05-14-90 PC Minutes'# ry MINUTES OF THE GOLDEN VALLEY PLANNING COMMISSION May 14, 1990 A regular meeting of the Planning Commission was held at the Golden Valley City Hall , Council Chamber, 7800 Golden Valley Road, Golden Valley, Minnesota. The meeting was called to order by Chair Prazak at 7:05P.M. Those present were: Leppik, Lewis, Kapsner, McAI eese, McCracken-Hunt, Prazak and Russell . Also present were: Mark Grimes, Director of Planning and Development; Beth Knobl auch, City P1 anner and Mary Dold, Secretary. I. Approval of Minutes - April 9, 1990 MOVED by Commissioner McCracken-Hunt, seconded by Kapsner and carried unani- mously to approve the minutes of the regular April 9, 1990 Planning Commission Meeting. II. Informal Public Hearing -Peter Knaeble -Minor Subdivision Applicant: Peter Knaebl e Address: 6001 G1 enwood Avenue, Golden Valley, Minnesota Request: To adjust the rear boundary between two existing lots making one lot larger and the other lot smaller by approximately 2100 square feet. Chair Prazak introduced this item and asked staff for an overview. Beth Knoblauch, City Planner gave a brief summary. This is a minor subdivision. The applicant wants to take two existing lots and take about 2100 sq. ft. off of the back of one and add it onto the adjacent lot. It would not affect the frontage of either lot. Both lots before and after the subdivision would meet all of the City's requirements for lot sizes. There will have to be a new ease- ment across the new portion of the property and the applicant has been notified, for his own benefit, to apply to the City for a vacation of the portion of the easement that will no longer be on the property line. Staff is recommending that the City not require the applicant go through a title review for this subdivision because it is the same applicant that originally subdivided this property. H e will need to have a title inspection for his own purposes in order to sell the small piece but the City Attorney probably doesn't need to be involved. Chair Prazak asked what the rationale was to transfer the property lines. Beth Knobl auch stated that it was to square off the smaller parcel and give it a more square back yard. Chair Prazak opened the Informal Public Hearing. Applicant had no comments. Hearing and seeing no one Chair Prazak closed the Public Hearing. III. Informal Public Hearing -Animal Humane Society of Hennepin County - Conditional Use Permit Applicant: Animal Humane Society of Hennepin County Address: 845 Meadow Lane North, Golden Valley, Minnesota Request: Consider a request for a Conditional Use Permit in order to operate the Animal Humane Society of Hennepin County Chair Prazak introduced this item and asked staff for a brief summary. Mark Grimes, Director of Planning and Development stated that the Animal Humane Society was originally issued a Conditional Use Permit in 1986 to add to their facility to bring them into conformity. Because raising efforts did not meet with the Zoning Code and allow then to add to their building goal, the Conditional Use Permit expired when construction did not begin in 1987. They are now re-applying to bring their total operation into conformity with the Zoning Code and add to the building. Currently the Animal Humane Society building is a total of 24,100 sq.ft. and plan is to add an additional 21,800 sq.ft. of area. The reason for expansion is not to handle more animals but to strengthen its present programs it runs from the building. The Animal Humane Society has analyzed their parking needs. They believe that 80 parking spaces are mor e than adequate. Their peak times are Friday evening 6-9:OOP.M., Saturday from 12-4:OOP.M. and Sunday from 1-3:30P.M. They have an agreement with Graco to use their parking facilities on the weekends and on eve- nings when special events occur. The Conditional Use Permit will state that if additional parking is ne eded beyond the 80 spaces the Animal Humane Society would agree to build them on their site. Mr. Al Mjorud, architect, and Mr. Al Stensrud, Executive Director of the Animal Humane Society were introduced. Mr. Mjorud presented building drawings, land- scape designs and future parking plans. Primary uses of the new building space would be lab, kennels and additional administration. Mr. Stensrud commented that the Animal Humane Society deals with people and animals. Their organization makes visits to nursing homes and schools. Groups and individuals come to the Humane Society for public education courses and various other programs. The Humane Society is now renting space at differ- ent locations for storage and they would like to bring everything together in one location. Chair Prazak open the Informal Public Hearing. Mr. Grimes stated that there i s a required number of parking spaces by code (119 spaces). The staff is recommending that they do not need to provide the extra 40 parking spaces at this time. The BZA would be involved if they would not have enough parking. MOVED by McCracken-Hunt, seconded by McAI eese and motion carried unanimously to recommend to the City Council approval for the Animal Humane Society of Hennepin County to consider a Conditional Use Permit in order to allow an animal care facility and the enl argement of the present building to support new and growing programs. IV. Informal Public Hearing -Golden Hills West, 1st Addition - Minor Subdivision " Applicant: Housing and Redevelopment Authority of Golden Valley, Golden Valley, Minnesota Address: The west side of the Minneapolis and Northfield Railroad tracks between Laurel Avenue and I-394. Request: Subdivision Approval of "Golden Hills.. West, 1st Addition". Chair Pr azak introduced this item and asked staff to give a brief summary. Mark Grimes, Director of Pl anning and Development told the Planning Commission that the HRA purchased this property from Soo Line in March, 1990. The HRA is sub- dividing the property to split off from the Soo Line property. The HRA can then file and register the deed of property. The Soo Line will be maintaining one rail road track through the area. Mr. Grimes gave an update of what was happening in the Bury and Carlson area and West Area of the Golden Hills Redevelopment Area. " Chair Prazak opened the Informal Public Hearing Fred Aldrich, 60.51 Laurel Avenue, Laurel Hill Condomiums, Golden Valley asked about the spur which comes from the Soo Line track and parallels Laurel Avenue to the Liberty Carton Company. He asked if this spur will continue to exit. Mr. Grimes said yes. Mr. Aldrich asked why the HRA only bought half the track at Laurel Avenue. Mr. Grimes stated that we bought what Soo Line wanted to sell. Mr. Aldrich made a comment about the traffic problems on the Bury and Carlson property and stated that the City may have some 1 i abil iti es on that property. He suggested closing entrances onto Laurel Avenue to the Bury and Carlson pro- perty. This would eliminate the dirt and dust problem. MOVED by Commissioner McAI eese, seconded by Russell and carried unanimously to recommend to the City Council approval of the subdivision, Golden Hills West, 1st Addition. V. Reports on meetings of the Housing and Redevelopment Authority, City Council and Board of Zoning Appeals Summaries of meetings attended were given by Joan Russell and Mark Grimes. VI. Other Business Commissioner McCracken-Hunt stated, that she was getting pressure from neighbors regarding the landscaping for the area around Hwy. 12 and 100. Mark Grimes stated that MnDot is not dealing with the landscape plans at this time and also there is very 1 ittl e money avail abl a to do 1 andscaping. Linda McCracken-Hunt also stated that there is a petition being circulated in the Tyrol area against the removal of trees to make the new walkway bridge between North and South Tyrol. The walkway bridge will have to be handicap accessibl a which requires the bridge to have long ramps to provide for wheel chairs. Mark Grimes will talked with Al Pint from MnDot to attend the meeting in June to discuss landscaping and other issues. VII.
