1-25-1962Minutes of the Regular Meeting PARK AND RECREATION COW ISSION OF Village of Golden Valley January 25, 1962 7:00 P.M. The Park and Recreation Commission of the Village of Golden Valley met at its regular monthly meeting at the village Hall, Thursday, January 25, 1962 at 7:00 P.M. Board members present: Mr. Ray Stockman, Mr. Max Green, Mrset Laura Scheffler, Dr. Ray Petersen, Mr. John H. Sullivan. Board members absent: Mr. John Byrnes and i,'r. Graydon Ewald. Also, present were: Mr. John Brenna, Director and vIiss Patricia Lynch, Secretary. The minutes were approved as written. In the absence of Chairman Byrnes, Dr. Ray Petersen conducted the meeting. ELECTIO OF OFFICERS: Mr. Stockman nominated Dr. Petersen for office of Chairman. The nomination was seconded. Mr. Max Green moved the nominations be closed. Motion was seconded and carried. Mr. Stockman further moved that the nomination be unanimous. This motion was seconded and carried. Dr. Petersen was unanimously elecyed Chairman of the Park and Recreati: n Commission. The new Chairman, Dr. Petersen, called for nominations for the office of Vice - Chairman. Mrs. Laura Scheffler nominated Mr. John H. Sullivan. Nomination secoded. Mr. 1viax Green moved the nominations be closed. Motion seconded and carried. Mr. John Sullivan elected as Vice -Chairman. Mr. Stockman suggested an article be put in the Suburban Press on the new officials. NES! Surplus 2,087.00 Contingency 5,500.00 X63, 591.OU- In relation to the Bond Fund, an additional 415,000.00 was appropriated from the General Fund. There must be a proposal on what it is to be spent for before being spent. The contingency fund can be used for andadditioval man or piece of equipment. Mr. Brenna expressed that he felt the Park and Recreation Department can out well on the budget. NEW BOARD TERMS: Mr. Graydon Ewald and Mr. John H. Sullivan were reinstated on the Commission. Their terms will expire December 31, 1964. SWITvMI':IG POOL: Mr. Brenna stated he had sent for information from different locations on information pertaining to swimming pools. He said he received much general information on construction and maintenance of a pool but very little in regards to price and financing, either jointly or singly. i�lr. Stockman said the Pool Committees should come and present the facts. The 1 1 1 Board cannot make a position be cause of lack of information. The question was raised as to whether a joint venture such as the School District and the Village is legal. The Commission wants to find out answers to question such as this and others before taking a firm stand. The Commission has not been informed on this matter and feels that Mr. Ulstad should be informed. Mr. Stockman made a motion that the Park Board take no action onaan outdoor pool or an indoor pool until more complete information be brought in and further that the Recreation 'irector not be required to meet with the Council until that time that both the Commission and the Director concur and are fully informed and inffull agreen ent on the needs of the Village. Mr. Sullivan seconded the motion. Motion carried. It was suggested that a letter be written to the Council to the effect that the Pool Program was not working effectively and the problem be put back in the Commission's hands. Mr. Max Green made a motion that the Park and Recreation Commission respectfully advises the Council that it is felt the best way to expedite the development of a swimming pool is for all groups to coordinate through the Commission after which the commission will then adivse the Council of the action the Commission recommends is in the best interests of the Community. "r. Stoc'Man seconded the motion. Motion carried. The Commission then went on the discuss if it had been found out if the Community wanted a pool. It was felt it would be best to establis this before going ahead. This infbrmation would give impetus to the pool program. Interested and competent people are the ones who should be employed in this field of survey work, after which phases for the development of a pool could be followed, so the people of the community can see what has to be accomplished. The Commission can then give the outline of direction. CURRENT PROGRAM: Mr. Brenna explained the scale model of Woodlawn Park and how it was developed. A plan is first sketched on paper hien transfered to tracing paper from there to a blue print and on to a scale model. Trees will be pla-nted on this area and a belt of trees wi_l be put in the low area of the Park under which a culvert will be placed to take care of water drainage. A shelter house will be added for year around use, two softball diamonds and apparatus and hard surface areas for the different age divisions. it was felt consideration should be given to a singles tennis court for this area. The next scale model park will be Natchez, thereafter following, Lions Club, Wesley and Scheid. Mr. Brenna hopes tD have these complete by the end of Karch. Mr. Stockman suggested metal shelving bg purchased to store the models and keep them from being damaged. Mr. Brenna explained that by means of colored pencil the progress of each park would be marked yearly. Mr. Brenna said the Street Department has helped a great deal this winter in connection with the rinks. All of the rinks have had good play. Two men have been employed for the warming houses and are working well with the youngsters. A contractor at General Mills called and offered to five some clean fill consisting of broken blocks, which is being deposited in fiesley Park. At. Viestview and Sandberg Schools the initial floodings were mode. The Park and Recreation Departmentshas tried to make it a policy of not going on private property. The ice is not hick enough for heavy equipment to be put on small ponds. Mr. Brenna feels there should be a definite policy set concerning private property and ponding areas. Discussion then moved to the purchase of a 3/4 ton truck which could be purchased for about $3,200.00. A portion of the $5,500.00 would take care of this. After a heavy snow the rinks have to wait until the streets have been plowed beofre the rinks can be taken care of, which amount s to perhaps, two days. Another man is needed of ehlp Richard Ulrick, this is necessitated by the large area which he must cover by himself. Mr. Ray Stockman made a motion that it be requested of the Council they put out bids for purchase of 3Aton Pick- Up Truck with dump box and blade fcr Park and Recreation use. Mr. John Sullivan seconded the motion. Motion carried. Mr. Brenna mentioned that some 10,000 trees from the State Department have been ordered. The order includes White Ash, Maples, Green Ash, White Pines and Jack Pines. A question was raised concerning the Little League. lar. Brenna said the old Farm Teams will be under the Park and Recreation Department. i'ir. Brenna then turned the commission's attention to the Display hoard which had been set up, and explained the activities: Teen Dances, one night a month, Hockey, Basketball, Swimming Instruction, Synchronized Swimming, Swim Team, Women's Volleyball, Adult Dance and men's V.)lleyball and Basketball and Senior Gitizens. A meeting of the Robbinsdale School borad and the Park and Recreation Commission was brought up. Mr. Sullivan stated that a brief agenda must be made up first and then an appointment can be made with the secretary. It was felt this should be done before May, and that this meeting was necessary for furthering betl�er relations. Mr. Brenna informed the Commission of some land available in Madsky's Addition. The land is about 3 to 5 acres with a pond situated in the middle. The assessrm nts would have to be paid. With no further business, Mr. Sullivan moved th e meeting be adjourned. <?r. Confirmation of Golden Valley's Beautiful Buildings: Golden Valley Citizens can be justly proud of their beautiful new civic and commercial nterprises. The Western Mineral Products Company at 7425 Olson Memorial Highway and Upjohn Company at 4650 Olson Memorial Highway were recently recognized by the Men's en Club of Minneapolis for landscaping and beautification of grounds. These companies two of only four firms granted awards in the metropolitan area. After a snow storm, arterial highways are plowed first, then residential streets. The cost of snow removal over the week—end is approximately 3900.00 to $1,000 per day; during the week, the cost is $450.00. Give Your DSA New Lease On Life;;; Golden Valley dog licenses for 1962 are now available at the Civic Center for the sum of $3.00. Please secure your dog's license as soon as possible. Please contact the Village Engineering Department for petitions for public improvements. All. petitions should be obtained and returned early in the year in which the improvement is planned to be constructed. "Burning of the Greens": The Golden Valley Jaycees, assisted by the Golden Valley Fire Department, Civil Defense Auxiliary Police, Councilman Leonard C. Bies, and six junior high girls, participated in the ceremony "The Burning of the Greens". A large group of village residents watched the ceremonies on Sunday, January 7, 1962. Roger K. The Golden Valley Community Theatre is sponsored by the Adult Education Division of School District 275, and offers many fields of interest to those interested in the theatre. Anyone may attend. There will be entertainment and refreshments will be served. Tickets for "The Matchmaker" can be secured through Mrs. Seaman. The 1961 tax statements will be in the mail on or about March 15th. Due to an increase in the mill rate in all school districts, you will note an increase in the general tax homestead and general tax. This increase is, in no way, affected by the reappraisal program which has been taking place the past two years. If your property values are increased due to this program, you gill be notified by the Assessor's office at a later date.
