A regular meeting of the Planning Commission was held in the Manager's Confer-
ence Room of the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota.
Vice Chair Leppik called the meeting to order at 7:00 P.M.
Those present were Commissioners Kapsner, Leppik, Lewis, McAleese, and Russell.
Also present were Mark Grimes, Director of Planning and Development; Alda
Peikert, City Planner; and Gloria Anderson, Planning Secretary.
Commissioners Prazak and McCracken-Hunt were absent.
I. APPROVAL OF MINUTES - OCTOBER 14, 1985
It was moved by Commissioner Kapsner, seconded by Commissioner McAleese, and
carried. unanimously to approve the minutes of the October 14, 1985 Planning
Commission meeting.
II. SET DATE FOR INFORMAL PUBLIC HEARING - PRELIMINARY DESIGN PLAN
APPLICANT: Nortronics Company, Inc.
LOCATION: 8.101 Tenth Avenue North
REQUEST: Approval of Preliminary Design Plan of
PUD #50, Nortronics
This item was introduced by Vice Chair Leppik. City Planner Alda Peikert gave
a brief review of the request for approval of the Preliminary Design Plan of
PUD #50, Nortronics.
It was moved by Commissioner McAleese, seconded by Commissioner Kapsner and
carried unanimously to set an informal public hearing date of November 25, 1985
for consideration of the Preliminary Design Plan of PUD #50, Nortronics.
Commissioner McCracken-Hunt arrived at the meeting.
III. ZONING CODE AMENDMENT - HOME OCCUPATION ORDINANCE
Director Mark Grimes gave a review of the changes requested by the Planning
Commission at the October 14, 1985 meeting.
Some of the concerns discussed by the Planning Commissioners were the number of
car trips per day, incidental sales, signage, sale and repair of firearms and
day care.

The following changes to the home occupation ordinance were recommended:
1. 1.L. should read "A home occupation shall not generate more than eight
client trips per day nor serve more than two clients at a time."
2. It should be noted under definitions that Day Care is not included in
the home occupation ordinance.
3. The sale and repair of firearms should remain a prohibited home
occupation.
Mr. Helmut Maier, 115 Florida Court, was present at the meeting and stated that
he felt limiting the client trips to eight per day and the number of clients
being served at one time to two seemed fair.
It was moved by Commissioner McCracken-Hunt, seconded by Commissioner McAleese
and carried unanimously to recommend City Council approval of the home occupation
ordinance as edited.
IV. PRESENTATION ON TAX INCREMENT FINANCING
Mr. Don Taylor, City Finance Director, made a presentation on tax increment
financing and answered questions from the Planning Commissioners.
V. REVIEW OF TURNER DEVELOPMENT/EMBASSY SUITES DEVELOPMENT AGREEMENT
Vice Chair Leppik introduced this agenda item and invited Commissioners not
present at the time of previous discussion on October 14, 1985 to make further
comment for consideration by the HRA. Planning Commissioners had no comments
to add to those recorded at the previous meeting. Planning and Redevelopment
Director Mark Grimes confirmed that site plan considerations may be addressed
as part of the PUD approval process.
VI. REPORT ON HRA MEETING - OCTOBER 15, 1985
Commissioner McCracken-Hunt provided the Planning. Commission with a report on
the October 15, 1985 meeting of the Housing and Redevelopment Authority (HRA).
VII. RESCHEDULING OF NOVEMBER 11, 1985 PLANNING COMMISSION MEETING
The Planning Commission discussed rescheduling or cancellation of the November
11, 1985 Planning Commission meeting which falls on a holiday.. The Planning
Commission by consensus authorized staff to schedule a study meeting for
Tuesday, November 12, 1985 in the event the Board of Zoning Appeals (BZA) does
not have items fora November meeting regularly scheduled for November 12,
1985. If the BZA meets November 12, 1985, the Planning Commission study
meeting will be scheduled for Thursday, November 14, 1985.

Commissioner McCracken-Hunt left the meeting.
VIII. ZONING CODE AMENDMENTS - DAY CARE
Following brief discussion, it was moved by Commissioner Russell, seconded by
Commissioner Lewis and carried unanimously to amend the Residential Section of
the City Zoning Ordinance as proposed to bring the provision for day care into
conformance with recent State legislation.
IX. REPORT ON CITY COUNCIL MEETING - OCT08ER 15, 1985
Commissioner McAleese reported that he did not attend the October 15, 1985 City
Council meeting due to the fact that agenda items pertinent to Planning
Commission business were minimal.
X. INDIVIDUAL LAND USE AND HOUSING COMMITTEE WORK SESSIONS ON COMPREHENSIVE
PLAN
It was moved by Commissioner McAleese, seconded by Commissioner Kapsner and
carried unanimously to postpone Comprehensive Plan work sessions until the
study meeting to be scheduled for November 12 or November 14, 1985.
It was moved by Commissioner Kapsner, seconded by Commissioner Russell and
carried unanimously to adjourn the meeting at 9:30 P.M.
