I. CALL TO ORDER
Sandler called the meeting to order at 7:00 p.m.

Jacobson welcomed everyone and introductions were made.

V. APPROVAL OF MINUTES — April 3, 2006
MOTION: Moved by Cahill and seconded by Kuebelbeck to approve the minutes of the April 3`d meeting.
Motion carried unanimously.
VI. PARK AND RECREATION FACILITY STUDY
A. Description of History, Process and Goals
Jacobson explained that one of the goals of the City Council is to complete an inventory of Golden Valley
Parks to help formulate a long term vision for the future of our park system. He explained options for the
planning process and gave a brief history and background of the Golden Valley Park System and
Brookview Community Center.
Sandler then gave direction before breaking into small groups. He also thanked Jacobson and staff for
their continued support and efforts.
B. Break Into Small Groups
Commissioners, staff and guests broke into small groups for discussion. They established tasks, goals and
future meeting schedules.
C. Return to Large Group for Wrap-up
Commissioners, staff and guests returned to the large group meeting to share sub committee discussions.
Sandler said time will be allowed at the next Commission meeting to allow sub committees time to
continue their discussions.
Cahill, from the Survey Sports Associations committee, said they brainstormed questions and discussed
who within the Associations the surveys should go to.
Kuebelbeck, from the Citizens Survey committee, said they also brainstormed questions and discussed
options for getting the surveys out to citizens. Some ideas mentioned were; mail, internet and phone.
Vaughan, from the Presentations in the Parks committee, said they plan on having four open houses for
citizens to attend. He explained there would not be formal presentations, but rather a casual open house
with maps of parks, aerial photos of the city and information boards. City staff and Commissioners would
be present to answer questions and get citizen input and feedback. Tentative dates and locations for the
open houses, which will be held early in the evening, are as follows: Wesley Park on August 8t',
Hampshire Park on August 10d', Scheid Park on September 21" and Brookview Park on September 20".
Vaughan also said they discussed sending out postcards, advertising in the SunPost, internet, local cable
television advertising and inserts in water bills as possible ways of getting the word out about the open
houses.
Sandler said they have a good start on the process and thanked everyone for their participation.

Annual Report
Topics and Projects discussed by the OSRC in 2005
The year 2005 was a busy and productive year for the Open Space and Recreation Commission
in Golden Valley. The following list includes the major activities and topics discussed.
1. Envision process
a. Reviewed the Park & Recreation portion, realized that our mission and Envision
aspirations were very similar
b. Created our own "wish list"
c. Decided to support and promote a Performance Area at Brookview Park
2. City Council goal -setting, Envision challenge, communications
3. Readdressed smoking ban ordinance and Brookview Golf Course
4. Regional trail updates
a. Three Rivers Park trail - discussions, negotiations for Golden Valley segment
5. OSRC By -Laws were reviewed and updated, By-laws to conform to revised Code
and Guidelines
6. Adeline Lane park/Pavement management plan
a. Site plan developed in 2000, delayed until it could be done in conjunction with
the street reconstruction
b. Improvements include drainage, trail upgrade, seating near lake, general site
clean-up
7. Budget/Capital Improvement Plan
a. Discussed and reviewed for 2005-2009
b. Major items for 2005 included resurfacing of tennis courts and an accessible path
up to Little League ball field at Honeywell. Work to be done in 2006.
8. Code revisions and Council guidelines related to commissions
9. Minnaqua Pond Natural Area project
a. Reviewed concept design for creation of a natural area and wetlands on city
owned property on Minnaqua Drive
10. Medley Park stream bank stabilization project

a. Reviewed deer survey numbers
b. Received copy of letter from South Rice Lake Association requesting a study of
the deer population in Golden Valley
c. Three commissioners (2 regular and 1 alternate) to serve on the AD HOC Deer
Task Force.
12. Park Master Plan
a. Commission asked to do a park inventory and needs analysis in order to develop a
Park Master Plan to tie in with the Comprehensive Plan for 2008
b. Commission has formed committees and is working with staff to accomplish this
task
13. Upgrades to Honeywell Little League area
a. Discussions to have handicapped parking at Honeywell parking lot did not work
out
b. Accessible ramp to field, off Sandburg Lane
c. Safety top to existing chain link fence
d. Addition of a shed for maintenance equipment
e. Additional batting cage
f. Brush removal, extend left field bullpen
g. Updated signage
14. Review Park & Rec programs and fees

Many items are still active and we continue to deal with them. Thanks must go to the city staff
for all of their help and guidance in dealing with these and other issues. Thanks to the Mayor and
City Council for their trust in us and allowing us to participate.

dards for exterior walls, roofs, gutters,
decks, doors, and windows, property
owners are required to keep these items in
a good state of repair. If violations are not
corrected in a reasonable time, the City
may issue citations.
Property maintenance codes are enforced
through proactive inspections.
When a City inspector determines a
property is out of compliance accordmg fo'

Golden Valleys commitment to its parks, trails (see pages 8-9), and recreation pro-
grams has earned it the designation of a "Governors Fit City," part of a state-wide
initiative by Governor Tim Pawlenty to encourage fitness. A "Fit City" provides oppor-
tunities for physical activity to people who live, work, and play in the community. This
goal is to support and encourage residents to be more physically active and improve the
overall health of the community.
Cities achieving a Governor's Fit City designation had to meet several Minnesota
Department of Health criteria, such as having a City Council -adopted resolution affirm-
ing activity -friendly commitments, having inviting places to walk, sponsoring at least one
fitness activity, and developing recreation areas that encourage fitness.
"We're proud Golden Valley was considered a good candidate for the Fit City desig-
nation," says Park and Recreation Director Rick Jacobson. "We try to do a great job
meeting all of the criteria, and were continually working to improve." This work includes:
