PARK BOARD OF
Village of Golden Valley
March 11, 1959 7:15 P.M.
The Park Board of the Village of Golden Valley met at its regular monthly
meeting at the temporary Village Hall, Wednesday, March 11, at 7:15 P.M.
Present were Stockman, Byrnes, Petersen and Recording Secretary Sullivan.
The minutes of the previous meeting were read and approved.
TAX DELINQUENT PROPERTY IN NOBLE GROVE: The Board held a general discussion
on the three acresoftax delinquent property, and decided to table this matter
until Mr. Stockman and the Village Engineer have had an opportunity to look at
this property.
IlUEDIATE DELEGATION OF RESPONSIBILITY TO WORK WITH GOLDEN VALLEY SCHOOL BOARD
ON TENNIS COURTS: Mr. MertDresser of this School Board would like immediate
action taken on the tennis court issue. Mr. Reed will secure prices on various
types of courts. The Park Board will then meet with the School Board,
REPORT ON GENERAL MILLS LAND: Dr. Petersen investigated this land, and gave it
his personal okey.— Mr.Ulitad will write to General rills as soon as he receives
a go -a -head from the General Mills Engineers.
PARK DEVELOPMENT PLANS: The Board invited the public to attend this Board meeting
to discuss Park Development Plans. The minutes of the general portion of this
meeting are attached.
A motion was made that we now move into the actual development of the more urgent
problems. The motion was seconded and carried.
A special meeting was called fqr Wednesday, March 18.
There being no further business, motion was made to adjourn the meeting at 9:45.

As a part of the regular meeting of the Golden Valley Park Board, the Board invited
the public to attend to view the preliminary sketches of various parks, and to give
constructive suggestions regarding the spending of the $97,000. Bond Issue. Mr.
Stockman explained to the group the present position of the Park Board, and told them
that the Village Engineering Department and Glen Reed had prepared these sketches as
Guide Plans only. He asked the public to remember that each sketch had been over-
estimated, and that we cannot produce finished parks with the present Bond Issue. We
iu;,;st single out the most important needs, and start to work immediately. The people
divided into groups, and examined the sketehese The meeting was, again, called to
order, and the pubitic was invited to question the Park Board.
QUESTION: Mr. Charles Saucier, 2428 Park View Blvd., Ju 8-5360, and Mr. J. C. Akins,
2437 Park View Blvd., Ju 8-3488, were among a group of people who expressed a strong
desire to see a sketch of the portion of Glenview Terrace Park which runs along Vista
Drive,.
ANSM-. Mr. Stockmen will contact Mr. Snetsinger to draw up this sketch which -3.11 include
grading, equipment and approximate coats. When this sketch is completed, the Board,
along with the above mentioned men, will contact the Minneapolis Park Board.
QUESTIONS Would it be better to take one park at a time?
ANSM: We must take care of entire Village.
QUESTION: Is there any possibility of immedie.te improvement for Scheid Park?
ANSWER: No, but money will be put aside. No one knows where road will go. We don't
know about drainage. (Mr. & Mrs. Vander Horch, Ju 8-2047, would like to be notified
when road and drainage are determined.)
QUESTION: Have we in Golden Valley considered working with Minneapolis?
ANSM: In the past, we have talked of working with Minneapolis and Robbinsdale, but we
are not ready dollar wise. However, we can investigate again,
QUESTION: John Sullivan asked about tentative time schedule. Gave ball diamonds at
Lion's Club Park as an example. Asked if they would be ready by Summer?
ANSM: We hope to have this off the ground by Summer.
QUESTION: Group from Papoose Park was, also, concerned about time schedule for this
Sumer' -a baseball. Asked if work would be done in time?
ANSWER: Baseball diamond is necessity in Papoose.
QUESTION: Board asked John Sullivan to state his needs for this year's Little League,
ANSffER: He wonvt know definitely until April 11. 339 boys last year. He anticipates
14 teams - or 7 diamonds. May 30th is the first game, but practice starts before this
date. However, they could practice outside of Golden Valley. Board stated Mr. Denzin
must give first priority to ball diamonds.
QUESTION: Board asked Mr. Dresser about land in Natchez Park2
ANSM: It's graded, and seeded. It needs backstops •-- one or two. It should be okay
by Spring.
QUESTION: Will hard surface be in Seeman by Summer?
ANSWER: Yes.
QUESTION: Does Bond Issue money allow us to buy a storm sewer?
ANSMM: Yes, if it means development,
QUESTION: If storm sewer for Golden Oaks cannot be avoided, we should look for another
portion of property. Golden Oaks can play only one game at a time. We need more room,
more area. He mentioned area next to Golden Oaks, and asked if baseball could be played.
Arnie said, "No, it's low, and sewer is going in." Golden Oaks man stated we would not
have to put too match money in one spot, and we could keep alittle in escrow. Will swamp

adjacent to Golden Oaks Park have to be filled? Could Engineering Department help
with tile? Dr. Petersen told of several changes suggested by group viewing Golden Oaks
sketch, some expenditures not necessary. The following men would like to be contacted

ANSMt Board discussed additional acreage to Park land to North of Golden Oaks Park,
and, also, donation in this area of Park land by General Mills
QUESTION: Has a census on children ever been taken?
ANSM: Yes, and we know in what areas they are most active.
QUESTION: Don't forget the girlsb
AMER: That's why we are so interested in tennis.
QUESTION: Will program this Suer have recreation facilities?
ANSW % Yes.
QUESTION: Is S.R.A. a part of it?
ANSM: No.
QUESTION: Mr. Dresser mentioned that three contractors are starting a big building
boom in the Northwest corner of Village.
QUESTION: Could we level off diamonds for practice, and because of lack of facilities
in other areas, could we put ball diamonds ixt?
ANS?f t Arnie says it would cost money.
QUESTION: Additional park property in the Noble Sohool area was discussed.
ANSM.- Mr. Stockman is going to talk with Clitf.
QUESTION: There was good swimming in park area at South end of small Sweeney Lake 20
years ago* Is there any chance of using it agaixi? There is a road.
ANSM: This is Minneapolis property, but it might be a possibility. Mr. Reed will
contact Bucky Johnson regarding Sweeney Lake - Wirth Park on skating and swimming. Mr.
Stockman told of Lion's Clubts interest in a swimming pool for Golden Valley. Mro
Ferguson stated the Lionts Club now wants a Bond Issue for this pool.
QUESTION: How long before any action will be taken? Will information be published?
ANSM: People should keep in touch with Park Board by coming to meetings. The Suburban
Press will publish information.
QUESTION: Does the Park Board have the authority to say go?
ANSM: Yes.
QUESTION: The Board introduced Mr. Mert Dresser of the Golden Valley School Board.
The group was informed of the possibility of the Park Board and the School Board working
together to give Golden Valley its first tennis court;. Mr. Dresser stated his Board is
interested in seeing bids, and he would like to see hockey and tennis together for lights.
