MINUTES OF THE GOLDEN VALLEY
PLANNING COMMISSION
January 25, 1988
A regular meeting of the Planning Commission was held in the City Counci l
Chambers of the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota.
The meeting was called to order by Chair Prazak at 7:03 P.M.
Those present were Commissioners Kapsner, Leppik, McAleese, McCracken-Hunt,
Prazak and Russell. Also present were Mark Grimes, Director of Planning and
Development, Alda Wilkinson, City Planner, and Gloria Anderson, Planning
Secretary. Commissioner Lewis was not present at the beginning of the meeting.
I. APPROVAL OF MINUTES - JANUARY 11, 1988
It was moved by Commissioner Kapsner, seconded by Commissioner McCracken-Hunt,
and carried unanimously to approve the minutes of the January 11, 1988 meeting.
II. MEETING WITH MAYOR
Mayor Anderson was present at the meeting to answer questions and concerns. of
the Planning Commissioners.
Commissioner Lewis arrived at the meeting.
Commissioners Prazak and Leppik agreed to be reappointed to another term on the
Planning Commission.
III. DISCUSSION OF PROPOSED AMENDMENT TO ZONING CODE - I-394 CORRIDOR
MORATORIUM ORDINANCE
In preparation for discussion on this public hearing held at the January 11,
1988 meeting, Chair Prazak asked fora review of the discussion guide which had
been prepared by staff. City Planner Wilkinson reviewed the points for
discussion.
Commissioner McAleese suggested a new order of the items for discussion and it
was the consensus of the Commission to follow this suggested order.
This first item for discussion was the necessity of the ordinance. The
consensus of the Commissioners was that there was a need for the moratorium to
allow joint planning between the Cities of Golden Valley and St. Louis Park.
Some members felt the length of the moratorium should be less than one year.
It had been suggested at the public hearing that the moratorium area be limited
to 600 feet on either side if Highway 12/I-394, but the Commissioners felt this
was too small of an area. It had also been requested to eliminate the Golden
Valley Lutheran College site and/or all the property north of Glenwood Avenue.
There were varying opinions on this by the Commissioners but five out of seven
agreed they would favor eliminating the College site from the moratorium area.

It was noted by Commissioner Leppik that this property had been vacant for a
long time and that it would be of benefit to the City to have the developers go
forward with their proposal.
Some discussion occurred regarding providing an appeals process for. eliminating
certain areas but most Commissioners felt this would be a difficult process and
probably would not work.
After further discussion on several other items, it was moved by Commissioner
McCracken-Hunt, seconded by Commissioner Leppik and motion carried unanimously
to recommend that the City Council adopt the Interim Ordinance Establishing
Development Restrictions along State Highway 12/I-394 with the following
modifications:
1. Clarify residential development in Section 1.01 of the ordinance by rewording
the last sentence of the third paragraph to read "Low density residential
development (up to four units per acre) need not be restricted because it
will not generate major additional traffic."
2. In fourth paragraph of Section 1.01, include Planned Unit Developments as
not being accepted for consideration.
3. Changing the geographic area to .exclude the Golden Valley Lutheran College
site.
4. In Section 2.01 include the following as exceptions:
a. Parking structures to replace parking lost to right-of-way acquisition
or reconfiguration of existing parking.
b. Construction of buildings to replace buildings lost to right-of-way or
destroyed by fire, not to exceed the square footage of original
buildings.
c. Environmental reviews provided the developer agrees not. to claim vested
rights based on environmental review.
5. In Section 3.01 change the time period to six months with provision for a
six month extension if either or both City Councils. of Golden Valley or St.
Louis Park have not taken any action.
IV. AMENDMENT TO NORTH WIRTH PARKWAY REDEVELOPMENT PLAN
This item was introduced by Chair Prazak and reviewed by City Planner Wilkinson.
After a brief discussion it was moved by Commissioner Russell, seconded by
Commissioner McCracken-Hunt and motion carried unanimously to recommend City
Council approval of the Amendment to North Wirth Redevelopment Plan.

V. LANDOWNERS ADVISORY GROUP
Director Grimes stated that a Landowners Advisory Group in conjunction with the
I-394 Moratorium had been proposed,
Moved by Commissioner McAleese, seconded by Commissioner McCracken-Hunt and
motion carried unanimously to recommend creation of a Citizens Advisory Group
for the I-394 Moratorium area.
VI. REPORT ON LIGHT RAIL COMMITTEE
Commissioner McAleese reported on the progress of the Light Rail Committee and
accepted input from the Commissioners.
VII. REPORT ON CITY COUNCIL AND BZA MEETINGS
Commissioner Kapsner provided a report on the January 19, 1988 City Council
meeting and Commissioner McAleese provided a report. on the January 12, 1988
meeting of the Board of Zoning Appeals (BZA).
The meeting was adjourned at 10:00 P.M.
