12-10-79 PC Minutes .� �;� MINUTES OF THE GOLDEN VALLEY PLANNING COMMISSION December 10, 1979 A regular meeting of the Planning Commission was held at 8:00 p.m. on Monday, December 1Q, 1979 at the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairperson fastes called the meeting to order at 8:00 p.m. Those present were: Commissioners Eastes, Edstrom, Forster, Herje, Hughes, Levy, Polachek, Seh) in, Specktor and Thompson. Also present were Mike Mi11er, Planning Coordinator and Martin Farrell , Assistant City Planner. Members absent: Commissioner DeSautels. I . APPROVAL OF MINUTES It was moved by Thompson, seconded by Polaehek and carried unanimously to approve the Minutes of the November 2�, 1979 Planning Commission Meeting. II . SET DATE FOR INFORMAt PUBLIC HEARING - REZONING It was moved by Specktor, seconded by Levy and carried unanimously to set the date of January 14, 1979 for the Informal Public Hearing on the rezoning of land for the followingc APPLICANT: John Paulson � Woody Ginkel LOCATION: 1370 Douglas Drive REQUEST: Change Zoning from M-1 to M-2 It was moved by Sehlin, seconded by Thompson and carried unanimously to cancel the December 24, 1g79 Planning Commission meeting due to the holidays. III . APPROVAL OF FINAL DRAFT REPORT ON OPEN SPACE RECOMMENDATIONS TO CITY COUNCIL After a brief discussion, some additional changes and/or corrections, it was moved by Herje, seconded by Sehlin and carried unanimously to forward to the City Council the Final Report on the Open Space Recommendations. The Final Report will be submitted to Chairperson Eastes for review before it goes to the Council . (V. DISCUSSION OF THE ROLE OF THE PLANNING COMMISSION AND HRA Mary Anderson, Councitrr�mber and Jeff Sweet , City Manager, gave an update on three redevelopment areas in Golden Valley, along with a possible forecast of what role the Planning Commission will play in each: 1 . North Wirth Parkway No change in land-use is expected, however, there may be a need for a zoning classification for the MN � S Railway in this particular area. ��� Planning Commission Minutes Qecember 10, 1g79 Page 2 2. Valley Square The City has negotiated a contract with Urban Research Corp- oration to do real estate research on the best type of market use for the Golden Valley Shopping Centers (T.H. 55 at Winnetka) . The Council will be referring this report to the Planning Commission for comments and recommendations. Calvary Square will be submitted to the Ptanning Commission as a P'.:U.D. 3• Housing - Low to Moderate (Section 8) The Council will welcome from the Planning Commission any specific recommendations and/or direction on low-cost housing sites, programs or proposed new rehabilitation or redevelopment areas. Various proposals from developers may be submitted to the Planning Commission for comments, recommendations, etc. V. SUBCOMMITTEE REPORTS � DiSCUSSION ON PUBLIC FACILITIES COMPONENT OF COMPRfHENSIVE PLAN The following submitted reports, recommended changes, deletions and/or additions on their respective sub-committee charr�es: Transportation - Ron Edstrom Sewers - Sue Eastes, Virginia Levy Community Facilities - Herb Potachek UI . TAX EXEMPT FINANCING This item was tabled until the January 14, 1�80 Planning Commission meeting.
