Minutes of the Golden Valley
Planning Cormnission
June 8, 1981
A regular meeting of the Planning Commission was held in the Councit
Chambers of the Civic Center, 7800 6olden Va}ley Road, Golden Valley
Minnesota. Chairman Thompson catled the meeting to order at 7:30 P.M.
Those present were Commissioners: Forster, Leppik, Moede, Polachek,
Singer and Thompson.
Commissioner Eastes was absent.
Also present were Miehael Mi11er, Director of Planning and Redevelopment,
and Alda Peikert, Assistant Planner.
I . Approval of Minutes - May ll , 1981 :
It was moved by Moede, seconded by Polachek, and carried unanimously to approve
the minutes of the May 11 , 1981 Planning Corr�nission Meeting.
II . Set Date for Informal Public Hearing - P.U.D. 31 ,
Fifty-Five-One Hundred Office Park
APPLICANT: Bruce 0. Newton Real Estate
LOCATION: 4950 Olson Memorial Highway
REQUEST: Approval of General Plan without Concept Plan
Approval (small area P.U.D.)
Chairman Thampson announced that this item has been withdrawn from the agenda
at the request of the proponent.
lti . Set Date for tnformai Public Hearing - Conditional Use Permit:
APPLICAfJT: Reinartson � Associates
LOCATION: 5800 Duluth Street
REQUEST: Approval of Conditional Use Permit allowing a
4-story building in a B � PO Zone District.
Chairman Thompson called on Planning and Redevelopment Director Mike Miller
to present the staff report. Mr. Mi] ler suggested that the Planning Commission
set an informal pubtic hearing date of June 22, 1981 for this item.
It was moved by Moede, seconded by Polachek and carried unanimously to set
an informal public hearing date of June 22, 1981 for the conditionat use
permit requested by Reinartson and Associates. -

IV. Set Date for Informal Public Hearinc! - Rezoning:
APPLICANT: City of Golden Vailey
LOCATIONc 9211 Plymouth Avenue
REQUEST: Change Zoning from Industrial to LigMt Industrial
After Chairman Thompson indtorduced this item, it was moved by Forster,
seconded by Singer and carried unanimously to set an informa) public
hearing date of July 13, 1981 for the proposed rezoning.
V. Request for Waiver of the Plattin�c Ordinance:
APPLICAMT: West Suburban Builders, Inc.
LOCATION: 6435 Medicine Lake Road
REQUEST: Divide one Residential lot inta two Residential lots.
Planning and Redevelopment Director Mike Miller explained the site location
map illustrating the proposed lot division and the retationship of the new
parcel to adjoining parcels already owned by the buyer.
Chairman Thompson called on the property owner, Mr. William Haldy, who
referred questions to the buyer, Mr. Earl Wilson. Mr. Wilson answered
questions concerning his plans for use of the new parcel in conjunction
with adjoining lands in his ownership.
It wes moved by Polachek, seconded by Leppik and carried unanimously to
recommend approval of the request from West Suburban BuildErs, Inc. , for
a waiver of the platting ordinanee to divide one residential lot into
two residential lots.
VII ., Request for Waiver of the Platting Ordinance:
APPLICANT: Minnesota Communications
LOCATlON: 4680 O1son Memorial Highway
REQUEST: Divide one Industrial lot into two Industrial lots.
PTanning and Redevelopment Director Mike Miller presented the staff report
and confirmed that the proposed tot division conforms to requirements of
both the current and the proposed Radio bistrict sections of the City
Zoning Ordinance.

Chairman Thompson called on the proponent, Mr. Jean Poole, Generat
Manager, Minnesota Communications, Golden Valley, to present his proposal .
Mr. Poole described the structures proposed for construction on the site and
answered questions from Commissioners regarding fihe proposed tower and
inpact on neighboring residential devetopment.
Mr. Mi11er answered questions from Commissioners concerning precedent for
waivin'g park dedication requirements and concerning possible impaets on
natural areas.
It was moved by Forster, seconded by Singer and carried unanimously to
recommend approval of a waiver of the plattin'g ordinance for Minnesota
Communications subject to rezoning of the parcel from Industria] to Radio
District.
lt was moved by Polachek, seconded by Leppik and carried unanimously to
recommend approval of a waiver of park dedication requirements contained
in Section 440:80(2) of the City Platting Ardinance.
The Chairman and staff informed Mr. Poole that his request for a waiver of
the platting ordinance would be heard by the City Council at its next meeting
and that he could apply for the required rezoning at any time.
VIII . Reguest for Waiver of the Platting Ordinance:
APPLICANT: Pietig Brothers, Inc.
LOCATION: 2551-2553 Douglas Drive
REQUEST: Divide one Double Bungalow into two Residential lots.
Chairman Thompson requested that Planning and Redevelopment Director Mike
Miller expand on his recommendation presented in the staff report. Mr.
Miller pointed out that this was the first zero lot line division request
to be considered by the Planning Commission, that this particular proposal
presented a number of problems and that he would have preferred to deal with
an initial proposal involving fewer problems.
The Chairman called on the proponent, Mr. Mark Pietig, who explained that
the reason for the request was to facili�ate sale of the double bungalow
on the site by allow'rng separate sale of the individual units.
It was moved by Singer, seconded by Forster and carried unanimously to
recommend approval of a waiver of the platting ordinance to allow
division of the double bunga1ow site into two :residential lots, with the
condition that the proponent will be required to appeal to the Board of
Zon�r�y Hppeals for variances from side lot setback, minimum lot width
and minimum lot area requirements.

IX. Informal Public Hearing - P.U.D. 30-A, Medley Park Townhouses:
APPLICANT: Bor-Son Construction Co.
LOCATION: 7600 Mendelssohn Avenue North
REQUEST: Concept Approval for 29 unit partially subsidized
townhouse development.
Chairman Thompson reviewed the letter received from the proponent requesting
a continuance of the informat public hearing on PUD 30-A to June 22, 1981
to allow submittal of ptan amendments.
The Chairman then called on Planning and Redevelopment Director Mike Milter
to brief the Commission on a new proposa) received from Bor-Son Construction
Company. Mr. Miller informed the Commission that he had received a complete
new application for coneept approval of a larger PUD combiniMg the site of
the previous proposal with adjacent property. The new proposal will be known
as PUD 30-B. Mr. Milter then answered questions from the Commissioners regarding
procedure for handling of two concurrent proposa]s involving the same site.
Chairman Thompson calted on Mr. Don Jacobson, Director of Development, Bor-Son
Construction Co. , who explained the rationale for combining the two parcets
into one PUD and also expressed wiltingness to work with the Kings Valley
Homeowners Association to assist in their review of the new PUD proposal .
Mr. Stephen Wells, 2228 Kings Valley Road East, representing the Kings
Valley Homeowners Association, requested that the Planning Commission schedule
the informal public hearing on the new proposal , PUD 30-B, for July in order
to allow the Kings Valley Homeowners Association time fio review the new plan.
It was moved by Moede, seconded by Forster and carri�d unanimously to set the
date for the informal public hearing on PUD 30-B for July 13, 1981 •
It was moved by Moede, seconded by Singer and carried unanimously to continue
the informal public hearing on PUD 30-A to July 27, 1981 .
Mr. Jacobson requested that the Planning Commission action be eonveyed to
the Minnesota Housing Finance Agency, and Mr. Milter agreed to comply with
this request.
At the request of the Commission, Mr. Jacobson agreed to make available to
the Kings Valley Homeowners Association copies of all pl:ans at the same
time that the plans are submitted to the City Planning and Redevelopment
Department.

X. Work Session - Land Use Etement of Comprehensive Plan:
Planning and Redevelopment Directar Mike Miller presented to the
Commission a revised version of the Land Use Plan map for inclusion in the Land Use
etement of the Comprehensive Plan. The Planning Commission reviewed and
amended both the revised` map and the revised text of the Land Use element.
It was moved by Moede, seconded by Leppik and carried unanimously to approve
the revised Land Use Plan map and revised text of the Land Use element of the
Comprehensive Plan as amended.
XI . Work Session - Revisions to Zonin� Ordinance:
A, tight Industrial Zone District
B. Radio Zone District
C. Railroad Zone District
The concensus of the Planning Commission was that the revised Light Industrial
and Radio Zone District sections of the City Zoning Ordinance were acceptable
as presented.
It was moved by Potachek, seconded by Singer and approved unanimousty to
recommend approval of the revised Light Industrial Zone District section of
the City Zoning Ordinance.
It was moved by Forster, seconded by Moede and approved unanimously to recommend
approval of the revised Radio Zone District section of the City Zoning
Ordinance.
Following brief discussion questioning the necessity for a separate Railroad
Zone District, it was moved by Forster, seconded by Polachek and unanimously
approved to recommend deletion of the Railroad Zone District from the City Zoning
Ordinance and inclusion of the Railroad bistrict uses in the Industrial
Zone District section of the Ordinance scheduled for revision in the near
future.
