Enclosed you will find a summary of the Transportation Chapter, which highlights the element. You will also find copies of seven (7) separate maps that are included in the Transportation Chapter. The Transportation and Wastewater Chapters, in there entirety, will be available at the meeting. How do the needs interact with other local and regional transportation systems? • Future transportation system plan - based on the issues and needs, what reasonable improvements can be initiated and/or accomplished over the 20 year period to help achieve the goals? • Implementation schedule - How can the plan improvements can be staged in a priority of short term (0-5 years), medium term (5-10 years), and long-term (20+ years). Plan facts at a glance: 2030 Traffic Forecasts and Capacity Assessment (Figures 3 and 5) • Regional traffic demands are expected to grow at a higher rate than on the local roadway system • 63 percent of trips through Golden Valley are pass-through trips • 2030 traffic forecasts show that the principal arterial highway system (I-394, U.S. 169, and TH's 55 and 100) will be clearly over capacity by 2030. • Preserving the integrity of local streets and neighborhoods while maintaining mobility for local residents and businesses is a high priority. • Winnetka Avenue (between Laurel and Western Avenues) will be over capacity by 2030. • Other minor arterial and collector streets in the community will be able to accommodate forecast traffic volumes. Safety Assessment (Figure 6) • Between 2002 - 2006 there were 714 reported crashes reported on U.S. 169 in Golden Valley. Most of the safety problems occur due to the close spacing of interchanges between TH 55 and I-394. • By far the highest number of reported crashes off the freeway system occur at Douglas Drive and TH 55 (95 in a four-year period). • Duluth Street at Douglas Drive and Lilac Drive have a higher than average crash rate for intersections controlled by traffic signals. Other Modes • Existing park and ride lots are generally full and should be expanded, a need recognized by Metro Transit (Figure 7). • Continuous transit routes running the length of Douglas Drive and Winnetka Avenue are currently not provided. Service frequency is also a concern. • Trail and sidewalk planning through the community is nearing completion but implementation staging needs to be coordinated (Figure 8). • Rail crossing safety upgrades are needed in various locations • The effects of truck accessibility (ingress/egress for deliveries) needs to be evaluated. Plan Recommendations: • Continue Pavement Management Program (PMP) • Future Functional Classification modifications (Figure 2) • Program safety improvements at specific intersections (see implementation below) • Implement access management planning tools • Implement Subarea Plans in designated redevelopment areas • Use traffic impact plan and travel demand management planning tools to evaluate impacts associated with new developments Plan Implementation: Listing of improvement projects and priorities • Short Range (0-5 years) 4 PMP areas --> Administrative tasks, including mapping adjustments for functional classification changes 4 Rail crossing safety improvements 4 Safety and capacity improvements: General Mills Boulevard at Wayzata Boulevard 4 Capital improvements associated with development initiatives (Examples: Xenia Ave./Golden Hills Drive; Wayzata Boulevard frontage road east of TH 100) • Medium Range (5-20 years) 4 PMP 4 Safety and Capacity Improvements: Promote and coordinate with County projects on Medicine Lake Road, Douglas Drive, and Duluth Street • Long Range (20+ years) 4 PMP 4 Safety and Capacity Improvements: Promote and coordinate U.S. 169 improvements with neighboring jurisdictions, Hennepin County, and Mn/DOT. a 0.
