CALL TO ORDER Sandler called meeting to order at 7:00 p.m. 11. ROLL CALL Present: Kelly Kuebelbeck, Tom Kuelbs, Roger McConico, Jerry Sandler, Jim Vaughan, Tom Zins, Rick Jacobson, Director of Parks and Recreation; Sheila Van Sloun, Administrative Assistant; Barbara Bailey, Senior Citizen Coordinator; Jim Acker, Golden Valley Girls Slo-pitch Softball Senior League Vice President; Paula Pentel, Council Member. Absent: Chuck Cahill, James Heine and Jim Johnson. III. AGENDA CHANGES OR ADDITIONS No changes or additions made. IV. APPROVAL OF MINUTES— February 28, 2005 MOTION: Moved by Vaughan and seconded by McConico to approve the minutes. Motion carried unanimously. V. GOLDEN VALLEY GIRLS SLO-PITCH SOFTBALL LEAGUE UPDATE — Jim Acker Acker said the league is in its 32nd year. He explained the league has two divisions; Junior league for 3`d -61h graders and Senior league for 7`h -12`h graders. He also said in 2004 the league had 442 participants and that they are the 2"d largest league in Minnesota. Registration for the 2005 season is still in process. Fee is $55 for the first child and $45 for each additional child. Try -outs (player evaluations) are held in April with the goal being skill assessment for proper placement of the participants. Acker said the league runs mid-May through mid-July, with two games a week and two tournaments, one mid-season and one at the end of the season. Acker said the league wanted to thank Brian Erickson, Recreation Supervisor, for all he has done for them, as well as Park Maintenance for great field conditions. He also said they are very happy with all the support they get from the Park and Recreation Department. Acker said umpires and equipment are their biggest expense. Sandler asked if they are in need of more fields. Acker said they were not at this time. McConico asked if the league does background checks on the coaches. Acker said it's required that everyone have a background check. The Golden Valley Police Department provides them for the league at no charge. McConico also wanted to know who picks the teams. Acker explained that the coaches pick teams considering the skills of fielding, throwing, timed running and hitting. He added they have the girls play on their parent's teams and participants that are sisters play on the same team, if they wish. Kuelbs asked how the league is funded. Acker said that sponsors, concessions and league fees are their main sources of income. Sandler added that it's gratifying to see all the fields in Golden Valley being played during the summer. VI. RECREATION REPORT — Barbara Bailey Bailey distributed the Golden Valley Senior Program 2004 Annual Report and gave highlights from her 2004 programs. Discussion was held concerning cooperative programming and events. Sandler asked if there have been any problems for the seniors with the new parking lot construction at Brookview. Bailey said there have not been any problems reported. Bailey said a representative from the new Sunrise Assisted Living Facility in Golden Valley came and spoke to the Senior Advisory Group about possibly doing some cooperative programming. Barbara was thanked by the Commission for doing an outstanding job with the senior program. VII. OPEN SPACE & RECREATION COMMISSION BY-LAWS Jacobson reviewed the by-laws and answered questions from the Commission. Sandler stated he feels there should be some clarification within the by-laws on the process of taking citizen input. Pentel said that would be more of a policy/procedure, which does not get incorporated into the by-laws. MOTION: Moved by McConico and seconded by Kuelbs to accept the by-laws as they stand. Motion carried unanimously. VIII. OLD BUSINESS A. Envision Sandler said it would be good to start brainstorming thoughts and ideas to pass to the Council at each Commission meeting. Pentel said that when the Commission is looking at park needs, they should get input from coaches and others also. Sandler added the individual Youth Athletic Associations come in once a year and give input. Thoughts/ideas that were presented: 1) Summer hockey program and a blacktop area for in-line skating; 2) Archery range in Golden Valley or improve the one at Wirth Park; 3) Community gardens and a dog park; 4) Revisit deer control policy; 5) Replacement schedule for play equipment at parks; 6) Teen programming; 7) Youth Summit; 8) Pedestrian connections; 9) More educational signage at parks; 10) Honeywell property developed; and 11) Band shell at Brookview Park. B. Regional Trail Update Jacobson said City staff will be meeting with Three Rivers Park District to discuss the trail plan. C. Brookview Performance Area Jacobson said City staff and an Architect from the Golden Valley Rotary Club will be meeting for preliminary planning discussion. Representatives from Rotary and the Federated Women's Club will meet with the Council at a work session Tuesday, April 12`h. IX. ADJOURNMENT MOTION: Moved by McConico, seconded by Zins to adjourn at 8:55 p.m. Motion carried unanimously. Council/Manager Meeting Minutes April 12, 2005 Present:. Mayor Loomis and Council Members Freiberg, Grayson, Pentel and Shaffer. City Manager Tom Burt, Public Works Director Jeannine Clancy, Public Safety Director Bob Hemz, Parks and Recreation Director Rick Jacobson, Recreation Supervisor Sue Cook, Planning Director Mark Grimes and Assistant City Manager Jeanne Andre The meeting began at 7 pm in the City Council Conference Room. Brookview Park Performance Area Paul Snyder of the Golden Valley Rotary introduced Kevin Teppen, his associate at the architectural firm of ATSR. They have volunteered to help the with preliminary site planning on a proposed new performance facility for Brookview Park. The Rotary and Golden Valley Federated Women's Club would like to work with the City to develop a new facility for arts programming at Brookview Park. They have toured similar facilities and developed a list of issues to be addressed to define the scope of the project. Mr. Snyder distributed a list for Council discussion. He explained that the cost and location of the facility would be influenced by the identified scope. A concept plan for Brookview Park developed by consulting engineer SEH was used as the starting point. This plan identified a site in the northwest area of the park, near the large parking area for a performance facility. An existing cottonwood tree is an impediment to this site, so Mr. Teppen identified a second site in the southwesterly portion of the park which may provide more space. Some discussion of tradeoffs related to interference by the sun and noise impact to adjoining neighbors was discussed, as was the generally poor soil conditions in Brookview Park, which could impact the placement of the facility. In discussing the scope of the project the Council and Rotary/Women's Club noted that attention should be paid to the type of programming to occur in the facility. The Council leaned toward fewer amenities in the performance facility as a lift station would be required for restrooms. Alternately new toilet facilities could be placed in the small shelter. However interest was expressed. in assuring that the project meets the expressed needs, even if that extends the time for planning and implementation. The Rotary is promoting construction in 2006. The Council asked staff and one or two members of the Parks and Open Space Commission to work with representatives of the Women's Club and Rotary to further define the project so that cost parameters can be established. Council Member Shaffer also volunteered to be involved. /April 7, 2005 To: Golden Valley City Managers and Council From: Ad Hoc Committee, Golden Valley Rotary, Golden Valley Federated Women's Club Re: Permanent Outdoor Performance Center Background: The city provided an opportunity to organizations to become involved in city projects through Envision Golden Valley. The Golden Valley Federated Women's Club (GVFWC) participated in Envision in a Box. This group also sent several members to the summit meeting for Envision Golden Valley. This organization has always been part of activities in Golden Valley. One way that they have participated is through Music in the Parks. They have donated funds for concerts, and attended the musical events. The idea for a permanent outdoor performance was a direct result of Envision Golden Valley. Ideas about generating more community within our city was a priority for GVFWC and the outdoor performance center seemed to be a way to get people together in an outdoor atmosphere open to everyone. Members of the group met with Rick Jacobson of Park and Rec, to determine whether or not this would work in our city, and learned that there has been previous interest by the city and so decided to spearhead an effort for this. performance center and started generating some interest and started raising money for this effort. The GVFWC learned that Golden Valley Rotary, who had also been involved in spearheading Envision Golden Valley, had expressed interest in a project of this nature. GVFWC contacted Golden Valley Rotary, and obtained a cooperating commitment from this organization. An Ad Hoc committee has been developed from the two organizations, and this committee now is providing information and updates regarding this project. Ad Hoc Committee Activities: This committee consists of the following members: GV Rotary Don Anderson Lee Mosher Adrienne Thomle Paul Snyder Dick Rudeen Golden Valley Federated Women's Club Beverly Nelson Diane Nimmer Sharon Janzen Jackie Wells The committee held their first meeting on January 7, 2005. They have had several meetings since that time. They determined that there was sufficient interest on the part of both organizations to pursue a joint effort for this project. It was determined at this first meeting that the group needed to establish what information currently exists about this type of project and also to consider how this type of venue would or could be used in our city. Where this would be located and what other cities are doing were part of additional considerations. The following items have taken place since that first meeting. 1. Members visited sites in neighboring cities: Plymouth New Hope St. Louis Park Hopkins Roseville Questions were asked about usage, when it was built, cost, amenities, neighborhood concerns, numbers of people attending the various concerts and events. This information is on file with the committee. 2. This information was collected and presented to Rick Jacobson in a meeting on February 25, 2005 with the ad hoc committee. Rick also provided data that has been collected by the city in the past for this type of project. 3. Paul Snyder, an architect and member of the committee, dissected the information and Will present some options for this type of venue in our community. 4. The committee is available for questions and discussions and also willing to continue efforts regarding this project.
