake, staff inember was also present. Members absent: Commissioner Herje. 1. APPROVAL OF MINUTES: MOVED by Mindess, seconded by Polachek, carried unanimously, to approve the minutes of the Apri1 10, 197$ Planning Commission meeting as mailed. 2. PLANNED UNIT DEVELOPMENT-SET INFORMATIONAL �iEARING P.U.D. ��18-A Concept Plan Proponent: Sachs, Friedell, Latz & Goldman Location: Laurel Avenue 170° West of Turners Crossroad Request: Construct Three Story Apartment Building Containing 65 Units Commissioners Edstrom and Mindess indicated there is a possibility of the appearance of a conflict; therefore, they withdrew from this item. The request is to set a public informational meeting for a proposed apartment building aPproximately 170' �n?est of Turners Crossroad on Laurel Avenue. The C'omprehensive Plan indicates a Planned Unit Development medium density for this area. Present for the request were Mr. Goldman, builder, and Messrs. Sachs and Latz, , property owners. The Planning Commission discussed the difference between the Planned Unit Development procedure and multiple rezoning in reference to this request. The Commission asked that the developers meet with the residents in the area prior to the Planning Commission informational hearing which is set for Maq 22, Z978. 3. COMPREHENSIVE PLAN - HOUSING SECTION Jennie E. Kim of the City staff discussed a report regarding Housing Policies of the Comprehensive Plan which specifically referred to Metro Council Guidelines for housing, existing Golden Valley policies, and areas that need additional work on housing in the current City Comprehensive Plan as specified under the Metro- politan Land Planning Act. After reviewing fihis report the Planning Commission chose the following areas to develop with respect ta housing on the revised Comprehensive Plan: (Commissioner Specktor arrived) �A Planning Commission April 24, 1978 page 2 LOW-MODERATE INCOME SUBSIDIZED HOUSING POLICIES - Housing opportunities for low-moderate income persons - Locational criterial for the development of subsidized housing - Diversity of subsidized housing development POLICIES DEALING WITH MARKET RA.TE HOi35ING - Land use regulation - P.U.D. POLICIES FOR ALL TYPES OF HOUSING DEVELOPMENT - Land use regulation (building code and standards) -Locational criteria -Alternative types of housing development -Housing & environmental protection There being no further business to come before the meeting, it was on motion, duly seconded, adjourned at 9:00 P.M.
