4-1-1959Minutes of a Special Meeting PARK BOARD OF Village of Golden Valley April 1, 1959 7:15 P*Y.* The Park Board of the Village of Golden Valley met at a special meeting at the temporary Village Hall, Wednesday, April 1, at 7:15 P.M. Present were Stockman, Petersen, Recreation Director Reed and Recording Secretary Sullivan. Also present were Snetsinger and Denzin. The minutes of the March 11th Regular meeting and the March 18th. Special meeting were read and approved. GLENVIEW TERRACE: Interested persons from this area were invited to the meeting to discuss a park sketch submitted by Mr. Snetsinger concerning the Minneapolis Park Board property bordering Glenview Terrace on Zenith Avenue North. The Board and the public discussed this sketch in detail. Mr. Stockman will contact the Minneapolis Park Board regarding a possible working agreement between the two Boards. GOLDEN OAKS PARK: Interested persons from this area were invited to the meeting to discuss the development of this park. The Board advised the public that the storm sewer can be put in at a very low cost. The Board advised the public that money may be put in escrow for the development of the Park land adjacent to Golden Oaks Park until such time as sufficient fill can be obtained by Mr. Denzin. The Board asked for public opinion regarding a fence for this area. It was decided a fence is not needed at the present time, and if this opinion changes, for reasons of safety, the people will notify the Board. It was also decided that a well is not necessary at this time, and that Mr. Reed should purchase a type of water cooler for drinking purposes during his Summer program. Mr. Kost questioned the Board on the total amount of money to be spent in this Park, and asked if the Board feels it is a fair portion of the entire Bond Issue. The Board explained its position of having to serve the entire Village. BALL DIAMONDS: A general discussion was held. Four steps are necessary in the preparing of a ball diamond: 1e set grades, 2. determine how far is necessary to come up to grade, 3. fill — clay, peat or black dirt and 4. sod. Mr. Snetsinger stated Ray Sactor advised him that the Board will have a difficult time securing bids on ball diamonds at this time of the year. Mr. Snetsinger advised the Board of the great amount of Village work to be done by the Engineering Department at this time of the year. The Board held a general discussion regarding the hiring of an engineer and a crew. It was decided that Mr. Stockman will discuss this urgent problem with Mr. Ulstad. PAINT: Mr. Stockman will order 20 gallons of good, white exterior paint forf7Mr. Denzin. HIRING OF A PART TIME PARK MAN: Mr. Stockman asked Dir. Denzin if he would need any part time help this Summer. Mr. Denzin will decide after the work is started, and advise the Board. Part time labor receives $2.37 per hour. L°EADOWBROOK SCHOOL DISTRICT RE: TENNIS COURTS: Mr. Reed advised that the Wayzata courts were made by the Hennepin Blacktop Company from a material made of bituminous coal. Wayzata is thinking of building additional courts, and will use Laykold. Dr. Petersen made a motion that Mr. Snetsinger draw up the specs and advertise for bids on the following tennis court combinations: April 1, 1959, Minutes Continued 1 double, 1 triple, 1 double and 1 triple and 2 doubles. The motion was seconded and carried. The next School Board meeting will be on April 13. Dr. Petersen will arrange for the Board to be on the agenda. Mr. Reed and Mr. Snetsinger will also attend. HARD SURFACED AREAS: Mr. Snetsinger advised the Board of a material called Walktop. A general discussion was held on the advantages of this material, and it was determined that the use of it would cost an additional $800.00 over the price of a regular hard surfaced area. The Board agreed it would be wise to cut down the size of the hard surfaced areas to enable us to take advantage of Walktop. Mr. Snetsinger will decide on a standard size for these areas. A motion was made that Mr. Snetsinger proceed with the advertising of bids for the hard surfacing of five areas - Glenview Terrace, Papoose, Lions, Natchez, Golden Oaks - after the grades are set. The motion was seconded and carried. BACK STOPS: The Board will purchase back stops as they are needed. Mr. Snetsinger will stake out the back stop at Seeman Park as the grade is set. Mr. Stockman will contact Crowley Fence regarding sketches and prices on: 1e back stop straight on and 2, back stop with 2 wings and 6 foot hood. RECREATION REPORT: Mr. Reed stated he was advised by Minneapolis Park Board that it has future plans of its own for a swimming beach at South end of Sweeney Lala. Mr. Reed gave a detailed report of two shelters in Robbinsdale - one costing $22,000 and the other costing $6,000. Mr. Reed stated he and Mr. Ferguson have been in contact with each other regarding the Summer Program. Mr. Stockman will contact Mr. Corwine regarding Park Board work on an hourly basis. The amount of money to be kept in escrow will be decided at next meeting. There being no further business, motion was made to adjourn the meeting at 10:30. The motion was seconded and carried.
