9-16-1959Minutes of the Regular Meeting PARK BOARD OF Village of Golden Valley September 16, 1959 7:00 P.M. The Park Board of the Village of Golden Valley met at its regular monthly meeting at the Village Hall, Wednesday, September 16, at 7:00 P.M. Present were Stn6 nan, Byrnes, Petersen, Reed, Snetsinger and Sullivan. The minutes of the July 15th Regular meeting were read and approved as cor- rected. The Minutes of the July 29th and August 12th Special meetings, and the August 19 Regular meeting were read and approved. USAGE OF GOLDEN VALLEY HIGH SCHOOL TENNIS COURTS: This portion of the July 17th minutes was corrected to read: The Board feels these courts should be open to the public during the school year after 6:00 P.M. each week day, and all week ends. MINUTES: Dr. Petersen suggested that when a correction is made in the m n� utas that a notation be entered on the original minutes to establish a cross reference. LIONS CLUB Sta'IMMTNG POOL PROJECT : Mr. Reed will arrange a meeting with fir. Bi�1 Huesner of the University of Minnesota in two weeks. The Lions Club Swimming Pool Committee will be invited to attend this meeting. Land behind the Village Hall has been suggested by Mr. Ulstad as a possible swimming pool site. MR. DILL: Mr. Dill, 3133 26th Ave. No., JU 8-4427, whose land borders inaccessible and privately maintained Park property would like to fence his property, with a portion of this fence being constructed on Park property. The Board held a general discussion. The Engineering Depart- ment will investigate this matter, and report at the next Board meeting. If the Engineering Department recommends that Mr. Dill be allowed to build a portion of his fence on Park property, the Board will suggest that he submit the approval of the surrounding neighbors. GOLDEN VALLEY HIGH SCHOOL: Mr. Holtz, maintenance man at the High School, has asked the Board for help with some heavy mowing. The Board held a general discussion, and Mr. Denzin will be advised to send a man. RECREATION REPORT: Mr. Reed's Recreation Report is attached. The Board wirite thank you letters to Mr. Ike Armstrong and the Golden Valley School Board for cooperation extended to the Slimmer Program. A budget for hockey was discussed. This will be tabled until the budget report is received. GO-CARTS: Mr. Reed submitted an article from the Mpls. Star and Tribune which states that it is illegal for any unlicensed driver to operate a go- cart. The Board held a general discussion. Mr. Reed will check with the Golden Valley Police Department. Mr. Gaudette will be invited to the next meeting. SKATING: Work on the skating areas is progressing very well. Westview School has requested help in providing a skating area. Mr. Stockman made a motion that Mr. Denzin be directed to do the necessary blade work at Westview School to provide a suitable skating rink. The motion was seconded and carried. Mr. Snetsinger will have the area staked. The Board held on School Board's part in this project. TENNIS COURT BENCHES: Mr. Snetsinger will furnish a sketch, and Crowley Fence will be contacted for a price. WELLS: The Board has agreed to accept the Engineering Department's recom- mendation concerning the Wells, and will not go deeper on the Wells at Lions and Seeman Parks in order to get drinking water. Dr. Petersen submitted a report on the use of Glenwood -Inglewood water. Other Park Boards have used this service, but it cannot be used without shelters. The cost to rent this service for an 8 week program in 4 areas with 100 children to an,area would be $143.00. We could also purchase our own machines. LIGHTS AT SEIYAN PARK: The Board held a general discussion. One pole could hhoold 7 spotlights an7 one flood light. A box would be needed for the meter. Mr. Marty Peuquette will be contacted for construction. WARMING HOUSES: The Boardheld a general discussion. Mr. Reed stated he is st_ll waiting for plans and infortration from the Pease Woodwork Co., Hamilton, Ohio, on their $375. shelter. The Board discussed the possibility of one major shelter, and a few smaller ones. Dr. Peterson told of an architect, Iry Malen, who is moving to Golden Vd11ey. The Board will investigate all shelter possibilities this winter., and be ready to bukld next spring. TAX DELINQUENT FROPERTY: The Board held a general discussion. Dr. Petersen will discuss this matter with Mr. Ulstad to see if the Board can secure options. SPRINKLING AT LIONS CLUB PARK: Mr. Snetsinger submitted prices on regular 2" pipe. 00' would cost .00, and we would need a minimum of 2001. 21" pipe would cost $86.00. Mr. Snetsinger will prepare sketches for next meeting. BUDGET: The Board will meet with the Council on September 22 to discuss the budget. The Board held a genera. discussion. Mr. Reed will prepare a report for the Council meeting. There being no further business, a motion was made to adjourn the meeting at 10:00. The motion was seconded and carried. Another check was turned over to John 114urphy fron the Recreation Dept. in the amount of 0`82.12 - making a total of 4;259.84 returned to the budget money. The e':.ghty-two dollars is fror petty cash and a mistake of *P'38 at the G.V. Bank. Our checking account is now closed. 2. The fall football program is well underway. Six capable former college athletes are the instructor/coaches. Their salaries total $350, five footballs have been purchased @ 47.50 total of $37.50, and Arnie has been advised as to what park areas to prepare for Saturday play. a. Information sheets for registration have been distributed at Lee, Moble, Oak Grove, bIeadovabrook, Westview, Sandburg, and Weill schools - for all boys 9-12. (See attached copy) b. Sheets containing rules etc. have been mimeographed for the staff, youngsters, and interested fathers. (See attached copy) c. Over 100 dittos have been run on each of nine different T -formation plays for the boys to take home and study. (See sample.) 4. Thank You letters to individuals and organigations who contributed to the summer program have been written. Some still have to go out (8), 11 have been sent. 6. Miss Rosenow paid us all a compliment in a recent letter - I will distribute this letter for you all to read. 7. David Lindblom would be more than pleased to vaork next year as our Recreation/Park maintainence man. He could work longer than the eight weeks this way, and is most anxious to do so. Even if our budget should be cut - we must have a man working in this capacity next yar. 8. For information purposes, you may like to know that 15 youngsters passed either the Jr. or Sr. lifesaving tests during our swimming program. (All over 12 yrs. old) 9. In regard to the request vie had for a runway or drag -strip - I have with me an article from the i:ipls. Star which states that these "Go-carts" are not legal for anyone under 16 years of age - they must liscensed drivers. This would mean that only the 68 yr. old member would now need a plce to race in, since the other boys in this club are in the 10 - 12 age bracket. The article is a quote from the i.ipls . Ulstad informd me that next Tuesday (22nd) we would meet again with the Village Council relative to our 1960 budget. tine should perhaps prepare for them this time. I am open to subgestion as to abything I can do along these lines of educating them on "modern trends." - - Sandlot days are gone! 11. Talked with Hub Nelson about the forthcoming hockey program, and he has some good iddas for it. He knows too of two teachers who would be interested in working in it, a nd feels that we can get about 4 teams 12 errs. and under, 4 teams 12-15, and maybe even a few teams over 15. This participation however cannot be handled by the 1200 we have budgeted for hockey. Als&, he said our present nets are built wrong, but can be corrected by a villa�;;e welder. This year for the first time, the Golden Valley Park Board is offering a fall FOOTBALL program. This program is designed to provide all Golden Valley boys aged 9 through 12 (110 pounds and under) with a worthwhile, supervised Saturday morning activity. The program is going to start this coming Saturday at 9:00 a.m. withregistration, weigh-in, and practice (instruction) at Lions Club Park (Harold Ave.). The program will be directed by Mr. Wayne Fix (University Asst. Basketball coach) who will have five assistants, who are all former college or university athletes. Our instructor/coaches will stress physical fitness, and participation by all the boys who come out for the teams. Fathers are welcome at all sessions, and their volunteer help will be utilized. For details, call Mr. Fix at GR 3-5507. Dates: Starting Sept. 19, 9:00 a.m. at Lions Park. Will run for six weeks. Who Qualifies: All Golden Valley boys between age 9 and including 12. The weight limitation will be 110 pounds. Equipment: Bring your own helmet (with faceguard), shoulder pads, and wear tennis shoes. Football shoes will not be permitted. Games: Will be played each morning, following a short practice session. The teams will be formed from geographical locations. Games will be played on a sixty -yard field at our village park locations. Leadership: Qualified adult leadership will coach the boys at each Saturday morning session. All the staff are former athletes, most are now in the education profession. Come and join in the fun - bring the registration slip on the bottom of this sheet with you to the first session this Saturday.
