PARK AND RECREATION COMIISSION OF
Village of Golden Valley
October 26, 1960 7:10 P. '14.
The Park and Recreation Commission of the Village of Golden Valley met
at its regular monthly meeting at the Village Hall, tiTednesday, October 26,
at 7:10 P.M. Present were Stockman, Byrnes, Petersen, .Ewald, Green, Sullivan,
Scheffler, Ulstad, Snetsinger, Reed and Sullivan. The minutes of the previous
meeting were approved with one correction. Under BUDGET , the sentence The
Commission feels that with the millage rate going up each year, 3.5 mills will
take care of our needs was changesto-read The Commission feels the t- with the
assessed valuation going up each year, 3.5 mills will take care of our needs.
The Commission held a general discussion on the questions it will, ask T.r. Doell
when he visits our meeting later tonight.
BUDGET: Mr. Ulstad passed out a sheet covering our 1961 447,600. budget broken
down by departments. The purchase of equipment was discussed, and it was decided
we will make no major purchases until Spring. Our full-time Director can dis-
cuss our needs with Tdtr. Denzin at that time. For this hinter -we can use Village
equipment. Tor. Ulstad will discuss the necessity of the immediate purchase of
any small equipment wl. th 314,r. Denzin.
SKATING ARELS: The Commission and lex. Ulstad held a general discussion on the
skating areas fbr this Winter. Mr. Uls tad will discuss the following list of
possible locations with I4r. Denzin, and report at our next meeting.
1. The Church at the S.71. corner of Medicine Lake Road and 1111innetka.
2. Northern part of Golden Oaks Park at Ylesley Drive.
3. Golden Oaks Park.
4. Z'lestviewSchool.
5. Lions Club Park - three rinks.
6. Seeman Park.
7, Natchez Park - two rinks.
S. Honeywell land - East side of Douglas.
9. Carl Sandberg School - John Sullivan will check this one.
10. Papoose Park.
11. Noble School.
12. Scheid Park.
13. Regent Park.
14. Golden Valley High School.
This is a total of 17 possible rinks. The Commission agreed on three factors
which must be taken into consideration before it can consider to provide a
skating area on any land that is not park property.:
1. The land must be located in an area where we cannot provide any other skating
facilities.
2. The Village must be in a position to maintain the location.
3. The location must be open to the Abulic.
Mr. Ulstad will make maintenance provisions that our rinks will be cleaned on
week ends, if we should have any heavy snows during this time.
LIGHTS AT GOLDEN OAKS PARK: Lir. Snetsinger reported that the lights are now up,
and that 11lorthern States Power should supply the power by next week. We now
have lights at Seeman, Natchez, Papoose, Lions, the High School and Golden Oaks.
S<'tI 1TV!ING POOL PROJECT: 11r. Green reports the Committee has held no recent
meetings. The Commission held a general discussion, and decided to table the
Swimming Pool Project until some future date.
October 26, 1960, Minutes continued:
11R. CHARIES DOELL: 'Ir. Doell was introduced to the Commission. The following is a
resume of his talk with us. The questions are by the Park Commission, and
the answers are by Mr. _Doell.
QUESTION: We have $242.1 in Bond Issue monies left. Can. you give ue your
thinking on shelters for Golden Valley?
MVER How many locations do you have in mind, and how many shelters do
you want? How much money do you want to spend? You will probably want to
Put something a little larger in Lions than in any of your other locations,
and Lions Park should be well planned before you do anything. You can spend
anywhere from $1021 to �T�4021 - depending on construction and material. The golf
shelter building cost ,$7500., and it is not too far off from the general plan
you might want. This shelter has two toilets, a place for the serving of re-
freshments and a little terrace. You might use this elan except that the toilets
should be larger. You would, also, want a place for mechanical equipment, and a
place for the equipment that is used in the field such as a mower, etc. You
would want one end of the building built so that it could be opened in the Summer,
but closed in the 17inter. This would add to the cost of $7500., but $15111would
do it for sure. The constructions would be the same -- wood and some brick -- but
no ceramic tile. You might use country block. However, this building could
easily be defaced. In Lions Park you should have the Entire park designed first
so that you know about locations, so that no mistakes are made in grades and to
make sure that everything fits. Grades look simple, but this is not so. The
building should be permanent. You should spend $152. to !?20M at this location.
On a recent trip I saw some toilet buildings similar to what we build it Minne-
apolis. They were supplied witL water, had sewage .disposals, one room for
supplies and two toilets. They were constructed on the outside *ith country
block, and cement ena_me 1 was used on the inside. They cost $2T2l to $3021 each.
This does not include the black -top outside. They are heated with a blower
system which has been very successful. Sitilar shelters in Minneapolis cost
from $35TH to -$402.:. A shelter should be a deface -proof as possible, should be
constructed so that maintenance is kept at a minimum and should be as automatically
operated as possible. Golden Valley's shelters will have to be taken care of,
and I know you will want them well designed from an appearance standpoint. Your
Village Engineering Department could help.
QUESTION: If you were sitting on the Park Commission, would you start with
smaller shelters, or m uld you construct one at Lions?
AN91iER: Lions Park will be your Community Center Park. Golden Valley should
only have one such park. This park needs to be very carefully designed. Get
this design first, and take your time with a shelter. Do not construct it this
year. Take any park you want to, and lay your plans now. Any park that grows
up in a haphazard way e r-' s up being hard to work wi th and hard to operate. The
designing probl6m is for an expert. Get your plans, and then start working. I
feel.that Lions is the first need, but if you do not have enough money for this
park, go elsewhere. Lions should have two toilets, room for mechanical equipment,
and, also, room for any tools that are needed in that location. You will need
room for a mower and etc., if a man is going to work there. However, if a crew
comes in, you don't need an equipment storage room. The Recreation Director must
have a place where he can be alone, an area that may be locked up. You must have
a small area for refreshments. You will want an open terrace that can be en-
closed in .the Winter with slidding doors. You will want a skate changing room
with an area of boxes to be used for checking personal articles without the use
of an attendent. This room sixruld be big enough to carry on craft activities
in the Summer, but not so big that it becomes a loafing room in the VFinter.
QUESTION: How do you feel about the Pease Dome at Golden Oaks?

ANS4'4'ER: Have you ever thought of getting together with Plymouth and using

be improved. You should keep in mind that a swimming; pool is a capital
investment, but, also, there would be some operating expenses. I know pools
are popular, but I have never thought they should come first. I believe the
people should come to you, you should not go to the people. However, you
should be ready with a location when the people do come.
QUESTION: You know that the Lions Club has come to us regarding a Swimming
Pool Project, and that a Committee to investigate this matter has been formed?
ANSEFZ: A swimming pool should go in a play -field type of park such as Lions.
It may be worth the extra money to put it there.
QUESTION: Traffic in Lions is bad.
ANgTM: Things change with the tames, and parking is one of them. Now schools
need parking, and this was not true a few years ago. A central parking area
may be used b -r different activities which operate at different times.
QUESTTON: Lions Park is a play -field t pe of park. Would it be fair to ask
you at this time if we should improve this park rather than improve other
parks in the Village?
ANS17ER: This would seem logical, but I do not know enough about it. You
must have a plan first. I would recommend that you take the parks, one by
one, and mke a picture.
QUESTION: 'J`lhen we have all of our sketches, should we complete one park?
ANSWER: When you go after a Bond Issue you may have to appeal to a dif-
ferent part of your Village. You have to judge the temper of your people.
I feel you would have to improve various sections of town, if you are going
to get another Bond Issue*
QUESTION: Bond Issue 'has been well spent, but it doesn't show.
AN=: How are you planting?
Q?JT�STION: We have not done much planting.
AuNOIC,R: You can put in some things that don't cost a lot.
QUESTION: What are your philosophies on a full time Director:
ANSWER: He should have a recreation background with experience, and he
should know how to care for park facilities. He should know the horticulture
end of the business. The University of 'Minnesotahas a Recreation School, but
it cines not have a school for Parks and Horticulture. There are a few park
:management schools, but I do not feel you would be able to hire a graduate
from one of them. You need a man with all-around experience, but you may have
to take a man fresh out of school -- perhaps someone from the University of
Minn eso ta.
ANSWM1 : I have no opinion. In some areas for
Summer it will

for its ultimate population, and that now is a
time to acquire

Doell was advised that we have a minimum amount of the land we

present time, that we have layouts of our various parks and of
the way we
are proceeding to secure additional land. Mir.
Doell stated he

and advise.

October 26, 1960, Minutes continued:
QUESTION: Can a person dig out information, if he does not have the experience?
ANSPVER: Yes, I have been digging for 50 years.
QUT33TION: Nhat salary do you feel we will have to pay a full time man? We
have set '6500. as the minimum.
ANSWER: You could get a good man for 7M or see"B"S a year.
QUESTION: Should we make pari; maintenance a part of the job?
ANS'NrR: If you are not in a hurry, write to the American Institute of Park
Executives. Tell them the salary, and what you want.
QUETION: Should the plans for the parks be in the form a layman can read or
should they be architect's drawir_gs?
ANS72: If they will be shown to the people, it m uld help to have them in
color.
Mr. Doell stated that he will be away from Minneapolis during the first two
months of 1961. We will call him when the sketches we already have are ready
for discussion, and he wi ll come to the Village Hall,
RECREATION REPORT: Mr. Reed's report is attached. The Commission and Mr. Reed
held a general discussion on pull -over jerseys for football, basketball and
hockey. Dr. Petersen made a motion that we purchase 4 dozen sleeve -less pull-
over jerseys at $53.00. The motion was seconded and carried.
The Commission, Mr. Ulstad and 11r. Reed held a general discussion on applications
for the hiring of a full time Recreation man. It was decided that we must im-
mediately advertise for a man. Mr. Ulstad will call Dr. Fitzgerald, and will
then prepare the farm. Both Dr. Fitzgerald and 1.2r. Doell have offered their
services duri.n` the interviews with the applicants.
There being no further business, a motion was made to adjourn the meeting at
10:25. The motion was seconded and carried.
