03-23-81 PC Minutes ��� Minutes of the Golden Valley Planning Commission March 23, 1981 A regular meeting of the Planning Commission was held in the Council Chambers of the Civic Center, 7800 Golden Valley Road , Golden Vall'ey, Minnesota. Chairperson Eastes called the meeting to order at 7:30 p.m. Those present were Co�nissioners: Eastes, Forster, Leppik, Moede, Polachek, Singer and Thompson. Also present were Miehael Miller, Director of Planning and Redevelopment, and Joan Thompson, Secretary. I . Approval of Minutes - March 9, 1981 . It was moved by Thompson, seconded by Polachek, to approve the minutes of the March g, 1981 Planning Commission meeting. Motion carried. II . Set Date for Informal Public Hearing - P.U.D. 26-A. APPLICANTc Calvary Community Services LOCATION: Lot 2, Block 1 , Calvary Square Addition (7600 Gotden Valley Road) REQUEST: GeneraT Plan Approval (Phase II) It was moved by Thompson, seconded by Potachek, and carried unanimously, to set the informal public hearing for General Plan Approval (Phase II) for P.U.D. 26-A, for April 13> 1981 . III . Set Date for Informal Public Hearing - P.U.D. 30-A. APPLICANT: Henry Hyatt, Technical Assistance Corporation for Housing LOCATION: Mendetssohn and Hillsboro Avenue REQUEST: Concept Approval for Section 8 Housing Project Mr. Henry Hyatt, representing Technical Assistance Corporation for Housing, presented the proposed project. Comrnissioner Moede questioned Mr. Hyatt's participation in this project stating that she has investigated and revealed inconsistencies i'n his proposal with regard to who the developer will be. It was moved by Moede, seeonded by Thompson, to postpone setting of the public hearing date until proper documentation has been received. Upon vote being taken, the following voted yes: Thompson, Moede, and Polachek. And the following voted no: Forster, Singer, Leppik and Eastes. Motion did not carry. It was then moved by Thompson, seconded by Forster, and carried to set the Informal Public Hearing date for May }1 , 1981 , continge�t upon receipt of proper documentation regarding this project, prior to the public hearing. Set Date for Informal Public Hearing - Freliminary Plat APPLICANT: Harry W. Hamman LOCATION: 6001 Gtenwood Avenue REQUEST: Approval of Preliminary Plat It was moved by Thompson, seconded by Moede, and carried unanimously to set the Informal Public Hearing date for Approval of Preliminary Plat for May 11 , 1981 . Informat Public Hearing - Rezoning APPLICANT: Vanman Construction Company LOCATION: 9201 Plyrm�uth Avenue REQUEST: Change Zoning from M-1 , Multi-Dwelling to lndustrial The staff report was given by Mike Miller. Staff recommended approval of the rezoning request. Mr. Richard Vanman, the proponent, presented his proposal for the use of the property at 9201 P1ymouth Avenue. The Informal Public Hearing was then opened to the public. Mr. Keith Hanson, 1301 Independence, questioned use of the property. Mr. John Day, 4625 Drew Avenue North, expressed his concerns regarding financing for the area. There being no further questions, the informal public hearing was closed to the pubtic. It was moved by Thompson, seconded by Polachek, and carried unanimously to approve the rezoning request at 9201 Plymouth Avenue from M-1 , Mu1ti-Dwelling to Industrial . VI . Annual Election of Planning Commission Officers. Commissioner Moede nominated Commissioner Thompson as Chairman. Commissioner Forster was nominated as Vice Chairman by Commissioner Moede, and Commissioner Thompson nominated Commissioner Maede as Secretary. It was moved by Thompson, seconded by Polachek, and carried unanimously to approve the officers as nominated. At this time Commissioner Eastes yielded the Chair to Commissioner Thompson and the meeting proceeded. VI1 . Final Corrections to the Comprehen�ive Plan and Recommendation to the City Council . Chairman Thompson suggested that the Planning Commission take some additional time to review the Comprehensive Plan, especiaTly with respect to certain issues of concern to the City Council and of issues raised by other interested parties. r�r',°�"'� Page 3 Minutes of the Golden Valley Rtanning Commission March 23, 1981 Chairman Thompson requested two subcommittees be appointed as follows: Housing Subcommittee: Chair: Mona Moede Herb Polachek Peggy Leppik Transportation Subcommittee: Chair: Wm. Forster Don Singer Sue Eastes The Chairman requestgd each Subcommittee to report back to the Commission on April 13. Commissioi�er Eastes also suggested that the Land Use Etement be taken up at that tim�. VIII . Final Review �nd Recommendations of Revisions to the P.U.D. Ordinance. , It was rr�ved by Pola�hek, seconded by Singer and carried unanimously to approve the P.U.D. 0�-dinance and that it be sent to the City Councit for approval . IX. Human Rights Co�nmission Regarding: 1 . Management Plan for Catvary '� Square Apartments; i . I 2. Management Plan for Scattered I Site Housing Mr. Jay Pearson and 'Jaye Krantz of the Human Rights Commission were present to answer questions. ' , It was moved by Moed�, seconded by Polachek, and carried unanimously, to approve the Manageme�t Plan for Calvary Square Apartments as amended to make reference in the ptan regarding regulatory clarification .and documentat'ror�. , tt was moved by Leppl'Iik and seconded by Thompson, and carried unanimously to recommend approval o��f fihe Management Plan for Scattered Site Housing as amended to omit the �isentence "and not second rate citizens" from the first paragraph of Section', Il of the Management Ptan. ' Jaye Krantz requeste��l a copy of the Planning Commission minutes to reflect the change and a letter ';�f confirmation to Mr. Hobbs regarding the same. X. Report on CitY Clouncit Meetin� March 17, 1981 . T Bill Forster represelnted -the Planning Commission at the Council meeting and briefed the commissilon regarding the meeting. Mike MiTler is to prepare an updated attendance list for Planning Commission members to :represent Planning Commission at Gity ouneil meetings. Final presentation of Galpin-Poppleton report is to be given on Apri1 2, 19g1 . All Planning Commission members are requested to attend this meeting at 7:00 p.m. in the City Council Chambers, C+vic Center. X111 . Residential Zoning Ordinance. The Planning Commission was asked to review the Residential and Multi-Dwelling Zoning Ordinance revision for the next meeting. XIV. Section 400. 15. Bui }ding Code. This item was deferred until the next meeting. XVI . Communication from General Mills regarding Com�rehensive Ptan. Mike Miller in�formed the Planning Commission of a letter from Stan Tabor, Vice President for Real Estate of General Mills, lnc. regarding the Comprehensive Ptan. It was noted that the Planning Commission members express their appreciation to Sue Eastes for her service as Chairperson. Meeting adjourned at 9�50 .m.
