5-21-19642?9 Minutes of the Regular Monthly Meeting PARK AND RECREATION COMMISSION OF VILLAGE OF GOLDEN VALLEY May 21st 7;30 P.M. The Park and Recreation Commission of the Village of Golden Valley met at its regular monthly meeting at the Village Hall, Thursday, May 21, 1964 at 7:30 P.M. Board members present: John H. Sullivan, Chairman, Graydon Ewald, Raymond Petersen, John Byrnes, Stanley Anderson and Laura Scheffler. Board member absent: Elroy Roelke. Also present: John L. Brenna, Director, Cindy Olson, Secretary and Mr. Sam Fisher, Hennepin County Traffic Engineer. The meeting was called to order at 7:35 P.M. by Chairman Sullivan. The minutes from the April 16th, 1964 meeting were then called for approval. John Byrnes moved they be approved. Graydon Ewald seconded. The minutes were approved as written. SCHEID PARK ACCESS Mr. Brenna related the problem confronting the people living north of C.S.A.H. 66 trying to cross over to Scheid Park. He stated that he and Mr. Sam Fisher, Hennepin County Traffic Engineer, had looked at the site. Mr. Brenna then introduced Mr. Fisher. Mr. Fisher stated that many of the children crossing would be of elementary age and should have adult supervision crossing the highway. He suggested warning signs indicating pedestrian crossing, paint on the roads and crosswalk signs. He stated that the speed limit will be lowered from 40 m.p.h. to 35 m.p.h. and the area can be established as a playground area. John Sullivan asked if people heeded these signs. Mr. Fisher said that they do help for a while but the people soon become immune to the signs. Stanley Anderson stated that there is a blind approach coming West on the highway and signs will not help. He felt that supervision would be difficult for an entire day and that every means of safety should be taken. Raymond Petersen stated that even he would be afraid to be responsible for a group of children on such a heavily traveled area. Mr. Fisher suggested that he go ahead and have the County put up a series of signs. The Village must keep up the maintenance of the painted pedestrian crossing after they are initially installed. Raymond Petersen questioned the possibility of an island in the center of the 4 lanes of traffic. Mr. Fisher stated that this would not be possible since there is not enough room. Stanley Anderson inquired about a foot bridge. Mr. Fisher said that it was very unlikely that we could meet the requirements. The County has installed only one,foot bridge and it cost between $35,000.00 and $10,000,00. The standards of the National Bureau of Public Roads for pedestrian signals is 600 vehicles per hour for 8 hours out of 24 and 150 pedestrians for any 8 hour period. He felt that a stop sign would cause rear end acci- dents because of the blind approach. He suggested that we write to the County Engineer for information on a foot bridge, and possibly take a survey among the parents and see how much supervision would be available. by alternating days and walking the children or even driving them across. The Park and Recreation Commission decided to go to the Safety Committee and the Council and request them to endorse a letter to the County Eng- ineer informing them of our desires. 230 Meeting - May 21st, 1964 1964 DEVELOPMENT PROGRAM Mr. Brenna explained the work being done in the different park areas and approximately what will be accomplished by the end of the summer. RECREATION Mr. Brenna explained when the summer program will begin and what activities will be offered this year. DUTCH ELM PROGRESS REPORT Mr. Brenna informed the Park and Recreation Commission of an informal meet- ing with the Village Council and the Dutch Elm Committee. The Dutch Elm Committee members presented an Ordinance to regulate the control of Dutch Elm disease. The Village Attorney will look it over. A trimming program was recommended for all trees on Village owned property and an annual trimming program involving all Village owned trees. A spraying program was also recommended for any diseased tree. A 500 foot area around the tree will be sprayed and the diseased tree will be cut down and burned. The Committee felt that a Street Tree Program be enacted, involving a study by a professional. The next regular meeting will be held on June 25th at 7:30 P.M. There being no further business, Raymond Petersen moved the meeting adjourn. John Byrnes seconded. The meeting adjourned at 10:00 P.M. 1 1 1
