MINUTES OF THE GOLDEN VALLEY
PLANNING COMMISSION
November 25, 1985
A regular meeting of the Planning Commission was held in the Council Chambers
of the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota.
Chairman Prazak called the meeting to order at 7:05 P.M.
Those present were Commissioners Kapsner, Leppik, Prazak and Russell.
Commissioners McAleese and McCracken-Hunt were not present at the beginning of
the meeting. Commissioner Lewis was absent.
Also present was Alda Peikert, City Planner.
I. APPROVAL OF MINUTES - OCTOBER 28, 1985
It was moved by Commissioner Leppik, seconded by Commissioner Kapsner and
carried unanimously to approve the minutes of the October 28, 1985 Planning
Commission meeting.
II. SET DATE FOR INFORMAL PUBLIC HEARING - AMENDMENT OF CONDITIONAL USE
PERMIT #82-9
APPLICANT: .Time Master, Inc. dba Golden Valley Tire
LOCATION: 600 Decatur Avenue North
REQUEST: Amendment of Conditional Use Permit fora Tire
Service in a Commercial Zoning District
Chairman Prazak introduced this agenda item and noted the staff recommendation
fora December 9, 1985 informal public hearing date.
It was moved by Commissioner Kapsner, seconded by Commissioner Leppik and
carried unanimously to set an informal public hearing date of December 9, 1985
for consideration of an amendment to Conditional Use Permit No. 82-9 for Golden
Valley Tire.
III. INFORMAL PUBLIC HEARING - PRELIMINARY DESIGN PLAN
APPLICANT: Nortronics Company, Inc.
LOCATION: 8101 Tenth Avenue North
REQUEST: Approval of Preliminary Design Plan of
PUD #50, Nortronics
Chairman Prazak introduced this agenda item, and City Planner Alda Peikert
reviewed the staff report and recommendation.
Commissioners McAleese and McCracken-Hunt arrived at the meeting.

Chairman Prazak called on the proponent to answer questions. Mr. John Yngve,
President of Nortronics, spoke on behalf of the proponent. Mr. Yngve intro-
duced Mr. Alan Kronfeld, Vice President of Nortronics, who was also present and
available to answer questions. Mr. Yngve explained that Nortronics contem-
plates no change in use of .the building offered for sale but that future usage
remains indefinite until a buyer is found for the property. Mr. Yngve requested
further consideration of recommended conditions of approval requiring curb
separation of the north parking lot from landscaping and limiting the office
space. ratio in the 8121 Tenth Avenue building to that accommodated by parking
currently existing on the site. Mr. Yngve expressed concern that installation
of curb would require extensive regrading of the north parking lot and pointed
out that space exists to the west of the 8121 Tenth Avenue building for construc-
tion of additional parking if required. The Planning Commission agreed to
modify the conditions to specify installation of curb as recommended by the
City Engineer and to take into account proof of available space for additional
parking to be shown on a site plan.
Chairman Prazak opened the informal public hearing for public input. There was
no one present who wished to speak on this agenda item, and Chairman Prazak
closed the informal public hearing.
It was moved by .Commissioner Russell, seconded by Commissioner Kapsner and
carried unanimously to recommend City Council approval of the Preliminary
Design Plan for PUD #50, Nortronics, which proposes zero lot line division of
the Nortronics building located at 8101 Tenth Avenue North, subject to the
following conditions:
1. The separate parking lot parcel located to the north of Tenth Avenue
North shall be included in the PUD and in the plat in the General
Plan of Development application.
2. Ten foot utility easements adjacent to all street right-of-way lines
shall be dedicated on the plat.
3. Office use of the building designated as 8121 Tenth Avenue North
shall not be expanded beyond allowable square footage based on
present and potential availability of parking as shown on a site
plan.
4. Parking area and landscaped area on the separate parking lot parcel
north of Tenth Avenue North shall be separated by curb as recommended
by the City Engineer, and gutter shall be installed as required for
drainage.
5. A joint maintenance agreement and water and sanitary sewer connection
easements and agreements as required shall be submitted with the
General Plan of Development application.

6. A landscape plan shall be submitted with the General Plan of
Development application.
7. The PUD shall comply with all requirements and recommendations of
the City Engineer, City Building Inspector and City Fire Marshal.
IV. REPORT ON CITY COUNCIL MEETINGS - NOVEMBER 6 AND NOVEMBER 19, 1985
Commissioner Kapsner provided the Planning Commission with a report on the
November 6 , 1985 City Council meeting. Commission Kapsner reported that the
City Council modified the home occupation ordinance recommended by the Planning
Commission to eliminate professional offices as a permitted home occupation.
The Planning Commission asked that the ordinance as passed by the City Council
be placed on the next Planning Commission agenda for review..
Chairman Prazak provided the Planning Commission with a report on the November
19, 1985 City Council meeting.

VII. REVIEW OF PROPOSAL FOR SIGNAL INSTALLATION ON HIGHWAY 55 EAST OF
HTGHWAY 1 M
Chairman Prazak introduced this agenda item and asked for clarification of who
requested Planning Commission input. City Planner Alda Peikert explained that
the signal installation is proposed by the Minnesota Department of Transporta-
tion (MnDOT) and that the City Engineer suggested that Planning staff obtain
comment from the Planning Commission.
Planning Commissioners offered several suggestions, including use of flashing
lights at times other than rush hour and that the service road north of Highway
55 be connected to the east of this intersection over the railroad line.
The Planning Commission requested that the proposal be placed on the next
Planning Commission agenda for further discussion with the City Engineer. Ms.
Peikert informed Commissioners that staff hopes to have the City Engineer
present at the next Planning Commission meeting to review the Highway l2/I-394
Project for the Land Use Committee. Planning Commissioners agreed that the
full Planning Commission should be present for the presentation on this major
land use planning issue and that it would be appropriate to ask the City
Engineer to provide more information on the. proposed Highway 55 signal
installation at that time.

VIII. RESCHEDULING OR CANCELLATION OF DECEMBER 23, 1985 PLANNING COMMISSION
MEETING
Chairman Prazak introduced this agenda item. It was moved by Commissioner
Kapsner, seconded by Commissioner McAleese and carried unanimously to cancel
the December 23, 1985 Planning Commission meeting.
The meeting was adjourned at .8:00 P.M.
