02-23-87 PC MinutesMINUTES OF THE GOLDEN VALLEY PLANNING COMMISSION February 23, 1987 A regular meeting of the Planning Commission was held in the Council Chambers of the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman Prazak called the meeting to order at 7:05 P.M. Those present were Commissioners Kapsner, Leppik, McAleese, McCracken-Hunt, and Prazak. Commissioners Lewis and Russell were absent. Also present were Alda Wilkinson, City Planner, and Gloria Anderson, Secretary. I. APPROVAL OF MINUTES - FEBRUARY 9, 1987 It was moved by Commissioner Leppik, seconded by Commissioner McCracken-Hunt, and carried unanimously to approve the minutes of the February 9, 1987 meeting with the understanding that the proposed Section 20.03(P) of the Zoning Code be clarified. II. WAIVER OF PLATTING ORDINANCE 25~ APPLICANT: George and Marilyn Klouda LOCATION: 5249 and 5311 Golden Valley Road REQUEST: Waiver of the Platting Ordinance to Allow for an Adjustment to the Lot Line 1 Chairman Prazak introduced this agenda item and asked staff fora brief summary. City Planner Alda Wilkinson gave a brief summary of the proposal for a five-foot adjustment to the lot line between 5249 and 5311 Golden Valley Road. She explained that the proposed five-foot adjustment of the lot line between the two residences is an improvement in terms of compliance with the City's Zoning Code. George and Marilyn Klouda, proponents, were present. They stated they were selling the property at 5249 Golden Valley Road and that the adjustment to the lot line would give them better access to their back yard. It was moved by Commissioner McCracken-Hunt, seconded by Commissioner McAleese and carried unanimously to recommend City Council approval of the request for a Waiver of the Platting Ordinance to allow for a five-foot adjustment to the lot line between the properties at 5249 and 5311 Golden Valley Road. III. REPORT ON CITY COUNCIL AND HRA MEETINGS City Planner Wilkinson gave a review of Commissioner Russell's review of the February 10, 1987 meeting of the Housing and Redevelopment Authority. CENTENNIAL TOWN MEETING FOLLOW-UP Commissioners reviewed and commented on responses prepared by staff for the Centennial. Town Meeting follow-up items. V. REVIEW OF CAPITAL IMPROVEMENT PROGRAM (CIP Comments by Commissioners on the CIP were as follows: 1. The CIP format is readable and easy to understand. 2. The parks overlay is especially appreciated. 3. The CIP gives an appreciation of the broad range of City functions and activities. 4. The CIP provides a nice reference for answering questions raised by other Golden Valley residents. 5. It would be helpful to have information on programmed County road improvement projects incorporated into the CIP as a separate section. 6. It would be helpful to indicate in the CIP changes from the previous CIP and justifications for change. 7. Follow-up is suggested on quantifiable project justifications, such as lowering of future operating costs. 8. Undergrounding of wires should be incorporated into scheduled street improvement projects. 9. Purchase of new voting machines is welcomed. Mov ed by Commissioner Leppik, seconded by Commissioner Kapsner and carried una nimously that the City consider offering residents in proposed street rec onstruction areas the opportunity to have the utility wires buried at the same time any street reconstruction is done. Moved by Commissioner McCracken.-Hunt, seconded by Commissioner McAleese and carried unanimously to recommend City Council approval of the CIP for 1987-1991. VI. YEAR 2010 PLANNING PROGRAM Year 2010 Planning Program was reviewed by Commissioner McAleese. The meeting was adjourned at 9:30 P.M. 1
