4-28-1966REGULAR MEETING OF THE GOLDEN VALLEY PARK AND RECREATION COMMISSION April 28, 1966 A regular meeting of the Golden Valley Park and Recreation Commission was held on Thursday, April 28, 1966, at 7:00 p.m. at the Golden Valley Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman Elroy Roelke presided and the following members were present: Stanley Anderson, Daniel Oukrop, Raymond Petersen, John Byrnes, John Sullivan. Members absent: Laura Scheffler. Also present were: John Brenna, Director and Dolores Peterson, Secretary. Minutes of the March 31, 19663, meeting were approved as written. HAMPSHIRE PARK ACQUISITION Mr. Brenna related that the owners had agreed to sell said property for $8,250, which was the appraised price. The abstract for the property was sent to our Village Attorney, and in return a favorable opinion was brought forth. At this time we are awaiting the deed to the property. Mr. Tom DeCola, who currently is plotting a city block for home - sites, has available approximately 30,000 yards of fill. He has asked if we might be interested in purchasing the fill. In that the fill is located approximately two blocks from the park, the needed material is indeed a godsend. MOVED by John Sullivan, seconded by Byrnes that we proceed to negotiate with Mr. DeCola for the above mentioned material, carried unanimously. LAKEVIEW HEIGHTS ACQUISITION At this time Mr. Brenna showed members of the Park & Recreation Commission those lots purchased to date and those remaining before total acquisition. Of the 8 remaining lots, 6 will become delin- quent in September, 1966, one is in probate court and the other we have had no word from the owner. Mr. Brenna will send a registered letter to the owner who has not replied. CRYSTAL PARK BOARD INFORMATION At this time Mr. Brenna made mention that the Crystal Park Board would like a joint meeting concerning development of their new park located north of Golden Valley's Lamplighter Addition. Mr. Brenna mentioned that the Crystal Park Board was waiting for some information from the Federal Government concerning said park and as soon as they had received the information they would call for a meeting date. 1 1 1 Minutes of the G V Park & Recreation Commission 4-28-66 Page 2 GOLF COURSE At this time Mr. Brenna brought forth a brief resume of the Golf Course Study that was made on the Brookview Golf Course. Mr. Brenna stated that the study reflected the operations of five Minneapolis courses, three St. Paul courses, one in Ramsey County and the new Braemar Course in Edina. The study relates a mode of operation likened unto the Braemar situation where a patron card is issued to the local resident for a reduction on green fees and certain other privileges. The green fee itself is listed a bit higher than Minneapolis, St Paul and Ramsey County and a bit lower than Braemar. It was felt that keeping the rates a bit higher would reduce the number of players and give residents more activity. The study also includes suggestions for use of the Club House, other than golf, and a use for a numicipal swimming pool. Members of the Golf Committee include: Paul Senstad, Planning Commission representative; Cliff Teresi, City Council; and Gene Roelke, Park and Recreation Commission. The committee is charged with the fact finding task and an ultimate report to the Village Council. Mr. Brenna mentioned that a copy of the Golf Course Study will be sent to each Park & Recreation Commission member so all concerned are kept abreast of the latest developments. CONSTRUCTION - 1966 At this time Mr. Brenna reviewed the 1966 construction schedule: LIONS CLUB PARK - S. -L2 - water system, turf and softball diamond N. 2 - Black dirt, water system, trees & shrubs WESLEY PARK - south half - grading, black dirt, water system, trees and shrubs. HAMPSHIRE PARK - Fi l l WOODLAWN PARK - Shelter and hard surface area NATCHEZ - Sun shelter and hard surface area YOSEMITE PARK - Hard surface area and playground equipment SCHEID - Seed and fencing MEDICINE LAKE STUDY COMMITTEE - The Medicine Lake Study Committee is charged with the responsibility of developing a master plan for land usage around Medicine Lake. The plan calls for upgrading and beautification of the lakeshore and its environs. The Committee has been officially recognized by the Village Councils of Plymouth, Medicine Lake and Golden Valley. Can Oukrop has been appointed our liaison member representing Golden Valley. 1 Minutes of the G V Park & Recreation Commission 4-28-66 Page 3 BOND FUND EXPENDITURES 1965 Mr. Brenna stated that he will bring forth the 1965 Bond Fund Expenditures showing the breakdown for each park and balances left on the 1965 Bond Issue at the following meeting.
