MINUTES OF THE GOLDEN VALLEY
PLANNING COMMISSION
November 27, 197$
A regular meeting of the Golden Valley Planning Commission was held at 7:30 P.M.
on Manday, November 27, 1978 at the Civie Center, 7$00 Golden Vailey Road,
Golden Valley, Minnesota.
Vice Chair Forster presided and the following members were present: Commissioners
Eastes, Edstrom, H�ghes, Mindess, Palachek, and Specktor. Also present were'
Jon Westlake, staff inember and Jeff Christensen.
Members absent: Chair Sehlin and Commissioner Herje.
1 . APPROVAL OF MINUTESs It was MOVED by Edstrom seconded by Polachek, carried
unanimously to amend the minutes of October 23, 197$ by adding the following
sentence to Item 3, at the bottom of page 3, "The Commission would like the
Council to be aware that the proponent is not including in the plan a provision
for implementation of the City's Housing Policy." It was then moved by Po7achek
seconded by Hughes, carried unanimously to approve the minutes of the October 23,
1978 Planning Commission meeting as amended.
2. UPDATE - CITY COMPREHENSIVE PLAN
Messrs. Jeff Christensen and Jon Westlake reviewed with the Planning Commission
what area of the Comprehensive Plan requires minor and major work in accordance
with the Metropolitan Council guide lines. The Housing and Community Development
Commission is working on the housing statement. The overall objectives the
Housing and Community Development Commission are working with on the housing
plan are:
1) Increase opportunities for low and moderate income subsidized housing
in Golden Valley.
2) Promotion of modest cost private housing in Golden Valley.
3) Ensure the reduced costs of market rate housing in Golden Valley.
4) Facilitate housing rehabilitation and neighborhood presentation
throughout the City.
5� Analysis of housing development impacts as they arise.
When the housing statement is completed, it will be reviewed by the City Council
after which the text will be forwarded to the Planning Commission. If the
housing statement is not completed within the near future the Planning Commission
will start on the transportation segment of the Comprehensive Plan.
3• GENERAL
(A) PUBLIC WORKS STORAGE - DISPOSAL SITE
The Planning Commission v�as informed that the City Manager will attend the
December Il , 1978 Planning Commission meeting to discuss a site. located north
of lOth Avenue North and east of County Road 18, and south of the Chicago,
Northwestern Railroad for a Public Works storage and disposal site.

(B) SCATTERED SITE HOUSING
Council Person Mary Anderson wi } l attend the December ll , 1978 Planning
Conmission meeting to discuss with the Planning Commission ideas on scattered
site housing to see what new approach can be developed because of the Planning
Commission's discussion at the October 23, 1g78 meeting.
(C) MEETING CANCELLATION
Because the second Planning Commission meeting in December falls on the 25th
of December, the Commission was in agreement to cancel the meeting.
There being no further business ta come before the meeting, it was on motion,
duly seconded, adjourned at 8:45 P.M.
