June 11 , 1979
A regular meeting of the Golden Valley Planning Commission was held
at 7: 30 P .M. on Monday, June 11, 1979 at the Civic Center, 7800
Golden Valley Road, Golden Valley, Minnesota.
Chair Eastes presided and the following members were present :
Commissioners DeSautels , Edstrom, Herje , Hughes , Levy, Specktor
and Thompson. Also present were Jon Westlake and Jeff Christensen
of the City staff .
Members absent : Commissioners Forster , Sehlin and Polachek.
1. APPROVAL QF MTNUTES : It was moved by DeSautels , seconded
by Thompson, carried unanimously to approve the minutes of the
May 30, 1979 Planning Commission meeting as amended as follows :
Approval of minutes change Eastes to Forster and add
Commissioner Edstrom as being present . Page 3 Item 4-A
change date to June 11 .
2 . WAIVER OF PLATTING ORDTNANCE
Appl�cant : Fxanklin Hogan
Location: 2841 Noble Avenue - 4735 Culver Road
Request : Divide Parcel Into Twa Lots
Zoning: Residential
The request is to divide off the West 100 feet of the parcel . The
survey �nd3cates the detached garage on the East parcel meets the
minimum setback of 5 feet . The City is requesting five feet of
. right of way for Noble Avenue to coincide with the 38 feet of
right of way the City has to the South of the property on Noble Ave.
This dedication of �ight of way should take the place of Cash in Lieu of .
Mr . Hogan was present for the request and stated he is purchasing
the West 100 feet of the property from Mr . Johnson .
Tt was moved by Herje, seconded by DeSautels , carr3ed unanimously to
recommend approval of the request as submitted by Lot Surveys Company
dated May 23, 1979.
The Planning Commission also recommended that the 5 foot easement
be substituted for the Cash in Lieu of .
3 . PLANNED UNIT DEVELOPMENT ��14-A

Location: 2400 Hillsboro Avenue North
Request: For Open Pool, Change in Exterior Siding
and Pond to be Given to the City

The proponent is requesting the following changes : '
1) P .U.D . ��14-A swimmin� pool area changed from an enclosed
pool to an open pool .
2) Siding on new buildings to be constructed from pre-finished
exterior material .
3) Ponding area to be signed over to the City of Golden Va11ey.
Findings :
1) Swimming Pool :

as an open pool area rather than en-
closed as original shown on development
plans .

April 25 , 1977 - It was moved by Edstrom, seconded by
Wagman that the Planning Commission
recommend to the City Council that
P .U.D . ��14 be amended to allow and
require construction of the swimming
pool with the second stage of develop-
ment and that the swimming pool be
enclosed as shbwm on the original plans
(Phase T) . The motion carried with
Commissioner Herje voting no .

May 2, 1977
Moved by Anderson, seconded by Johnson
and carried that P .U.D . 4�14 by changed
to allow the required construction of
the swimming pool in the 2nd stage
development and that the swimming pool
be enclosed as shown on the original
plan. It has been determined by the
Council that this is a minor change .
Considerations :
It is true the developer agreed to construct an enclosed pool at the
time of receiving general plan approval for Stage T which was six units
in one structure . At the request of the proponent , the Council amended
this requirement to require construction of the pool with the second
stage of development .
About 1 1/2 years ago , a brief survey of P .U ,D , developers was taken
, regarding amenities in P .U.D . ' s . Tt was found that in P .U.D. ' s

containing less than 50 units it was very expensive to maintain
enclosed pools . The other element for consideration at this time is
energy, which was not a strong factor at the time the original P .U.D.
was approved.
The following should be addressed in reference to the pool question.
1) Enclosed Pool
2) Non-enclosed Pool
3) What are the developer ` s intentions on the small recreation
building that was part of the original pool structure.
Item 2 of Mr . Galant ' s letter should be reviewed at the time Mr . Galant
requests Stage II development . Item 3 of the letter is a question
that the City Council will have to address . Mr. Galant should be
directed to meet with the City Engineer and Planner prior to Item 3
going to Council.
Commissioner Herje briefly reviewed the history of this proposal
for the benefit of the new Commission members . Some Commissioners
asked why the request was before them. It was felt the request
would ' be considered at the time general plan approval was requested
for the remaining units .
Mr . Galant was present and stated that it would add approximately
four to five thousand dollars additional costs to the units that
are not constructed if the pool is enclosed . Mr . Galant stated if
he is required to enclose the pool he may not request approval for
the additional 28 units .
After further discussion it was moved by Herje, seconded by Specktor,
carried unanimously to defer action on the request to the June 25 , 1979
Planning Commission meeting and have the staff determine if Mr . Galant
has met the conditions of the June 13 , 1977 Planning Commission
meeting . If the requirements are met , the Planning Commission will
schedule a date for general plan hearing at the June 25 , 1979
Planning Commission meeting.
4. COMPREHENSTVE PLAN - WORK SESSION
Commissioner Levy, a member of the Land Use Element of the Plan
distributed a draft report for Commission review. The La�:� Use
Committee indicated their report will be in final form for the
June 25, 1979 Planning Commission meeting . It was felt by the
full Commission a map depicting the proposed land use changes would
be helpful.
The Environmental Element of the Plan was distributed by Commissioner
DeSautels . Mr. DeSautels pointed out for the June 25 , 1979 meeting
the committee will develop an implementation schednle . Chair Eastes
suggested that the Commission should review the materials distribu�ed
to. be better prepared for discussion on the two elements of the plan.

The Commissian then met �,n their respective Compxehensive Plan
study groups .
There being no further business to come before the meeting, �,t was on
motian, duly seconded, adjourned at 9 : 45 P .M.
