2-17-1966REGULAR MEETING OF THE GOLDEN VALLEY PARK AND RECREATION COMMISSION February 17, 1966. A regular meeting of the Golden Valley Park & Recreation Commission was held on Thursday, February 17, 1966, at 7:00 p.m. at the Golden Valley Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman Elroy Roelke presided and the following members were present: Stanley Anderson, John Byrnes, Daniel Oukrop, and John Sullivan. Members Absent: Raymond Petersen, and Laura Scheffler. Also present were Roger Ulstad, Village Manager, John Brenna, Director, and Phyllis Jordahl, secretary. A motion by Stan Anderson, seconded by Dan Oukrop, to approve the minutes of the January 27, 1966, meeting, as mailed, carried unanimously. DISCUSSION OF BROOKVIEW GOLF COURSE Mr. Ulstad, our Village Manager, informed the Park and Recreation Commission of the Village Council's request for a member or members of the Park and Recreation Commission to serve on a committee that would investigate the feasibility of acquiring the Brookview Golf Course, as a municipal function. It was moved by John Sullivan, seconded by Dan Oukrop, to appoint Gene Roelke and Stan Anderson to serve on the investigating committee. The motion carried unanimously. PARK DEDICATION LAW Mr. Brenna presented the statics of the New Park Dedication Law and related happenings of previous meetings with the Plat Committee of the Planning Commission and the Planning Commission proper. Mr. Brenna stated the Plat Committee favored the New Dedication Law in theory and in principle, but the Planning Commission, proper, did not. In light of the Planning Commission's stand, we are left with the following alternatives. 1. Proceed to the Village Council without the favor of the Planning Commission, and present our case in behalf of the Park Dedication. 2. Consider a one mill levy for acquisition. 3. Consider a bond issue again in the future. Gene Roelke stated we should proceed with the Park Dedication, but first consult our Village Attorney, asking for his opinion regarding the risk in possible Law Suits. Minutes of the G V Park & Recreation Commission 2-17-66 Page 2 URBAN BEAUTIFICATION PROGRAM Mr. Brenna explained the possible Urban Beautification Program Funds which might be available for the Village of Golden Valley's Park Department. Mr. Brenna presented a map and charts to explain thoroughly how these monies might be obtained. A motion by Dan Oukrop, seconded by Stan Anderson, to proceed with the application for the Urban Beautification Program carried unanimously.
