PARK BOARD OF
Village of Golden Valley
January 20, 1960 7:05 P. M.
The Park Board of the Village of Golden Valley met at its
regular monthly meeting at the Village Hall, Wednesday,
January 20, at 7:05 P.M. Present were Stockman, Petersen,
Reed, Ulstad, Snetsinger and Sullivan. The minutes of the
previous meeting were read and approved.
RECREATION: Mr, Reed's Recreation Report is attached. The
Board held a general discussion regarding a rink supervisor
for Lions Park. Mr. Ulstad will locate an older man from
Village for this job, and will notify Mr. Reed, The matter
of the purchase of Hockey Nets will be tabled until next
October. Mr. Snetsinger will discuss nets for Scheid Park
with Mr. Denzin, and Mr. Snetsinger reported that the lights
are almost completed at Scheid. The Board held a general
discussion on skating rinks for next year, and will hold an
inventory meeting on them in November. Mr. Ulstad and Mr.
Snetsinger will handle any rink problems in Mr. Denzints
absence. Mr. Reed will notify the Board at the next regular
meeting whether or -not he will be able to continue as Summer
Recreation Director. The Board and Mr. Ulstad held a general
discussion on the immediate hiring of the Summer Staff. Mr.
Stockman made a motion that with the recommendation of the
Park Board, Glen Reed commence hiring his staff for the
Summer Recreation Program. Dr. Petersen seconded the motion.
The motion carried.
BRIAN LKdSON: Mr. Ulstad stated he discussed this matter
with the insurance company, and that any claim has to be
filed within 30 days of an accident. An insurance adjuster
contacted Mr. Reed who filled out the proper form. Mr. Lawson
has been informed by Mr. Ulstad that he is not eligible to
collect any type of insurance from Golden Valley.
SWIMMING POOL PROJECT: Mimeographed copies of the Swimming
Pool portion of the November minutes were presented, and will
be mailed to all who attended that meeting. Mr. Snetsinger
will give them to members of the Council. Mr. Stockman will
attend the next Lions Club Board of Directors meeting, and
Dr. Petersen will discuss this project with the JC's. The
Board will then go before the Council, and ask that a
Swimming Pool Chairman be appointed.
PAUL ENGHAUSER: It will not be necessary for the Board to
consider financial aid for the public use of Mr. Enghauser's
pool.
BUDGET: Mr. Ulstad reported that in January, bills in the
amount of $291.19 were paid which can be taken from Board's
1959 budget. On this basis, $2721.29 of the Board's 1959
budget is left. Our Bond Issue Fund has received $850.75
from the investment of Bond Money in Treasury Bills. $52,000.
of the Bond Issue money is left. This includes the $5,000.
to be returned by the high school, but the amount set aside
in escrow would have to be deducted.

JC BENCHES: Mr. John Meyer of the JC's was present at our
meeting. The Board and Mr. Meyer held a general discussion
on the design and number of bulletin boards, benches and
tables. Mr. Meyer was informed that the present number of
park locations is seven. If picnic tables are donated, they
will be left mobile. If benches or bulletin boards are
furnished, the Park Board will decide upon permanent locations,
and will secure help from Village crew on the pouring of
concrete bases. The Board and the JC's will discuss this
matter at a future meeting.
GOLDEN OAKS PARK AREA - LAND NORTH OF PLYMOUTH: Mr. Ulstad
reported that the Board has acquired 10 acres of land on
Plymouth Avenue. He,,also, reported that it is just a matter
of time before the Board acquires a portion of the Bill
Cavanaugh land - 62 acres for $12M. There is nothing to
report on the General Mills land. The Board and Mr. Ulstad
held a general discussion on acquiring park land in Western
Golden Valley.
SHELTERS: The Board and Mr. Ulstad held a brief discussion on
shelters. The Board would like a recommendation from the
Council on material to be used in a shelter.
The Board and Mr. Ulstad held a general discussion on Park Board
operation under the new form of government in Golden Valley.
Mr. Ulstad advised the following:
1. The Park Board is an advisory board, the Council sets the
policy, and Mr. Ulstad administers it.
2. Bids must now go to Council.
3. The Park Board should hire people to take care of Board's
responsibilities and details, and the Board should only
advise.
4. The Council is free to determine size of Park -Board.
5. Mr. Ulstad further advised that there are no state laws
governing our Board under new government. He will
check policies in other Villages with similar arrangement,
and will furnish Park Board with a written report of how
it must operate in the future.
The Board and Mr. Ulstad held a general discussion on the hiring
of a full time recreation director in the event Mr. Reed is not
able to continue.
There being no further business, a motion was made to adjourn the
meeting at 9:05. The motion was seconded and carried.

1. The first iters: to be discussed should be whother or not we want to
hire a rink supervisor or not for the Lions' Club shelter. Bill Elsen
is not too interested in.it himself, but i feel that I cold possibly
work out a sciiedule with two college students. :ewe will_ protxably have
to pay $1.50 per hr. rather than the 1.25 as -we did last year.
2. Hockey nets. :tie have nets at Lions and at G.V. High school rinks, and
there is one extra set yet to be placed. Nets at the "iJ" cost well over
:„;100, but Ducky Johnson at the hpls. Park Board has blueprints we can have
for "practice” nets that are fine for our use — we can borrow them. These
nets are made of simple pipe, elbows etc.
3. Skating rinks. Arnie has finally gotten a break in the weather, and now has
been doing slot on our skating; areas. The boards just went up at the high
school, and tomorrow, the small boards w ill go in at regent and Papoose.
Seeman and Bolden Oaks will get small boards (new assembled boards) next
week for sure. Incidently Arnie is going on a months vacation, so will be
out of town for awhile.. he said Tom Snhhsinger can take his calls now. when
he is gone.
It. The Saturday basketball program is going strong, and the attendance has
maintained steady throught out. Carl Sandburg was not opened as we had
anticipated, due to school dedication — but we will be in there also this
coming Saturday, 23rd. We are hiring no extra personnel for this school,
just shifting some of the men around... also using two of Prof. Giles
students — — free.
5. The hockey program has been going; well according to Donald Viia the head
man. He now has scheduled some games with other city and suburban Pe6iee
teams. I'm sorry that I cannot get to more of their sessions, but Sat.
afternoons and evenings, I'm out of town or with our team. We have hired
Len Li.lyholm (Robbinsdale) a freshman hockey player at the IJ to assist Don
with the boys in hockey. P:iariu.uci also got a "deal" for 1}12.00 so they are
all equipped to play the game.
6. Ike Armstrong (athletic director) promised me that by the 27th of this
month I would know my status at the University. I thought that our meeting
was next week — therefore I have nothing to .report till then as to my
aval.lability next summer. I would hoviever, like to hhlp hire the staff
