03-09-81 PC Minutes ���� Minutes of the Golden Valley Planning Commission March g, 1981 A regular meeting of the Planning Commission was held in the CounciY Chambers of the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chair- person Eastes called the meeting to order at 7�30 p.m. Those present were Commissionersc Eastes, Forster, Moede, Thompson, Sehiin, and Polachek. Also present were Michael Miller, Director of Planning and Redevelopment, and Martin Farrell , Assistant City Planner. I . Approval of the Minutes - February 23, 1981 • It was moved by Forster, seconded by Moede and carried unanimously to approve the minutes of the February 23, 1981 Pianning Commission Meeting. II . Set Date for Informal Pubtic Hearing - Preliminary Plat. APPLICANT: Taco Bell , Westmont, Illinois LOCATION: 2480 Winnetka Avenue North REQUEST: Approval of the Preliminary Plat of "Teacher Addition" Mike Miller suggested setting April 13, 19�31 as the date for the informal public hearing. It was then moved by Thompson, seconded by Moede and carried unanimously to set �1pri1 13, 19�1 as the date for the informal public hearing for the review of the preliminary plat for Taco Bell . III . Official Public Hearing - City of Golden Valley Comprehensive Plan. Chairperson Eastes briefed the audience on the history of the Comprehensive Plan and the reasons -for formulating a Comprehensive Plan. She then described how the plan was written utilizing subcommittees for each section. Michael Miller then went through every section of the Plan, hightighting the major goals, objectives and policies. Cha�r�erson Eastes opened the official public hearing. The format for Citizen input was established on a section by section basis. The following comments, suggestions, questions and statements were made in the foltowing sections: LAND USE: Joe Kuns, 1610 Constance Drive, expressed concern about protecting residential areas and preserving their residential character. He also asked how permanent recommendations in the Comprehensive Plan were. Commissioner Sehlin stated that the zoning ordinance, as well as the Comprehen- sive Plan serve to protect residential neighborhoods. Gtenn Brown, 611 Sumter Avenue, asked who paid the taxes for subsidized housing projects. Commissioner Thompson stated that the developer would pay the taxes on the property. ��r�:�� . ,.1 Page 2 Minutes of the Golden Valley Ptanning Commission March 9, 1981 Paul Sauser, 7105 Green Valley Road, questioned the use of General Mills Research property and the use of the HRA`s power of Eminent Domain. Commissior�er Thompson stated that the HRA does not have the power of Eminent Domain-over a�:en space �ncl that f'eneral Flills would be allowed to buitd any allowable use under the current Industrial zoning district. He also stated that schools were zoned Institutional and any development of a vacant school would require a rezoning if the use did not conform to the Jnstitutional zoning regulations. Commissioner Moede addressed Mr. Kuns' question and stated that multiple dwelling units would be necessary in the future in order to house existing Golden Valley residents. Mike Hobbs, 734o Half Moon Drive, questioned the future use of the vacant acreage behind the Valte D'or P.U.D. Mike Miller stated that the City has acqu'ired this site and that it would remain as a natural open space area. Bob Blau, 6530 Western Avenue, questioned the allowable uses within the Industrial zoning district and if traffic studies are ever required for industrial developments. Thompson answered that the Planning Commission often requires traffic studies when necessary. Bill Reese, Reese Greenhouse, asked why the City would not consider developing the General Mills Research area but they have a proposal to acquire his property? Chuck Burmeister, 6505 Gtenwood Avenue, asked how the Comprehensive Plan could be changed? Chair Eastes stated that citizen input for future changes was the main reason for holding tonight' s public hearing. Cliff Shakestad, 6420 Golden Valley Road, questioned when P,U.D.'s were used and he would like to seem them used whenever possible. Harry Oswald, 8405 Wesley, stated he wauld like to see Housing available for elderly in Golden Valley in fhe form of multiple dwellings. Bill Fiederstien, 5929 st. Croix, asked that Covenant Manor correspond with its present use on the Comprehensive Ptan map. Sam 8ruegaski , Fetdmon's Meat Market , asked when he would be relocated. Commissioner Thompson suggested that he attend future Valley Square Commission meetings. HOUSING: Mr. Kunz suggested that the Housing Goal for Golden Valley not contain the recommendation for subsidized housing. Paul Sauser said the zoning ordinance should better protect the home owner against neighbors who use their yards for outside storage. Chair Eastes said she would review his request. ���.. Page 3 Minutes of the Golden Valley Ptanning Commission March 9, 1981 Elmer Shundt, 7612 Plymouth Avenue, agreed that outside storage should not be allowed in residential areas. Cliff Smith, 2651 Kyle, expressed concern about vandalism and requested more lighting in residential neighborhoods. Hugh Maynard, 1416 Angelo Drive, stated he was in favor of subsidized fiousing. Kenneth Watker, 1436 Unity Avenue, requested that the City impose stronger building material requirements over and above the State Building Code. Commissioner Moede suggested that the Planning Commission further review the Land Use Regulation section in the Housing Chapter. Chuck Burmeister stated he felt commercial and industriat interests within the City should not receive preferential treatment over the residents. TRANSPORTATION: Larry Spears, Tennant Company, presented a position statement on the Trans- portation section of the plan. He stated Tennant Company was concerned about access to and from both T.H. 55 and T.H. 100. John Richter expressed concern about allowing truck traffic on Golden Valley Road. Chuck Burmeister stated that he did not feel that Western Avenue should be a collector street. Commissioner Sehlin stated that Western Avenue was removed as a collector street and should not be on the map. Sidney Robin, 921 Toledo Avenue North, said he was very concerned about the northeast quadrant of T.H. 55 and T.H. 100. Traffic circulation through the area is poor and the Regent intersection is extremely dangerous. SEWER: No comments were made. PARKS: Chuck Burmeister stated he felt the City had done an excellent job on this section. Sweeney Lake should have public access from any side but the east. COMMUNITY FACILITIES: Kenneth Walker, 1436 Unity said he was concerned about school closings and the future construction of family housing projects. Commission Moede suggested that all of the outdated and incorrect information in the Comprehensive Ptan should be amended. �'�. ` .%,��� Page 4 Minutes of the Golden Valley Planning Commission March 9, 1981 Chair Eastes stated that the Comprehensive Plan will be reviewed at the March 23, 1981 Planning Commission meeting. Final additions and corrections will be made at that time. IV. Memo from City Council Regardinq Community Communicafions It was moved by 7hompson, seconded by Moede and carried unanimously to ask the City Manager to connect the quarterly newsletters currently sent out by the Park and Recreation Department to a newsletter that contains news from all the City Departments. Mike Miller stated that he would put this request into a letter form. V. Referral from City Council to Review and Make Recommendation on Developing "Zero Lot Line" Subdivision Regulations. Mike Miller addressed his memo and stated that the City Council referred this matter to the Planning Commission for recommendation. It was moved by Thompson , seconded by Polachek and carried unanimously to defer action on this matter until staff provides additional background material to the Planning Commission. VI . Referral to Cit Councit to Ptanning Commission for Recommendation on Rossible Change to Section 00. 15 Buildin Code Dealing with House Sizes for Multiple and Single Famity Dwellings. Mike Miller stated that the City Council had referred Section 400. 15 Floor Area Requirements for Planning Commission recommendation. Councilmember Mary Anderson addressed the Commission. She stated that the Metropolitan Council had done a good deal of research on floor area requirements. She provided material to Mike Miller for the Commission 's future use. It was then moved by Thompson, seconded by Forster and carried unanimously to defer action on this matter until staff is able to provide the appropriate in�formation on this matter. VII . Report on City Council Meeting - March 3, 1981 . Commissioner Polachek attended this meeting and reported to the Planning Commission. Vllf . Distribution of Revised P.U.D. Ordinance. It was moved by Thompson, seconded by Polachek and carried unanimously to de�er discussion on this matter until the March 23, 1981 meeting.
