07-17-12 CC Minutes Regular Meeting of the City Council July 17, 2012 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on July 17, 2012 at 6:30 pm. The following members were present: Clausen, Freiberg, Pentel and Scanlon; and the following was absent: Harris. Also present were: Thomas Burt, City Manager; Jeannine Clancy, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Assistant. Pledqe of Alleqiance The Pledge of Allegiance was recited. Northwest Hennepin Human Services Council Presentation Susan Blood, Executive Director, Anita Perkins, Program Coordinator, and Larry Kennebeck, Senior Board Member Coordinator, reviewed programs and services offered through the CounciL The Council thanked the Northwest Hennepin Human Services Council and staff for the presentation and their hard work. Approval of Aqenda MOVED by Pentel, seconded by Scanlon and motion carried unanimously ta approve the agenda of July 17, 2012 as amended: Addition of Letter from Sally Fritze and David and Marjorie Gardeen Regarding Natural Habitat and Native Vegetation City Code Section; and Removal of Public Hearing - Conditional Use Permit #131 - 8806-8808 7th Avenue North - Justin Smith, Disturbia in Suburbia, Applicant. The bids are as follows; Regular Meeting of the City Council July 17, 2012 Page 3 *Street Stripinq and Markinqs — Quotes - Continued AAA Striping Service Co. $42,735 Century Fence Co. $47,440 *Authorization to Siqn MnDOT Municipal Aqreement Proaram Submittal for Intersection Improvements at Winnetka Avenue and Trunk Hiqhwav 55 Member Scanlon introduced the following resolution and moved its adoption: RESOLUTION 12-54 RESOLUTION AUTHORIZING A MINNESOTA DEPARTMENT OF TRANSPORTATION MUNICIPAL AGREEMENT PROGRAM SUBMITTAL FOR INTERSECTION IMPROVEMENTS AT WINNETKA AVENUE AND TRUNK HIGHWAY 55 The motion for the adoption of the foregoing resolution was seconded by Member Pentel and upon a vote being taken thereon, the following voted in favor thereof: Clausen, Freiberg, Pentel and Scanlon; and the following was absent: Harris, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor Pra Tem and his signature attested by the City Clerk. *Authorization to Siqn Renewal Aqreement with Steve Tokle Inspections Inc. for Electrical Inspection Services MOVED by Scanlon, seconded by Pentel and motion carried unanimously to authorize the Mayor and City Manager sign the consulting services agreement with Stephen Tokle Inspections, Inc. for electrical inspections. Appointment of Election Judqes for State Primarv Election Council Member Pentel thanked and recognized the residents who serve as election judges. Member Pentel introduced the following resolution and moved its adoption: RESOLUTION 12-55 RESOLUTION APPROVING THE APPOINTMENT OF ELECTION JUDGES FOR THE PRIMARY ELECTION TO BE HELD QN AUGUST 14, 2012 The motion for the adoption of the foregoing resolution was seconded by Member Scanlon and upon a vote being taken thereon, the following voted in favor thereof: Clausen, Freiberg, Pentel and Scanlon; and the following was absent: Harris; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor Pro Tem and his signature attested by the City Clerk. Disturbia in Suburbia, Applicant Thomas Burt stated the applicant withdrew his application for a Conditional Use Permit so no public hearing is necessary. Announcements of Meetinqs A Bassett Creek Water Management Commission will be held on July 19, 2012 at 11:30 am. Some Council Members may attend the Edward Silberman Memorial Dedication Ceremony on July 19, 2012 at 2:30 pm at Schaper Park. A Concert in the Park featuring The Banjo Boys Band will be held on July 23, 2012 at 7 pm at Brookview Park. Minnesota Night to Unite celebrations will be held throughout the evening at various neighborhood locations on Tuesday, August 7, 2012. The Council will hold board/commission interviews on August 8, 2012 at 4:45 pm. , The next City Council meeting will be held on August 8, 2012 at 6:30 pm.
