January 11, 1982
A regular meeting of the Planning Comnission was held in the
C ouncil Chambers of the Civic Center, 7800 Golden Valley Road,
Golden Valley, MN. Chairman Thompson called the meeting to order
a t 7:05 p.m.
Those present were Comnissioners Leppik, Polachek, Singer and
T hompson. Commissioners Eastes, Forster and Moede were not
p resent.
Also present were Mike Miller, Director of Planning and
Redevelopment and A1da Peikert, Assistant Planner.
I . Approval of Minutes - December 28, 1981:
It was moved by Comnissioner Leppik, seconded by Comnissioner
P olachek and carried unanimously to approve the minutes of the
D ecember 28, 1981 Planning Comnission meeting as recorded.
II. Set date for Informal Public Hearing -

C hairman Thompson introduced this agenda item. Planning and
Redevelopment Director Mike Miller introduced Mr. Chester Yanik,
General Manager of Development for M.A. Mortenson CorrQany, who
w as present representing the proponent to answer questions.
Planning Commissioners had no questions for staff or the
p roponent.
It was moved by Corre�nissioner Leppik, seconded by commissioner
Singer and carried unanimously to set J anuary 25, 1982 as the
date for an informal public hearing on the Genral Plan of
D eveloment for PUD #33, North Wirth Parkway, proposed by M.A.
M ortenson Comp any.
M r. Miller distributed to Planning Comnissioners copies of the
plans for PUD #33.

III. Informal Public Hearing - Preliminary Plat of "Teacher

APPLICANT: Taco Bell, Westmont, Illinois
L OCATION: 2480 Winnetka Ave. North
REQUEST: Approval of Preliminary Plat
C hairman Thompson introduced this agenda item and asked whether
there was a representative of the proponent present. The appli-
c ant was not present. Planning and Redevelopment Director Mike
Miller informed the Comnission that he had received a telephone
message late in the afternoon of the date of the hearing
notifying him that Mr. Larry LeMieux, Regional Real Estate
M anager for Taco Bell , was in Madison, Wisconsin, and would not
be present at the hearing to represent the proponent as planned.
Planning Comnissioners discussed whether it would be appropriate
to reset the hearing date or to ask staff to consult with the
p roponent prior to setting a new hearing date. Co mnissioners
also discussed changes in the aplication subsequent to previous
Planning Commission consideration of the proposed preliminary
plat. Mr. Miller offered an explanation of the new site plan
submitted with the proposed preliminary plat.
It was moved by Comnissioner Polachek and seconded by
C ommisisoner Singer to reset the informal public hearing on the
p reliminary plat of "Teacher Addition" proposed by Taco Bell for
J anuary 25, 1982. Chairman Thompson suggested an addition to the
motion directing Planning and Redevelopment Director Mike Miller
to notify the proponent that failure to send a representative to
the rescheduled hearing could be interpreted as a lack of
interest in the proposal and could result in a negative recomnen-
dation. Commissioners Polachek and Singer accepted the addition
t o the motion, and the motion carried unanimously.
It was noted that one person representing a neighboring property
owner was present for the hearing and that neighboring property
owners would be notified of the rescheduled hearing date.
IV. Report on City Council Meeting - January 5, 1982:
C hai rman Thomp son provi ded a report on the J anuary 5, 1982 Ci ty
C ouncil meeting and also provided the Commission with an update
on the Valley Square Comnission which he would be presenting to
the HRA on January 12, 1982.
