08-11-80 PC Minutes �(`�� ._ . , Minutes of the Golden Valley Planning Commission August 11 , 1980 A regular meeting of the Planning Commission was held at 7:30 p.m. on August ll , 1980 in the Council Chambers at the Civic Center, 7800 Golden Va11ey Road, Gotden Valley, Minnesota. Chairperson Eastes calied the meeting to order at 7:30 p.m. Those present were Commissioners: Eastes, Edstrom, Forster, Hughes , Polachek and Thompson. Commissioners Sehlin and Specktor were absent. Also present was G1enn Christiansen, Chairman of the BZA; Martin Farrell , Assistant City Planner, and Dixie Peterson, Secretary. I . Approval of the Minutes - Juty 28, 1980. It was moved by Thompson, seconded by Forster, and carried unanimously to approve the July 28, 1980 Planning Commission Minutes. II . . Report on August 4, 1980 City Council Meeting. Martin Farrell gave a brief report of the August 4, City Council Meeting. At this time a tist of Plenning Commission representatives to the upcoming City Councit and HRA meetings for the rest of the year was reviewed. III . Set Date for Informal Public Hearing - PUD 29. APPLICANT: United Properties LOCATIONc Rhode Istand between Gotden Valley Road � Rhode Island REQUEST: General Plan Approval for PUD 29 Mr. Boyd Stofer, the proponent, was present. It was moved by Hughes , seconded by Polachek, and carried unanimousTy to set the [nformal Public Hearing date for August 25, ]980• It was moved by Thompson, and seconded by Edstrom, to amend the motion to request that the proponent prov'►de a tra�fic study related to the proposed driveup bank facility, and information regarding additional parki.ng requirements. The motion was carried unanimously, IV. Rezoning Recommendation Regarding the Vacate.d Fire Station Property located on the corner of Lindsay and tE1e T.H, l00 Frontage. Road, On July 23, 1979, the Planning Commission made a number of recommendations to the City Council regarding the vacated Golden Valley Fire Station No. 2. The City Council has asked the Planning Commission to review these recommendations , and to advise if they have deviated from the original recommendations. It was generally agreed that the Planning Commission has not deviated from their original recomrnendations. It �ras moved by Edstrom, and seconded by Hughes, and carried, to renew his motion of July 23, 1979, to recommend that the structure be removed 6ecause of the age, condition, and residential atmosphere around the property. It was moved by Edstrom, seconded by Thompson, and carried, to renew his other motion to recommend that the property be rezoned from ''Institutional (I-4)" to "Residential". �� . { �f��� Page 2 Mi'n:ute:s.of the Golden Valley Planning Commission August 11 , 1980 At this time Chairperson Eastes asked that item number VI be moved ahead of item number V on the agenda, due to the controversial nature of item number V, and that it may be time consuming. U. Request for Waiver of the T.H. 12 Moratorium. APPLICANT: William G. Nagle LOCATION: 1114 Wisconsin Avenue REQUEST: Waiver of the T.H. 12 Moratorium. Martin �arrell gave a brief report. The proponent, William G. Nagte, addressed the Planning Commission. ft was moved by Forster, seconded by Edstrom, and carried, to approve the waiver of the T.H. 12 moratorium. VI . General Plan Approval for Calvary Square Apartments. APPLICANT: Calvary Community Services, lnc. LOCATION: Northeast Quadrant of the Intersection of Rhode Island Avenue and Golden Valley Road. REQUEST: General Plan Approval for P.U.D. 26 Martin Farrell presented the Staff report. Clyde McCarty, President of Calvary Community Services, and Jay Johnson, Milter, Hansen, Westerbeck, Bell Architects , Inc. , represented the proponent, and entertained questions. Mr. Everett Frandsen, 855 Pennsylvania Avenue North, addressed the Planning Com- mission. Mr. Frandsen commented on the amount of time, energy, and research the Planning Commission puts into projects referred to them by the Council . He expressed concern that the sun may be blocked during a part of the day over his property, and also expressed concern about the parking problem. It was moved by Thompson, seconded by Hughes,. and carried unanimously� to deny the General Plan Approval for P.U.D. 26, faecause it i:s too. large a project for a small parcel of tand, th.e. density �� too great, and t6.ere is an extreme �hortage of parking. Commissioner Edstrom requested that staff provide the overall dens+ty of Dover Hill and similar projects. He also recommended that any additional overflow parking spaces provided by Calvary Lutheran Church to the proposed devetopment be made under a contract basis rather tt�an a ver6al agreement. VII . Work Session The Planning Commission reviewed the revised draft of the Business � Professional Office Zoning District. It was moved by Forster, seconded by Thomp�on, and carried, to approve the revised draft of the Business � Professional Office Zoning District subject to the revision o:f 10.70, C. , Financial lnstitutions with the addition of ''not including drivethrough facilities.'` ��t� Page 3 Minutes of the Golden Valley Planning Commission August 11 , 1980 Commissioner Thompson commented that the Va11ey Square area should be a special zoning district as a redevelopment area in itself. Martin Farrell responded that he has been doing researcC� on redevelopment of downtown areas by other communities and at this time his report is stilt on the staff ]evel , but this is something that should be presented to the Ptanning Commission. Commissioner Edstrom questioned if there was a moratorium in the Va11ey Square Area and suggested a more specific tool is needed to guide develop�rs.
