11-26-79 PC Minutes � �� MINUTES OF THE GOLDEN VALLEY PLANNING COMMISSION November 26, 1979 A regular meeting of the Planning Commission was held at 7:30 PM on Monday, November 26, 1979 at the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairperson Eastes called the meeting to order at 7:30 PM. Those present were: Commissioners DeSautels, Eastes, Forster, Hughes, Polachek and Thompson. Also present was Mike Miller, Planning Coordinator. Members absent: Commissioner Sehlin. I. APPROVAL OF MINUTES: It was moved by Forster, seconded by DeSautels and carried unanimously to approve the Minutes of the November 13, 1979 Planning Commission meeting. Commissioners Edstrom, Herje and Levy arrived at 7:35 PM. II. INFORMAL PUBLIC HEARING - P.U.D ��25 - WESTVIEW DEVELOPMENT COMPANY Due to severe soil conditions and drainage problems in the area to be developed, the proponent, Jim Benson, appeared before the Commission to request approval on the amended plan for P.U.D. �625. Donald Sextra, owner of Trentwood Apartments (adjoining property) stated he was in favor of the project now that the drainage problems appear to have been resolved. It was moved by Herje, seconded by Levy and carried unanimously to approve the amended P.U.D. subject to all conditions contained in the motion to approve the original P.U.D. ��25 with item �1�21 of the conditions to read as follows: "Consideration should be given to a textured wall surface on fhe structure that would absorb sound adjacent to rhe apartment complex and/or utilize the landscaped area to reduce the noise to the south of the new structure (not necessarily a noise abatement wall) ." Commissioner Spector arrived at 7:50 PM. III. TAX-EXEMPT FINANCING - PRESENTATION AND DISCUSSION In October the City Council requested that the Planning Commission review and consider a proposed amendment to the City's Tax-Exempt Financing Policy. The Commission felt that before they could respond to the Council`s request that they needed clarification and detailed explanafiion on the various types of tax-exempt financing programs. �_>:�� Planning Commission Minutes November 26, 197� Page 2 Richard Lincoln, David Fredrickson and Tim Long of Miller & Schroeder Municipals, Inc. gave a detailed presentation on the three types of tax-exempt financing: 1. Tax-exempt Financing for Housing Developments 2. Industrial Revenue Bond Financing 3. Tax Increment Financing Chairperson Eastes requested the Commission members to report back at the December 10, 1979 meeting with ideas, recommendations and suggestions for setting a criteria on tax-exempt financing policies relative to the Planning Commission, the Comprehensive Plan and re-zoning. At that time, the Planning Commission will d�aft their response to the City Counci L IV. PRESENTATION ON REVIEW PROCEDURES FOR P.U.D. 'S. Alan Barnard, Assistant City Attorney, discussed with the Planning Com- mission the handling and defining of P.U.D. 's, and also, extensively covered the P.U.D. Ordinance and how it relates to the Planning Commission. V. DISCUSSION OF THE ROLE OF THE PLANNING COMMISSION AND HRA This item of discussion wa postponed �tntil the December 10, 1979 meeting of the Planning Commission. Mary Anderson, Councilmember and Jeff Sweet, City Manager will make the r presentation at that time. VI. DISCUSSION OF DRAFT R PORT ON OPEN SPACE RECOMMENDATIONS TO THE CITY COUNCIL The final draft of the rep rt on Open Space Recommendation to the City Council will be made avail ble to the Planning Gommission at the December 10, 1979 meeting for their review and approval. VII. SUBCOMMITTEE REPORTS ON THE PUBLIC FACILITIES COMPONENT OF THE COMPREHENSIVE PLAN This item was tabled until the December 10, 1979 Planning Commission.
