Monday, February 26, 2007
7:00 PM
1. CALL TO ORDER
Sandler called the meeting to order at 7:00 p.m.

Present: Roger Bergman, Bob Mattison, Roger McConico, Jerry Sandler, Jim Vaughan, Tom Zins, Rick
Jacobson, Director of Park and Recreation; Jeanne Fackler, Senior Citizen Coordinator; and Sheila
Van Sloun, Administrative Assistant.
Absent: Jim Johnson and Kelly Kuebelbeck.
III. AGENDA CHANGES OR ADDITIONS
None.
IV. APPROVAL OF MINUTES — January 22, 2007
MOTION: Moved by Vaughan and seconded by McConico to approve the January 22nd meeting minutes.
Motion carried unanimously.
V. RECREATION REPORT — Jeanne Fackler
Fackler gave details on senior groups, classes and programs she coordinates and is involved with. She
explained that she has updated a few program names and adjusted some programs to draw more interest.
She said she's been expanding her cooperative programs to eliminate duplicate destinations between
neighboring cities. She added that chaperones can then be shared.
Fackler said her one -day Meandering With Mary trips are well attended.
Fackler also explained her role with the Golden Valley Human Services Foundation. She talked about the
upcoming Run the Valley Race/Walk on April 10'. She said upcoming events include the Golf Classic in
September and the Taste of Golden Valley in November.
Vaughan asked how the Human Service Foundation generates revenue. She said years ago the Foundation's
revenue was mostly from pull tabs, now with pull tab sales down, fund raisers have been increased.
Fackler showed the Commission the new coffee mugs that will be for sale at Brookview Community Center
and City Hall. She explained the proceeds will be split between the Golden Valley Human Services
Foundation and the future Performing Arts Center in Brookview Park.
McConico asked if there is a program that helps seniors with house/yard work. Fackler said H.O.M.E.
Northwest, which is housed at PRISM, matches paid and unpaid workers with seniors for those types of
services.
VI. PARK AND RECREATION FACILITY STUDY SUBCOMMITTEE REPORTS
A. Comprehensive Plan
Jacobson explained the Council is considering consulting contracts for various chapters of the
Comprehensive Plan. Sandler added he.feels consultants are necessary at times and hopes the Council will
consider them.
Sandler asked the Commission to go through the Comprehensive Plan and become familiar with it for
future use.
B. Survey Results
1. Youth Athletic Association Survey
Mattison said three of the five associations have been surveyed. Chuck Cahill will be making
arrangements to complete the surveys.
2. OSRC Park Planning Citizen Survey
No update to report.
VII. OLD BUSINESS
A. Deer Task Force Update
Jacobson said the Deer Management Program met its objective this year. He also said with the snow cover,
another aerial survey would be possible.
Sandler added there is an ongoing task force management plan in place now that staff will monitor.
B. Regional Trail Update
Jacobson said the complications along Country Club Road have been resolved and construction in the
spring will be moving ahead.
C. Brookview Performance Area
Jacobson said the committee is in the process of trying to raise funds and have been exploring the
possibility of a professional fund raiser.
VIII. NEW BUSINESS
Sandler said there will not be a March meeting, unless a joint meeting is scheduled with the Environmental
and Planning Commissions. He said the next meeting is scheduled for Monday, April 23`d

MOTION: Moved by Mattison and seconded by Bergman to adjourn at 8:05 p.m. Motion carried
unanimously.

Annual Report for 2006
The year 2006 was a very busy and productive year for the Open Space and Recreation Commission
(OSRC) in Golden Valley. The following list includes the major activities and topics discussed. Many
thanks to members of the commission, city staff and resident volunteers that helped us in our efforts.
1. City Council goals pertaining to the OSRC
a. Rick Jacobson reviewed the City Council's goals as they pertained to Parks and Recreation
b. Major goal to develop a Park Master plan for the city
2. Park and Recreation Facility study
a. OSRC divided into 3 subcommittees (Citizen Survey, Athletic Associations, park open
houses)
b. Citizen survey conducted via city newsletter and park open houses
c. Athletic association leaders were interviewed and surveyed
d. Four park open houses open to the public were held
e. City wide phone survey included questions on parks and recreation
f. Commission has gathered information and data in order to develop a park master plan
g. Park master plan to be completed for the 2008 comprehensive plan for the city of Golden
Valley
Brookview performance area
a. Commission worked with the AD Hoc Performance Area Committee and ATS&R Architects
to choose a site and develop a design plan for a performance area at Brookview Park. Site
chosen is just south of the current large park shelter.
b. Presentation to City Council at Council/Manager meeting
c. Formal presentation at City Council meeting
d. Fund raising and final plan development continue
4. Deer population survey and Deer Task Force
a. Reviewed deer population survey
b. Three members of OSRC served on the Deer Task Force
c. Deer management plan formulated and presented to City Council
d. City council approved deer management plan
e. Deer management has begun
Regional Trail
a. Reviewed information and progress of Luce Line Trail through Golden Valley by Three
Rivers Park District
6. Reviewed pavement management plan for 2006
a. Jeff Oliver discussed work to take place in neighborhood west of Sweeney Lake and north of
Union Pacific Railroad, improvements to intersections in and around Scheid Park
b. Jeff Oliver reviewed plans for city owned lot at the south end of Adeline Lane
i. 8 foot paved trail to edge of wetland, elevated boardwalk, seating area with a bench
7. Governor's Fit City Program
a. OSRC voted to recommend that Golden Valley participate in the program
b. Criteria met by city staff
c. GV designated as a Governor's Fit City
d. Plaque presented to city at Council meeting
2005 Annual Report
a. Reviewed by OSRC
b. Presented to city council at council meeting
9. Recreation Department fees
a. OSRC reviewed and recommended approval of new fee schedule
10. Capital Improvement Plan
a. Rick Jacobson reviewed the 2006-2010 Capital Improvement Plan with the commission
11. On Street Bike Route System
a. Discussed history of system
b. Signage and designations have disappeared
c. Sidewalk/Trail Committee recommended to eliminate system
d. Expensive to re-establish system
e. OSRC voted to accept the recommendation of the Sidewalk/Trail Committee to eliminate the
On Street Bike Route System
12. Golden Oaks Park backstop
a. Neighbor concerned about balls landing in their yard, kids climbing fence to retrieve
b. Rick Jacobson discussed options with neighbors and staff, which resulted in the installation of
a backstop hood.
13. Little League Honeywell Park accessibility
a. City of GV and Honeywell could not reach agreement on the handicap accessible parking lot
plan.
b. Alternative access was explored and an accessible ramp to the facility has been constructed.
14. Annual park tour with Rick Jacobson, Tom Klatt and OSRC.
