MINUTES OF THE GOLDEN VALLEY
PLANNING COMMISSION
June 12, 1978
A regular meeting of the Golden Valiey Pianning Commission was held at 7:30 P.M.
on Monday, June 12, 1g78 at the Civic Center, 7800 Go)den Valley Road,
Golden Valley, Minnesota.
Chair Sehlin presided and the following m�mbers were present: Gommissioners
Forster, Herje, Hughes, and Specktor. Also present was Jon Westlake,
staff inember.
Members absent: Commissioners Edstrom, Mindess, and Polachek.
1 . APPROVAL OF MINUTES: MOVED by Specktor, seconded by Forster, carried
unanimously, to approve the minutes of the May 22, 1978 Planning Commission
meeting as mailed.
2. PLANNED UNIT DEVELOPMENT - INfORMATIONAL HEARING
P.U.D. #18-A Concept Plan
PROPONENT: Sachs, Friedell , Latz � Goldman
Location: Laurel Avenue 170' West of Turners Crossroad
Request: Three Story Apartment Building Containing 65 Units
The same proponent was previously before the Planning Commission in April of
1g76. 7he property at that time included the fire station site for a total of
5.63 acres. The proposal was for 72 units, or 12.8 units per acre. The proponent
at the May 22, }978 Planning Commission meeting asked the Planning Commission to
hear his proposal to develop a 65 unit apartment building on 4.5 acres of land
with a density of approximately 14.4 dwelling units per acre. This item was
tabled to the June 12, 1978 Planning Commission meeting to allow the proponent
time to meet with contiguous property owners to determin� what solutions can be
worked out for the large parcels of land adjacent to the project, including
the land locked parcel .
�r. Sachs, property owner and proponent, was present for this request and stated
that he had met with Mr. Clarence Green, owner of 5740 Laurel Avenue and a land
locked parcel to the northwest of the proposed apartment building site; however,
they could reach no solution or agreement. Mr. Sachs indicated to the Planning
Commission that he would be willing to give a 14-foot easement on the West side
of his property.
The Planning: Commission discussed concerns in regard to the surrounding land use
and its access. The Commission noted that the correct way to develop this area
is with a plan for the whole area. The Commission then reviewed the Planning
Report in the May 22, 1978 Planning Commission minutes, Page 2. The Commission
in reviewing the plan felt more thought has to be put into the landscaped areas.
Messrs. Green and Smith, contiguous property owners, stated they had always
understood that all property North of Laurel Avenue would be zoned Residential ;
therefore, a road would be constructed to give access to the land locked
triangle of land.

After further discussion it was moved by Herje, seconded by Specktor, carried
unanimously to table P.U.D. #18-A for l/2 hour and move this item to the end
of this meeting to allow the proponent and interested property owne rs time to
discuss solutions for development of the total area.
3• WAIVER OF THE PLATTING ORDINANCE
Applicant: Investors Diversified Services, lnc.
Location: 7101 Medicine Lake Road
Request: Add 54' from South Parcel
Zoning: West 1/2-Industrial � East 1/2-light Industrial
Jon Westlake explained the proposed lot division and indicated to the Commission
that the proposed plan meets present City requirements regarding setbacks and can
meet parking requirements with the proposed lot division which would give the
proponent additional land to the South.
James Benson of Robert Boblett Associates, Inc. was present for the request.
The Planning Commission in discuss+ng the request noted the terrain changes at
the approximate location where the lot will be divided,
It was moved by Hughes, seconded by Herje, and carried unanimously, to recommend
approval of the waiver of the Platting Ordinance to add 54.97' from the South
parcel to the North parcel .
4. WA)VER OF THE PLATTING ORDINANCE
Applicant: C. F, Schweikert, Sr.
Location: 3221 St. Margaret Drive-19i5 G1enwood Parkway
Request: Add portion of Vacated Alley to Lots 12,13, � 14 Glock 4
Zoning: Residential Delphian Heights
Mr. C, F. Schweikert, Sr. , 3221 St. Margaret Drive, was present to request that
7' be divided off his property (Lot 16 � part of Lot 17j and be added to Lots 12,
13 � 14 alt in Block 4, DeTphian Heights. Mr. Edwin Raker, 1925 Glenwood Parkway,
and L, J. Schooimeister, 1915 Glenwood Parkway, were a)so present as interested
neighbors.
It was moved by Herje, seconded by Specktor, carried unanimously, to recommend
approval of the waiver of the Ptatting Ordinance to add the West 7' of vacated
aTley contiguous to Lot 16 to be com6ined with the South 1/2 of Lot 12 and Lot 13
� 14 all in Block 4, Delphian Heights.
ITEM #Z P.U.D. #18-A CONTINUED
It was moved by Herje, seconded by Specktor, carried unanimously, to remove
P.U.D. #18-A from the table.
Commissioner Hughes asked that the Planning Commission minutes show that the
Planning Commission tabled P.U.D. #l8-A for 1/2 hour and moved this item to the
end of this meeting to allow the proponent and interested property owners time
to discuss the request in relation to the surrounding- land.

Mr. Sachs gave a brief background history of the property and discussed parking
and green area. Mr. Sachs explained that the presentation regarding this
proposal was given at the May 22, 1g78 Planning Commission meeting.
The following residents were present and expressed their concerns: Clarence Green
300 Turners Crossroad, questioned the possibility-of the proponent encountering
financi:al problems and not completing the project. Mr. Green felt that the
construction of single family homes .would nat pose as great a possibte financial
probiem. Mr. Smith, owner of property at 220 Turners Crossroad, stated he would
be willing to give tand if he would benefit by it, and the primary objective is
that the land locked parcels would have access. Mr. Miller, 5720 Laurel Avenue,
stated that traffic on Turners Crossroad is already heavy and 65 additional
units would cause a severe problem. Mrs.- Orfield, .525 Radisson Road, expressed
concern about the heavy traffic on Turners Crossroad which is continually
increasing and expressed concern about the children in the area and the decrease
in value of the homes located on Turners Crossroad because of the heavy traffic.
Dorothy Clarkson, 315 Turners Crossroad, stated she cannot get out onto Turners
Crossroad now because of the heavy traffic and feels this project would add to
an already heavy traffic problem. Mrs. Clarkson also felt the new fire station
is no asset to the area. Terry Burrell , 201 S. Turners Crossroad, stated that
traffic was not always a severe problem and feels the City should solve the traffic
problem which now exists, including the traffic which is coming from St. Louis Park
down Turners Crossroad from highway 12, and felt that an additionat 65 units con-
structed in the area would add to an existing heavy traffic problem.
The Planning Commission then discussed the problems of the land locked parcel ,
access to the contiguous parcels, traffic, Residential use as opposed to possible
Commercial or Industrial zoning at the time this land is developed, green area,
and driveways on the property, and density, noting that if the property were
developed, through zoning it would allow 5� units, or �2 units per acre.
It was moved by Herje, seconded by Specktor, to recommend approvat of concept
plans for P.U.D, #18-A with the following considerations being given to the Council :
1 . Emergency vehicle access around the building should not be blacktopped and that
the proponent investigate other possibilities before general plan review.
2. That there be a waiver of 12 parking spaces on the West side of pool to increase
the green area because of the access easement.
3• Meet the requirements of the Public Safety Department.
4. That the driveway be taken out on the West side and that there be an entrance
from Xenia Avenue.
5. That the proponent construct that part of the trail system, as planned by the
Park and Recreation Department, through the property.
6. That the front row of parking spaces in front of the proposed building be
moved to the fire station side of the property.
7. That the neighbors and developer work together to develop a solution to create
access to the land locked parcel and contiguous tracts of property.
8. Direct Council 's attention regarding a road or easement for the parcels to
the West and North of the property.
Upon roll call vote being taken the following voted in favor of the motion:
Forster, Herje, Hughes, and Specktor; and the following voted against the same:
None. The motion carried.

5. COMPREHENSIVE PLAN-WORK SESSION
Jon Westlake distributed material on the housing policy for the Comprehensive
Plan and asked the Planning Commission to review the same for the next Planning
Commission meeting.
There being no further business to come befor:e the meeting, it was on motion,
duly seconded, adjourned at 10:30 P.M.
