Minutes of the Golden Valley
Planning Comni ssion
July 26, 1982
A regular meeting of the Planning Comnission was held in the Council
C hambers of the Civic Center, 7800 Golden Valley Road, Golden Valley, MN.
C hairman Thompson called the meeting to order at 7:00 p.m.
T hose present were Commissioners Forster, Leppik, Polachek, Prazak, Singer,
Thompson and Tubman.
Also present were Mike Miller, Planning and Redevelopment Coordinator, and
Alda Peikert, Assistant Planner.
I . Approval of Minutes _ July 12, 1982:
It was moved by Comnissioner Tubman, seconded by Comnissioner Leppik and
c arried unanimously to approve the minutes of the July 12, 1982 Planning
Commission meeting as recorded.
II. Set Date for Informal Public Hearing - P.U.D. #36, 23Rd and Winnetka:

C hairman Thompson introduced this agenda item. There was no one present to
represent the proponents. Ch airman Thompson noted the staff recomnendation
f or an August 9, 1982 informal public hearing date.
It was moved by Comnissioner Leppik, seconded by Commissioner Forster and
c arried unanimously to set an informal public hearing date of August 9,
1982 for consideration of the Preliminary Design Plan for PUD #36, 23rd and
Winnetka. Planning and Redevelopment Coordinator Mike Miller distributed
plans for PUD #36 to the Planning Cortmissioners.
III. Informal public hearing - P.U.D. #37, Brandon Terrace Townhouses:

C hairman Thomp son introduced this agenda item. The proponent was not pre-
sent. Chairman Thompson noted the staff recommendation that the Planning
Comnission reset the informal public hearing date for August 9, 1982 con-
ditional on submission of required documentation to the Planning Department
n o later than Tuesday, July 27, lgg2,
Planning and Redevelopment Coordinator Mike Miller confirmed that he had
n ot yet received documentation required to complete the application, that
the proponent, architect and landscape architect had all been informed verb-
ally and in writing that additonal materials were required to complete the
a pplication, and that the proponent had requested the August 9, 1982 infor-
m al public hearing date with the assurance that the required materials
w ould be provided.
Planning Commissioners discussed the fact that this would be the second
time the Planning Cor�nission had rescheduled the informal public hearing on
P UD #37 based on assurances that the proponent would provide required docu-
m entation and that hearing notices had already been sent out and sub-
s equently cancelled once. Chairman Thompson noted that an alternative
c ourse of action available to the Planning Commission would be to require
submittal of all documentation necessary to corrplete the application before
setting a new hearing date.
It was moved by Commissioner Tubman, seconded by Commissioner Prazak and
c arried unanimously to defer action on setting of a new informal public
hearing date for consideration of the Preliminary Design Plan for PUD #37,
B randon Te rrace Townhouses, until such time as the proponent submits
appropriate documentation required to complete the application.
IV. Informal public hearing - P.U.b. #1-B, Covenant Manor (Proposed
Amendment to P.U.D�——
APPLICANT: Colonial Acres Healthcare Center
L OCATION: 5825 St. Croix Ave.
REQUEST: Approval of Preliminary Design Plan for Amendment
to P.U.D. #1-8 to include additional accessory
buildings (garages) .
C hairman Thompson introduced this agenda item and recognized Mr. James Van
Vugt, Executive Director of Colonial Acres Healthcare Center, who was pre-
s ent to represent the proponent.
Commissioner Singer asked whether it is mandatory in the case of PUD amend-
ments that proponents incur the expense of providing Planning Comnissioners
with complete sets of the PUD plans. Planning and Redevelopment
Coordinator Mike Miller confirmed that provision of complete sets of PUD
plans for PUD amendments is an Ordinance requirement.

Comnissioner Forster asked whether the 28 foot setback to the existing
garage building on the eastern perimeter of the site had been approved by
the Board of Zoning Appeals (BZA) . Assistant Planner Alda Peikert said
that the 28 foot setback had been a part of the original PUD approval and
did not require a waiver from the BZA. Under the previous PUD Ordinance
only parking variances required BZA action. Under the current revised PUD
0 rdinance, a parking variance may also be part of the PUD approval and no
longer requires 8ZA action.
Comnisisoner Tubman asked whether the addition of nine garage spaces at
C ovenant Manor would meet the demand for garages. Mr. Van Vugt replied
that there are currently 12 resi dents on the wai ti ng 1 i st for garages and
o nly nine of these would be provided with garages based on the construction
currently proposed. However, Mr. Van Vugt explained that the number of
c ars at Covenant Manor is expected to decrease as the resident population
a ges, and the management concern in the long term is not to be left with
errQ ty garages in the future. Mr. Van Vugt reported that six cars have
already been sold in the time Covenant Manor has been occupied. This has
f reed up outside spaces equipped with electrical outlets for heaters, and
the three residents on the garage waiting list who will not receive garages
at this time will at least be provided with outside spaces with heater
o utlets.
Chairman Thompson opened the informal public hearing to public input.
There was no one present who wished to speak on this agenda item, and
C hairman Thompson closed the public hearing.
I t was moved by Commi ssi oner Forster, seconded by Commi ssi oner Si nger and
carried unainmously to recommend City Council approval of the Preliminary
Design Plan for an amendment to PUD #1-B, Colonial Acres, which proposed
a ddition of a nine stall garage building in place of open parking space at
Covenant Manor, a senior citizen residential building located at 5800 St.
Croix Avenue.
V . Report on BZA Meeting _ July 13, 1982:
Commissioner Polachek provided the Planning Commission with a report on the
J uly 13, 1982 Board of Zoning Appeals (BZA) meeting.
VI. Report on HRA Meeting - July 13, 1982:
Comni ssioner Leppik provi ded the Planning Comni ssion with a report on the
J uly 13, 1982 HRA meeting.
Ms. Donna Zitur, proponent for Agenda Item II, PUD #36, 23rd and Winnetka,
arrived at the meeting. Chairman Thorr�son informed Ms. Zitur that the
Planning Commission had already set an August 9, 1982 hearing date for con-
sideration of the Preliminary Design Plan for PUD #36.

V II. Report on Ci ty Counci 1 Meeti ng - July 20, 1982:
Comnissioner Forster provided the Planning Comnission with a report on the
J uly 20, 1982 Ci ty Counci 1 meeti ng.
V III. Valley Square Corrmi ssion Update:
Chairman Thompson provided the Planning Comnission with a report on the
progress of the Valley Square Comnission.
The meeting was adjourned at 7:25 p.m.
