11-10-86 PC Minutes237 MINUTES OF THE GOLDEN VALLEY .PLANNING COMMISSION November 10, 1986 A regular meeting of the Planning Commission was held in the Council Chambers of the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman Prazak called the meeting to order at 6:40 P.M. Those present were Commissioners Leppik, McAleese, and Prazak. Also present were Mark Grimes, Director of Planning and Development, Alda Wilkinson, City Planner, and Gloria Anderson, Secretary. Commissioners Lewis and Russell were absent. I. REPORT FROM CHAIRMAN OF RECREATION AND OPEN SPACE COMMISSION ON POOL PLANS Mr. Chuck. Burmeister of the Recreation and Open Space Commission gave a review and answered question regarding the proposed swimming pool and recreation center. Commissioners Kapsner and McCracken-Hunt arrived during this presentation. II. INFORMAL PUBLIC HEARING - CONDITIONAL USE PERMIT APPLICANT: Animal Humane Society of Hennepin County LOCATION: 845 Meadow Lane North REQUEST: Approval of a Conditional Use Permit to Allow for Expansion of the Animal Humane Society Building Chairman Prazak introduced this agenda item and requested a summary of the staff report. Director Mark Grimes gave a brief review of the staff report and staff's recommendation of approval. Mr. Alan Stensrud, Executive Director of the Animal Humane. Society, and Mr. Al Mjorud, partner in charge, and Ms. Ann Mazzarella, project designer and manager, of Carlson Mjorud Architecture, Ltd., were present to make a presentation and answer questions from the Commissioners. Mr. Mjorud reviewed the plans for expansion of the Animal Humane Society build- ing. He stated they needed the additional space to provide better service and to expand their educational programs. Mr. Mjorud indicated that with fewer than the required parking spaces, many of the existing trees could be saved and parking would still be adequate. He described how the parking could be increased if it were necessary. Mr. Stensrud described the operation of the Animal Humane Society and answered questions from the Commissioners regarding their educational programs. 2~S Golden Valley Planning Commission Minutes November 10, 1986 Page 2 Chairman Prazak opened the Informal Public Hearing. Hearing and seeing no one, the Informal Public Hearing was closed. Consensus of the staff and Commissioners was that the Animal. Humane Society's plans for improvement would be an asset to the area and fit in well with the North Wirth Redevelopment plans. It was moved by Commissioner Leppik, seconded by Commissioner Kapsner and carried unanimously to recommend City Council approval of a Conditional Use Permit to allow the Animal Humane Society of Hennepin County to operate and expand their facility by 21,800 square feet at 845 Meadow Lane North in a Light Industrial Zoning District subject to the following conditions: 1. The site plans dated August 8, 1986 and November 10, 1986 become a part of the permit. 2. The Animal Humane Society shall be permitted to provide only 80 spaces as shown on the plan dated August 8, 1986 (Needed Parking). However, if it is determined by the Director of Inspections that additional parking is needed, the Director shall bring this to the attention of the City Council who may order up to an additional 40 spaces be built as shown on the plan dated November 10, 1986 (Maximum Parking). 3. The Landscape Plan shall become a part of the permit. The plan shall be completed as per the direction of the Director of Inspections. 4. Any drainage or utility plans shall be approved by the City Engineer. III. APPROVAL OF MINUTES - OCTOBER 27, 1986 It was moved by Commissioner Leppik, seconded by Commissioner Kapsner and carried unanimously to approve the minutes of the October 27, 1986 meeting. IV. SET DATE FOR INFORMAL PUBLIC HEARING - CONDITIONAL USE PERMIT APPLICANT: KARE TV LOCATION: 8811 Olson Memorial Highway REQUEST: Approval of a Conditional Use Permit to Allow for a Heliport in a Business and Professional Offices Zoning District Chairman Prazak introduced this agenda item and noted staff's recommendation of an Informal Public Hearing date of November 24, 1986 to consideration a request by KARE TU to operate a heliport at 8811 Olson Memorial Highway. With the consensus of the Commissioners, Chairman Prazak set the date for the Informal Public Hearing for November 24, 1986. 1 23 1 1 1 Golden Valley Planning Commission Minutes November 10, 1986 Page 3 V. REPORT ON NOVEMBER 5, 1986 CITY COUNCIL MEETING Director Grimes provided a report on the November 5, 1986 City Council meeting. VI. UPDATE ON TOWN MEETING Commissioner McAleese provided an update on plans for the upcoming Centennial Town Meeting to be held November 20, 1986. VII. YEAR 2010 PLANNING WORKSHOP: DISCUSSION OF CITY DOCUMENT READABILITY AND CITY PLANNING PROCESS Following discussion of the need for simplification of English language used in City ordinances, it was agreed that Commissioner McAleese would draft a recommendation to the City Council for Planning Commission consideration. Following discussion of the City planning and evaluation process, it was suggested by Commissioner Leppik and agreed by Planning Commissioners to first review planning input received at the upcoming Centennial Town Meeting and then to set direction for the planning process.
