she Park and Recreation Commission of the Village of Golden Valley met at a
special. budget meeting at the Village Hall, Wednesday, September 7, at 7:00
P.M. Present were Stockman, Byrnes, Petersen, Ewald, Green, Scheffler,
Sullivan, Ulstad, Denzin, Ferguson and Sullivan.
Mr. Stockman stated he had been contacted by Roy Swenson, 3603 Lynn Ave.,
Mpls. 16, Minn. regarding the Mason Fund Raising Candy Program. The Com-
mission held a general discussion. Mr. Stockman will advise Mr. Swenson
that the Commission will keep his Program in mind.
RECREATION PROGRAM FOR RT-�`' TAINDER OF YEAR: P,"r. Ferguson has completed his job
as Summer Recreation Director, and is no longer on the payroll. However, it
is necessary that we have a part time director to cover the winter activities
during the remainder of this year. Mr. Glen Reed has been asked if he will,
again, become our part time director for the duration of this year at a
salary of $100. a month for 3 months, and he has stated he will be happy to
do so. The Commission held a general discussion. Dr. Petersen made a motion
that we hire Mr. Glen Reed as part time director for the months of October,
November and December at $100. per month for these 3 months. The motion -was
seconded and carried. Mr. Reed will be notified. If a full ti=ne director is
hired, he should begin January 1, and he should be qualified to handle parks
as well as recreation. The Commission held a -general discussion on Jerry
Ferguson, and it is the general opinion that if a full time director is hired,
he should be given first consideration. The Commission held a discussion on
S.R.A. activities.
BUDGET: Parks Mr. Denzin was introduced to the newer Commission members, and
his job was explained. Mr. Ulstad stated that Mr. Denzin's salary of $100 per
month no longer comes from Park funds, but that we will continue to have his
services. Mr. Denzin gave his recommendations for equipment and material for
1961, and the Commission discussed Mr. Lindblom's recommendations. The Com-
mission will ask for a $30,750 Park budget for 1961.
Recreation The Commission and Mr. Ferguson held a general discussion of this
year's Recreation Program. Mr. Ferguson suggested a $20,185. Recreation Budget
for 1961: $11,100 staff of 24
2,100 part time director
3,035 winter recreation
4,950 summer recreation

Mr. Ferguson and the Commission held a general discussion on a full time director.
Mr. Ferguson stated that some directors are furnished with cars while others
receive a 7 or 8� mileage rate, and that a director's salary could start at
$6312. a year plus $400._ mileage. This would mean $4612. in addition to the
x,;2100. we already pay a director. A full time director would bring the
Recreation Budget to $24,797.
This would bring ou-r total 1961 Park and Recreation Budget to $55,547. Our
present mill levy is figured on 13,600 which would mean we would be asking
for 4.1 mills. The Commission and Mr. Ulstad held a general discussion. IIIc.
Green would like to develop the parks we have, and spend less on Recreation.
Mr. Ferguson suggested that the Summer Staff might be out in order to secure
a full time director. Mr. Ulstad will go before the Council in a week. and

will ask for 4 mills. If we are cut to 3.5 mills, he feels we could still hire
a full time director by cutting down on the Summer Program. On the basis of
4 mills, our yearly budget would increase $4000. a year.
There being no further business, a motion was made to adjourn the meeting at
10:45. The motion was seconded and carried.
