Village of Golden Valley
August 30, 1962 7:00 P.M.
The Park and Recreation Commission of the Village of Golden Valley
met at its regular monthly meeting at the Village Hall, Thursday, August
30, 1962, at 6:45 P.M. Board members present: Dr. Ray G. Petersen,
Chairman, Mrs. Laura Scheffler, John L. Sullivan, Max Green, Jo'gn Byrnes,
and Ray B. Stockman. Board members absent: Graydon Ewald. Also present
were John L. Brenna, Director and Patricia Lynch, Secretary.
The commission met fifteen minutes earlier for the purpose of visiting
some of the park sites presently under development. The parks visited
were Wesley, Woodlawn, Scheids, Natchez and Yosemite.
The meeting was called to order at 8:00 P.M. by Chairman Petersen.
He then called for the approval of the minutes fromtthe June 28, 1962 and
July 26, 1962, meetings. Mrs. Laura Scheff ler moved they be approved,
John Byrnes seconded the motion. Motion carried.
Mr. Brenna then took the floor to explain the outcome of the past
summer. He did so by means of a comparison sheet (see attached pages).
He further explained that the department had had a fine summer staff,
who did an excellant job. The abundance of rain during the past summer was
a hinde ranee. Attendance did go up in spite of this impediment.
It was suggested that the Baseball program be started earlier in the
spring as the boys are anxious to play -,ball before school is out.
September 15, there will be registration for football.
Senior Citizens have grown in size and attendance. At their next
meeting the grolp will bote on their constitution and by-laws. Their
number now totals 88.
Ice skating: The department hopes to provide as much ice skating as
they can with the present Park Development Program. An ice shaver is
being constructed for use on the rinks this winter.
Teen Dances: Teen dances have been poor throughout the summer but
are expected to improve. Dances will be scheduled twice a month during the
winter.
SWIM POOL PROGRESS: Mr. Brenna then turned the commission's attention
to the folders' containing minutes of the meetings of the Swimming Pool
Steering Committee from the first meeting up to and including the last to
date.
Mr. Brenna. mentioned two items which have come up recently. The
first being a play area for the South Tyrol Hills residents. Mr. McCarthy
owns the two acres in question. He wants to sell.
The second item is a Go -Cart Track. Sandberg School has given the
'go-ahead' on having it in the parking lot. The Police Department could
take over the activity and stress the safety angle. It could be scheduled for
an hour or two on Sunday.

BOARD PROCEDURE: Mr. Brenna explained that he felt a Board Manual should
be compiled for use by old members and newly appointed members. A new
member could easily get caught up with the use of a manual. The manual
should contain such items as board philosophy, (their idea of thinking),
the ordinances, an organization chart (how the Park Board is related to
other organizations), the current budget, minutes from the previous year
meetings, thelast annual report, the policies that have been voted upon,
relationships with the Council, and attendance (requiring a certain number of
meetings attended).
It was felt that this would require a special meeting and that the
board members should be thinking about this.
7JDGET: The mill levy question is still undecided and won't be known for
another week. This is due to the county re-evaluation. It was suggested
that a specila meeting be held to review the porposed budget. It was set
for September 11, at 7:00 p.m.
With no further business Max Green moved the meeting be adjourned.
Ray Stockman seconded the motion. The meeting adjourned at 9:05 P.M.
