06-14-82 PC Minutes �� �•�� r�uzes of the Golden Valley Planning Comnission June 14, 1982 A regular meeting of the Planning Co mnission was held in the Council Chambers of the Civic Center, 7800 Golden Valley Road, Golden Valley, M N. Vice Chairman Polachek called the meeting to order at 7:00 P.M. Those present were Commissioners Leppik, Polachek, Singer and Tubman. Comnissioner Prazak was not present at the beginning of the meeting. Corrr�nni ssioners Forster and Thompson were absent. Also present were Mike Miller, Planning and Redevelopment Coordinator, and Alda Peikert, Assistant Planner. I . Approval of Minutes - May 24, 1982: I t was moved by Com�ni ss i oner Si nger, seconded by Comni ss i oner Leppi k a nd carried unanimously to approve the minutes of the May 24, 1982 P 1 anni ng Corr�nni ssi on meeti ng as recorded. Commissioner Prazak arrived at the meeting. II. Set Date For Informal Public Hearing - Rezoning APPLICANT: Richard M. & Marjorie E. Leonard L OCATION: 8179 Medicine Lake Road REQUEST: Change zoning from Residential (single- f ami ly) to R-2 Re si denti al (two-fami ly dwel l i ng) Vice Chairman Polachek introduced this agenda item and asked for com- ments from staff. Planning and Redevelopment Coordinator Mike Miller verified the staff recommendation of a June 28, 1982 hearing date and informed Planning Commissioners that applicable new sections of the Z oning Ordinance would be distributed with the agenda. The proponents, Mr. and Mrs. Richard M. Leonard, were present. I t was moved by Correni ssioner Leppik, seconded by Comni ssioner Si nger and carried unanimously to set an informal public hearing date of June 28, 1982 for consideration of an application received from Richard M. and M arjorie E. Leonard for rezoning of an undeveloped lot at 8179 Medicine Lake Road from the Residential (Single Family) to the Two F amily (R-2) Residential Zoning District to allow construction of a double bungalow on the site. �� Planning Commission Minutes - June 14, 1982 Page 2 III. Set Date For Informal Public Hearing - P.U.D. #37, Preliminary Design P an, Brandon errace Townhouses APPLICANT: Brad J. Jones LOCATION: 528 Indiana Avenue North REQUEST: Approval of Preliminary Design Plan for a P .U.D. containing 6 Townhomes. Vice Chairman Polachek introduced this agenda item and informed the P l anni ng Comni ss i on of a memorandum provi ded by staff changi ng the recommendation of a public hearing date from June 28, 1982 to July 12, 1982 to allow time for the proponent to make modifications to the plans. Planning and Redevelopment Coordinator Mike Miller explained that the PUD plans had been distributed to City staff departments and that only that morning the City Engineer had pointed out conditions affecting the PUD design. Mr. Miller reported that he had reached the p roponents concerning these conditions only late in the day of the meeting. Ne recommended delay of the hearing date to July 12, 1982 to allow preparation of revised plans and indicated that these plans would be distributed at the June 28, 1982 Planning Comnission meeting. The proponent, Mr. Brad J. Jones, and his architect, Mr. Lloyd J afvert, were present and confirmed that the July 12, 1982 hearing d ate would be acceptable to them. I t was moved by Comni ss i oner Leppi k, seconded by Comni ss i oner Prazak and carried unanimously to set an informal public hearing date of July 12, 1982 for consideration of the Preliminary Design Plan for PUD #37, B randon Terrace Townhouses, which proposes six townhomes located at 5 28 Indiana Avenue North. IV. Set Date For Informal Public Hearing - Conditional Use Permit APPLICANT: Renaissance of Golden Valley L OCATION: 1710 Douglas Drive North REQUEST: Conditional Use Permit to allow operation of an Outpatient Adolescent Chemical Dependency Treatment Center. Vice Chairman Polachek introduced this agenda item and noted the June 28, 1982 hearing date recommended by staff. Planning and Redevelopment Coordinator Mike Miller provided the Planning Comnission with background on the subject building. Mr. Bill Bergquist was present to represent the proponent. 0 k�� Planning Commission Minutes - June 14, 1982 Page 3 It was moved by Commissioner Prazak, seconded by Comnissioner Singer and carried unanimously to set an informal public hearing date of June 28, 1982 for consideration of a conditional use permit requested by Renaissance of Golden Valley to allow operation of an Outpatient Adolescent Chemical Dependency Treatment Center at 1710 Douglas Drive North in the Business and Professional Offices Zoning District. V . Report on City Council Meeting - June 1, 1982 Commissioner Singer provided the Comnission with a report on the City Council meeting of June 1, 1982. VI. Report on HRA Meeting - June 8, 1982 Due to the absence of Commissioner Forster, who represented the Planning Commission at the June 8, 1982 HRA meeting, the report on the H RA meeting was postponed to the next Planning Comnission meeting. VII. Report on BZA Meeting - June 8, 1982 Vice Chairman Polachek provided the Planning Co mnission with a report on the Board of Zoning Appeals (BZA) meeting of June 8, 1982.
