5-23-0511ey OPEN SPACE & RECREATION COMMISSION Meeting Minutes Brookview Community Center Monday, May 23, 2005 7:00 PM 1. CALL TO ORDER Sandler called meeting to order at 7:00 p.m. II. ROLL CALL Present: Chuck Cahill, James Heine, Jim Johnson, Kelly Kuebelbeck, Roger McConico, Jerry Sandler, Tom Zins, Rick Jacobson, Director of Parks and Recreation; Sheila Van Sloun, Administrative Assistant; and Sue Cook, Recreation Supervisor. Absent: Tom Kuelbs and Jim Vaughan. 111. AGENDA CHANGES OR ADDITIONS No changes or additions. IV. APPROVAL OF MINUTES —April 25, 2005 MOTION: Moved by Johnson and seconded by Heine to approve the minutes. Motion carried unanimously. V. RECREATION REPORT — Sue Cook Cook discussed her involvement with the Davis Community Center and stated that she currently has three college students covering the hours for activities offered there. She said that this season, 60 punch passes have been sold for Co-Rec Open Volleyball and 50 for Adult Basketball. She talked about the Youth Basketball program which in run in conjunction with the City of Crystal. Combined there are 35 teams, 19 from Golden Valley with 25-30 parent volunteer coaches for the teams. Games are held at Davis and Crystal Community Centers. Due to spaces filling quickly, this year she added an 8:00 a.m. Mites session for K- I" graders. She then discussed the Adopt -A -Park program stating there is minimal turnover. She added that participants are asked for a two-year commitment. Cook said the Spring/Summer Adult Softball league consists of four Co-Rec teams playing with four Co-Rec teams from New Hope on Sunday evenings, five Co-Rec teams on Friday evenings and thirty-two Men's teams playing Monday -Thursday evenings. The Fall Softball league will play two nights a week and consist of Men's and Co-Rec teams. Cook said the tennis lessons will be run by the same three staff as last year. She's hoping the nice weather will prompt more people to register. Cook distributed magnets advertising the Concerts -in -the -Park. She added that the Golden Valley Federated Women's Club donated $500 this year for the concerts. Cook said the information for the Fall brochure will be collected around the first of July and go to the homes mid -late August. Cook said she is the City Representative for the Music and Arts Festival Committee. She gave highlights from Golden Valley Days and said 500+ people showed up on Friday night for the fireworks and that there was a great turn -out for the parade on Saturday. She said new this year was the Friday night celebration and the parade. VI. BUDGET/CAPITOL IMPROVEMENT PROGRAM Jacobson distributed copies of the Capital Improvement Program and gave details on the items listed. Some major items discussed for 2005 were the resurfacing of tennis courts at Medley and Glenview, along with a hard surface area at Medley and a handicap path up to the Little League field at the Honeywell ball fields. Major items discussed for 2006, were a master park plan which will go into great detail on parks, trails and open spaces, along with upgraded chain link fence back stops at Sandburg ball fields. Jacobson said instruction from the Council to City Staff was a zero increase in the budget for 2006. VI 1. CODE REVISIONS AND COUNCIL GUIDELINES RELATED TO COMMISSIONS Jacobson reviewed with the Commission the Code Revisions and Guidelines from the Council. Discussion then focused on changes to the Code and the Guidelines. Sandler added that the Council would like the OSRC By -Laws to be in compliance with the revised Code and would like them by September 1st VIII. OLD BUSINESS A. Envision No update. B. Regional Trail Update No update. C. Brookview Performance Area McConico gave details of the last meeting which centered discussion around design and location. Jacobson suggested visiting area performance areas at the next OSRC meeting in June. E. Commission Dinner Jacobson reminded the Commission that the annual Commission Dinner will be held on Wednesday, June 29`h at Brookview Community Center. K IX.
