Planning Commission
�uly 14, 1980
A regular meeting of the Planning Commission was held at 7:30 p.m. on Juty 14, 19$0
in the Council Chambers at the Civic Center, 7800 Golden Va11ey Road, Golden Valley,
Minnesota.
Chairperson Eastes called the meeting to order at 7:30 p.m.
Those present were Commissioners: Eastes, Forster, Specktor, Edstrom, Polachek,
and Thompson.
Commissioners Sehlin, Levy and Hughes were absent.
Also present were Mike Miller, Planning and Redevelopment Coordinator, and Martin
Farrell , Assistant City Planner.
I . Approval of the Minutes - June 23, 1980.
lt was moved by Thompson, seconded by Forster, and carried unanimously to approve
the June 23, 1980 Planning Commission Minutes.
II . Report on the City Council Meeting - July 7, 1980.
Don Hughes attended the City Council Meefiing but was not in attendance for the Planning
Commission Meeting. Any discussion of the Council Meeting was postponed until
Commissioner Hughes returns.
III . Request for Waiver of T.H. 12 Moratorium.
APPLlCANT: Jim J. Smuda
LOCATION: 500} Circle bowns
REQUEST: Waiver of Ci.ty Platting Ordinance
Mike Mitler briefed the Planning Commission of the background of tF�is request and
recommended approva� of the waiver request.
Jim Smuda, the proponent, explained the extent of the construction that he proposed
and stated that the BZA has already approved his request for a setback waiver.
tt was ther� moved by Thompson, seconded by Edstrom, and carried unanimously ta
approve the request for the waiver of the Platting Ordinance as presented.
IV. Req_uest for Waiver of Cit�Platting Ordinance.

LOCATION: 9300 Olson Memorial Highway
REQUEST: Waiver of the City Platting Ordinance allowing the
division of one parcel of land into two parcels.
Mike Miller explained that the property is zoned commercial- and the proponent is
requesting a waiver of the platting ord'tnance i;n 'order to subdivide an existing lot
into two lots. He read the requirements for granting a waiver of the ptatting
ordinance. He stated that he felt the proponent would not suffer any undue hardship
by complying witF� tf�e pTatti:ng ordinance. He fihen recommended t�tat the Planning Com-
mission deny the request for the waiver of the platting ordinance.

Wayne Johnson, the proponent, explained that he and his associates were unaware
of the platting requirements when they purchased the property.
It was then moved by Thompson, seconded by Forster and carried unanimous}y that
in the best interests of the City, as well as the proponent , the request for
the waiver of' the platting ordinance be denied.
V. Informal Public Hearin - Rezoning
APPLICANT: Bob Martinson
LOCATION: 5100 Olson Memorial Highway
REQUEST: Change zoning from "Commercial" to "Industrial"
Martin Farrell presented the staff report and recommended approval of the rezoning
from "Commercial" to "Industrial". Sue Eastes e 'pressed cancern- about allowing
any sort of development in an area where there i an existing tra�fic problem.
Martin Farrell stated that both the Minnesota De artment of Transportation and the
Golden Valley Police Department have made report on the intersection and there
have not been a significant number of accidents t the intersection of the
service road and T.H. 55•
Bob Martinson, the proponent and future develope of the property, gave a brief
background report regarding hi:s reasons for requ�sting the rezoning and entertained
questions from the Planning Commission. , -
Both Commissioners Eastes and Edstrom �ere eonce ned about the use of the
adjacent City property and the Bassett Creek Fto �l Control Commission's Report.
Martinson stated that it would not be necessary �o use part of the City'"s
property far water storage, but that it might be discussed further with the City
in the future.
It was then moved by Edstrom, seconded by Polachek, and carried unanimously to
recommend approval of the rezoning of th.e subject property 'from !'Commercial" to
"Industrial ."
Chairperson Eastes took this opportunity to discuss the formation of the Housing
Policy Subcommittee. The Subcommittee will consist of three Planning Commission
members and 3 members of the Human Rights Commission. The three Planning Com-
mission members appointed to the Committee were as follows : Eastes, Hughes and
Specktor.
V1 . Review of Position Paper on T.H. 12.
A transcript ofi the Planning Commission's comments and recommendations regarding
the proposed �-394 were transcribed into a position paper.
This position paper was discussed at great length and a number of changes were made
throughout the report. These changes will be written into the report by the staff
and copies will be forN�arded to the City Counci. l for their considerations.
