Minutes of the GoTden Valley
Planning Commission
October 27, 1980
A regular meeting of the Planning Commission was held at 7:30 p.m. on October
27, 19$0, in the Council Chambers of the Civic Center, 7800 Golden Vatley
Road, Golden Valley, Minnesota. Chairperson Eastes called the meeting to
order at 7:30 p.m.
Those present were Commissioners : Eastes , Forster, Polachek, Sehlin and
Thompson.
Commissioners Edstrom, Hughes , and Specktor were absent.
Also present was Martin Farrell , Assistant City Planner, and Dixie Peterson,
Secretary.
I . Approval of the Minutes - September 22, 1980.
It was moved by Sehlin, seconded by Thompson, to approve the minutes of the
September 22, 1980 meeting, subject to a change in the motion made by
Commissioner Specktor, to read, ''seconded by Sehlin", on page 9. The motion
was carried unanimously.
II . Report from the O1son Schoo} Reuse Committee.
Martin Farretl provided same background information regarding the O1son School
Reuse Committee. Stephen Litton, l$5� Ke1ly Drive, Chairman of the Otson
School Reuse Comr�ittee was present to answer questions. It was moved by
Sehlin, seconded by Polache,k, and carried unanimously to accept the Olson
School Reuse Corrnnittee'.s report.
I11 . Pretiminary Plat Review - Fredsall 's Addition.
APPLICANT: Dr. Roger Fredsall
LOCATION: 520 South Westwood Drive
REQUEST: Preliminary Plat Approval
Martin Farrell presented the Staff report and recommended approval of the
Preliminary Plat as presented.
Commissioner Sehlin questioned whether the road was to be private or to
be maintained by the City.
Commissioner Eastes noted that at least two of the lots did not appear to
meet the }2,000 sq. foot requirements for a single family residence.
Commissioner Polachek stated that in the past they have approved other Plats
with smaTler lot sizes.
Dr. Roger Fredsall, 520 South Westwood Drive, the proponent, addressed the
Commission.
Dr. Fredsall stated that all questions of titles should be cleared and all
questions of surveys should be resolved by December. Dr. Fredsall also
replied to Commissioner Sehlin's question regarding whether the road
would be private or not and stated that he would like to dedicate the road
to the City as part of the final plat.

It was moved by Thompson, seconded by Sehlin, and carried unanimously to
approve the preliminary plat for Fredsalt 's Addition.
IU. Informal Publie Hearinq - Rezoning
APPLICANT: Q. Petroleum
LOCATION: 8950 O1son Memorial Highway.
REpUEST: Rezone from "Residential" to "Commercial"
Martin Farrell presented the Staff report and recommended approval of the
rezoning petition.
Commissioner Sehlin questioned the number of variances that would be needed
for the proposed addition of the convenient food mart. Martin Farre] 1
enumerated the necessary variances, and said they would have to apply for
a "Conditional Use" permit if the service station were to add an additional
use such as a convenient food mart. The Planning Commission would then have
the opportunity to address the matter again.
Commissioner Thompson stated that anything that can be done to improve the
ingress and egress would be a great safety factor.
Mr. Kevin Ganyaw, the proponent, 1784 Jackson, addressed the Commission.
The informal public hearing was then opened to the public.
Mr. Liss, owner of the property to the West, and the Nationa] Camera Building,
stated that he agreed with the rezoning to ''Commercial", but stated there
was a problem with the large semi-trailer trucks parking on his property
and causing damage to his parking lots , and that he anticipates further
problems with a food mart being placed on the property with the additional
trucks that wouTd be needed to service the mart.
Mr. Donald Hoigard, 421 Hanson, stated the property was originally a residence
and that the home was removed and replaced with a Shell station. He said the
property should have been rezoned at that time.
The informal public hearing was then closed to the public. Commissioner
Sehlin questioned the proponent on the problem with the semi-trailer traffic.
The proponent stated that he understood the problem, and that it should be
alleviated with the installation of the curb and gutter to clearly define
the area for these trucks to enter and exit. At the present time there is
not a clearly de�fined area for the traffic to enter and exit.
It was moved by Forster, seconded by Thompson, and carried unanimously to
approve the rezoning from "Residential" fo "Commercial" for the Q. Petroleum
property.
V. Report on the HRA Meeting - October 14, 1980.
Commissioner Thompson reported on the HRA meeting.
VI . Report on the Citv Council Meetinqs - September 29, 1980, October 6, 1980,
October 20, 1980.

Commissioner Thompson reported on the City Council meetings.
VII . Planning Area One £itizen's Advisory Committee.
Martin Farrell explained the function of the Planning Area One Gitizen's
Advisory Committee, and suggested that the Planning Commission take an
active role as far as making general recommendations as to how the Com-
munity Development Block grant money should be spent for Year Vll .
Commissioner Sehlin volunteered to serve on the Ptanning Area One Citizen's
Advisory Committee.
Commissioner Thompson moved that the matter of recomrr�ndations for the
expenditure of Community Development Block grant funds be placed on the
next agenda so that the members will have some time to prepare their
recomriendations, and- to give those members who are absent this evening a
chance for some input on this. The motion was seconded by Sehlin and unanimously
approved.
At this time Chairperson Eastes informed the Commission about a course
being offered by the University Extension on "Land Use Control". Any
Commissioner interested in attending the meeting should contact Sue
Eastes.
VII . Set Date for Informal Pubtic Hearing - Rezoning
APPLICANT: General Mills, Inc.
LOCATION: 9200 Wayzata B1vd.
REQl1EST: Rezone from "Open Development" to "Industrial"
Martin Farrell explained that Generat Mills has again agreed to come before
the Planning Commission, and requested that a date for an informal public
hearing be set.
Chairp�rson Eastes asked for a comment from the City Attorney regarding
her participation, and that of Commissioner Forster in General Mills ' items
and whether this would be considered a conflict of interest. Martin Farretl
replied that he has discussed this with the City Attorney on occasion and
that there is not a conflict of interest, and if necessary, he could get
written verification.
ft was moved by Thompson, seconded by Polachek, and carried unanimously to
set the informal public hearing to rezone from "Open Development" to "Industrial"
for November 10.

Martin Farrell gave a brief explanation, and after some discussion, it was
moved by Thompson, seconded by Polachek, and unanimously carried to approve
the final draft of the Business and Professional Office Section of the Zoning
0rdinance.
It was moved by Thompson and seconded by Forster, and carried unanimously to
approve the new Conditional Use Section that will be amended to the Zoning
Ordinance.
XI . Open Space Report
Chairperson Eastes read the letter from Mayor Thorsen and asked for any°
additional recommendations on the Guidelines for Development of Golden Valley
Open Space System Report.
It was then moved by Thompson, seconded by Sehlin, and carried unanimously to
place this item on the next Planning Commission agenda.
Commissioner Thompson pointed out that one of the Planning Commission recom-
mendations has already been accomplished and that was the purchase of the
Valle D'or open space parcet .
XII . I-3g4 Impact Study
The t-3g4 Impact Study was presented to the Planning Commission for their
information.
Chairperson Eastes stated that the Council has asked the 'Planning Commi:ssion to
attend the November 6 Council Meeting, at which time there will be a public
hearing on (-394.
Meeting adjourned at 9:30 p.m.

November 10, 1980
A regular meeting of the Planning Commission was scheduled for 7:30 p.m.
on November 10, 1980 in the Counci } Chambers of the Civic Center, 7800
Golde� Val ]ey Road, Golden Valley, Minnesota. Due to a lack of a quorum,
no official business was conducted and the meeting was cancelled.

Commissioners Edstrom, Eastes, Specktor and Sehlin were absent.
Also present was Martin Farrell , Assistant City Planner, and Gloria And�rson.
