MINUTES OF THE GOLDEN VALLEY
PLANNING COMMISSION
July 23, 1984
A regular meeting of the Planning Commission was held in the Valley Room of
the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman
Forster called the meeting to order at 7:00 P.M.
Those present were Commissioners Forster, McAleese, McCracken-Hunt, Prazak,
Russell and Singer. Commissioner Leppik was absent.
Also present was Alda Peikert, Planner.
I. APPROVAL OF MINUTES - JULY 9, 1984
It was moved by Commissioner Singer, seconded by Commissioner Russell and
carried unanimously to approve the minutes of the July 9, 1984 Planning
Commission meeting as recorded.
II. INTRODUCTION OF NEW PLANNING COMMISSIONER
Chairman Forster introduced new Planning Commissioner Linda McCracken-Hunt and
welcomed her to the Planning Commission.
III. SET DATE FOR INFORMAL PUBLIC HEARING - PUD PRELIMINARY DESIGN PLAN
APPLICANT: Calvary Lutheran Church of Golden Valley
LOCATION: 7520 Golden Valley Road and 831 and 855
Pennsylvania Avenue North
REQUEST: Approval of Preliminary Design for PUD #46,
Calvary Lutheran Church
Chairman Forster introduced this agenda item and recognized persons present to
represent the proponent including Mr. David Thatcher, Business Manager for
Calvary Lutheran Church, Dr. Robert Thompson, President of the Calvary Lutheran
Church Congregation, and Mr. Al Mjorud, Architect. Chairman Forster called on
staff for an explanation of the proposal, and Planner Alda Peikert reviewed
background leading to Calvary Lutheran Church application for a PUD. Mr.
Mjorud briefly reviewed the proposed PUD site plan and pointed out newly
acquired Church properties.
It was moved by Commissioner Prazak, seconded by Commissioner Singer and carried
unanimously to set an informal public hearing date of August 13, 1984 for con-
sideration of the Preliminary Design Plan for PUD #46, Calvary Lutheran Church.
IV. REPORT ON HRA MEETING - JULY 10. 1984
Commissioner Singer provided the Planning Commission with a report on the July
10, 1984 meeting of the Housing and Redevelopment Authority (HRA).

V. REPORT ON BZA MEETING - JULY 10, 1984
Commissioner Prazak provided the Planning Commission with a report on the July
10, 1984 meetiny of the Board of Zoning Appeals (BZA).
VI. REPORT ON CITY COUNCIL MEETING - JULY 17, 1984
Commissioner Singer provided the Planning Commission. with a report on the July
17, 1984 City Council meeting.
VII. REPORT ON LEAGUE OF WOMEN VOTERS HOUSING SURVEY
Ms. Virginia Levy, Golden Valley League of Women Voters, provided the Planning
Commission with a preliminary report on results of the League of Women Voters
Housing Survey including background leading to League undertaking of the sur-
vey, percentages of surveys returned from different areas of the City, tabula-
tions of overall responses, tabulations by age group, tabulations by area of
the City, tabulations by marital status, and preliminary indications derived
from the survey. Ms. Levy reported that the League of Women Voters plans to
complete further tabulations and to conduct further study of the implications
prior to preparing a final report on the survey.
Commissioner Russell left the meeting.
VIII. APPOINTMENT OF PLANNING COMMISSION REPRESENTATIVE TO VALLEY SQUARE

Chairman Forster announced that the Planning Commission has been requested to
appoint a representative to the Valley Square Commission and that he recom-
mends appointment of Commissioner Russell who served on a previous Valley
Square Commission. Chairman Forster reported that he consulted with
Commissioner Russell and that she expressed willingness to serve as Planning
Commission representative to the Valley Square Commission.
It was moved by Commissioner Singer, seconded by Commissioner Prazak and
carried unanimously to appoint Commissioner Russell as the Planning Commission
representative to the Valley Square Commission.
The meetiny was adjourned at 8:15 P.M.
