09-08-80 PC Minutes ��lb Minutes of the Golden Valley Planning Commission September 8, 1g80 A regular meeting of the Planning Commission was held at 9�30 p.m. on September 8, 1980, in the Gotd Room at the Civic Center, 7800 Golden Va11ey Road, Golden Valley, Minnesota. Chairperson Eastes calted the meeting to order at 9c30 p.m. Those present were Commissioners : Eastes, Edstrom, Hughes , Potachek, Sefilin, and Thompson. Commissioners Forster and Specktor were absent. At the request of the Gity Councit , the Planning Commission attended the City Council Meeting on September 8 from 6:30 to 9:30 p.m. , and Commissioner Specktor was in attendance at the Council Meeting. Also present was Martin Farrell , Assistant Planner. I . Approval of the Minutes - August 25, 1980. lt was moved by Hughes , seconded by Thompson and carried unanimously to approve the August 25, T980 Planning Commission Minutes. II . Report on the City Council Meeting - September 2, 1980. Commissioner Hughes was scheduled to attend this meeting. Under the advise of Mayor Thorsen, Commissioner Hughes did not attend the Council Meeting. It was then moved by Hughes, seconded by Sehtin and carried unanimously to cancel the scheduled October 13, 1980 Plann-ing Commission Meeting. The reason for the concellation was based on the fact that October 13, 1980 is a legal holiday and it would be di�ficult to have a quorum on that eve�'rng. Sue Eastes requested a volunteer to be on the Scattered Site Sub-Committee and meet on September 10, 1980 at 3:00 p.m. No member could be present at that meeting. Martin Farrell stated he would attend the meeting and report back to the Commission. III . Set Date for Informat Hearing - P.U.D. 30 APPLICANT: Henry Hyatt LOCATION: Northwest Section of Golden Valley on Mendelssohn Av. REQUEST: Concept Plan Approval Martin F'arreil recommended that the PJann�ng Commission set September 22, 1980 as the date for the informal public hear. arrg. ft was moved by Polachek, seconded by Thompson and carried unanimously to set September 22, 1980 as the date for the informal public hea'ring. IV. Set Date for Informal Public Hearing - Rezoning APPLICANT: Q. Petroleum LOCATION: 8950 Olson Memorial Higliway REQUEST: Rezoning from "Residentiat" to "Commercial" It was moved by Thompson, seconded by Polachek and carried unanimously to set October 27, 1980 as the date for the informal pubtic hearing. .J �-�� Page 2 Minutes of the Golden Va11ey Planning Commi.ssion Meeting September 8, 1g80 V. Work Session Sue Eastes initiated discussion regarding the size of the Planning Commission. The general consensus was to keep the membership at 9 members. The reason for this dec.ision was because of the present work load created by various other committees that the members are involved in. The Planning Commission then reviewed the Conditional Use Section of the Zoning Ordinance as it has been proposed. Martin Farrell explained that this would be a new conditional Use section that would apply to conditional uses in all of tF�e zoning districts. It was then moved by Thompson, seconded by Polachek, and carried unanimously to approve the new Conditional Use Section of the Zoning Ordinance. Both the Business and Professional Office and the Conditional Use Section shall be sent to the Council for final approval . The Planning Commission then reviewed the Recommendations from Golden Valley Human Rights Commission �or Section $ Housing Management Plan. In general , they thought that the Human Rights Commission has done a good job. They had the following questions regarding the three Phases: 1 . In the concept phase, who is to inform the Developer about a Management Plan? 2. The second item under the Concept Phase should be rewritten to state, "A representative from the Human Rights Commission should attend the Planning Commission's informal hearing on Concept Approval ." 3. Under Phase ll , does "Generel Phase" refer to General Plan in a PUD? 4. Under Phase III , the second item should read as follows, "The HRC reports to the City Council that the Management Plan is approved by the HRC prior to the developer requesting the signing o� the PUD contract or the issuance of a buitding permit in the case of a non PUD. Chairperson Eastes requested that these changes be forwarded to the HRC. The P)anning Gommission then discussed the Phase ! Report by the Vatley Square Commission. They had the following comments: 1 . The Bassett Creek be utilized as much as possible as a visual amenity whenever �ossil�le. 2. Further development of a pedestrian walkway system again utilizing the creek. 3. Positive steps should be taken to encourage traffic to use the ring road under construction once it is complete. 4. Under Area F, item Ill , the Ptanning Commission would like to redevelop the east side of Winnetka Avenue. In general , they thought the Valley Square Commission had done a good job and encouraged their future efforts. ft was then moved by Polachek, seconded by Sehlin and carried unanimously to approve the Phase I Report by the Valley Square Commission.
