6-8-1967REGULAR MEETING OF THE GOLDEN VALLEY PARK & RECREATION COMMISSION June 8, 1967 A regular meeting of the Golden Valley Park & Recreation Commission was held on Thursday, June 8, 1967, at 7:00 p.m. at the Golden Valley Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman Roelke presided and the following members were present: John Sullivan, Dan Oukrop, Stan Anderson, Members absent: Roy Yamahiro, Dr Petersen, John Byrnes Also present were John Brenna, Dig ector, and Secretary Phyllis Jordahl . APPROVAL OF MINUTES The minutes of the April 27, 1967 meeting were approved as written. _ BROOKVIE W The referendum of the Brookview Family Recreation Area Acquisition in the amount of $1,600,000 was quite a Victory. A lot of hard work from the original committee of three members, then the 17 man Steering Committee, the community -wide effort in coffee parties, district meetings, various publicity, the Open House the preceeding Sunday, made this referendum a success. Now we must formulate plans to let the people know just what this acquisition means to them. We feel this acquisition will increase the value of the homes in the Golden Valley area, and will be an attraction for many more people. Much discussion ensued over the Brookview subject. Letters of appreciation will go to some 90 personages. RESOLUTION NO 1 MOVED by Dan Oukrop, seconded by Gene Roelke, carried unanimously Whereas, at the Special Bond Issue election of June 6, 1967, by a majority referendum vote, the Village of Golden Valley was authorized to acquire the Brookview Recreation Area. And whereas, the determination was by the result of a substantial official majority of those voting and that the total ballots cast, being on of the largest recorded turn out at a Village Election reflecting a broad and substantial and decisive community interest in the benefits of the acquisition And Whereas the determination of each voter was made in part in reliance upon the preliminary statements relative to anticipated costs and expenditures, facilities and operations as were made by the special negotiations committee selected by the Village Council, the Park & Recreation Commission and the special Steering Committee and sub -committees thereof And whereas the foregoing not withstanding the final responsibility and authority for expenditures for a new facility and revision of existing acilities and operations and charges to be levied therefore remain with the Village Council and through them the Village Manager. Now therefore, it is hereby resolved and recommended to the Village Council that in determining from time to time the nater e of expenditures relative to the Brookview Recreation Area and the detail and nature of operations, consider- ation be given to the prior recommendations, statements and information by the aforesaid committees as prepared and made available to the citizens as a whole, relative to the Brookview Recreation Area. RESOLUTION NO 2 MOVED by Dan Oukrop, seconded by Stan Anderson, carried unanimously Whereas the Brookview Country Club is to be acquired by the Village of Golden Valley to be used as a general recreation area with contemplated facilities to include park and picnic areas, playgrounds, swimming, teenage and senior citizens activities, golf and golf instruction activities and like programs of the nature presently conducted by the Village Park & Recreation Department and Whereas, it is the interest of this Commission that the activities of the Village shall be carried on in an orderly manner with a minimum of dupli- cation of equipment, labor and executive costs and Whereas the operation of the Brookview recreation area is of a nature compatable and comparable to that of the overall Park & Recreation Department and the Village would obtain maximum utilization of present and future program by an assimilation of the operation and responsibilities into the present Park & Recreation Department And Whereas the Park & Recreation Department presently has and it is the hopes of this Commission to continue to have responsible and exceptionally qualified leadership operating and under the guidance d the Village Manager and Village Council And Whereas to establish a seperate department in the nature of a Park Dept. for the sole purpose of operating the Brookview Recreation Area would result in a duplication of activities, man power and equipment and a source of confusion of Village activities not in the interests of good government. Now therefore it is hereby resolved and recommended to the Council that the operations of the Brookview Recreation Area shall be under the supervision of the Village Council and Village Manager through the Park & Recreation Department and the Park & Recreation Director. RESOLUTION NO 3 MOVED by John Sullivan, seconded by Dan Oukrop, unanimously carried 1 1 G V Park & Recreatinn Commission Minutes 6-8-67 Page 2 Whereas, this Commission has been appointed by the Council as an advisory committee to consider and report to the Council and Village Manager on the conditions and requirements of the Village Park & Recreation program and facilities. And wh a-reas the Village Park & Recreation Program has in the past years since initiated has substantially increased in size and scope; And whereas this Commission has since its inception and is to date comprized of seven members And whereas it is desirable by the members to expand this Commission to better serve the Council relative to the requirements and needs of an expanded program Now therefore, it is resolved and recommended to the Village Council that this Commission shall be increased in size to a Commission consisting of 13 persons or such other larger or smaller number as shall be determined by the Council. ' POND AT GLENWOOD & HAMPSHIRE AVENUES SOUTH The Flood & Drainage Committee will meet on the 13th of June. They have been contacted concerning this situation and the people making the request were notified. PARK TOUR The Park & Recreation Commission will meet at the Village Hall on Thursday, June 29th at 6:00 p. m. to visit each of the parks in the Village and observe each situation. SUMMER PROGRAM The Summer Program is all set and ready to go. The leaders and assistants have all been hired, the summer manual is compiled and several changes have been made. First of all, the Swimming Program will move from Twin Lakes Beach to the Golden Vall--y Middle School, Bob Lockwood will be in charge of the Baseball Program, Harold Flolid will be in charge of Day Camp and this year there is a Name the Camp Contest. From all appearances, it appears that we have a fine program and a very good staff. SCHEID PARK BRIDGE During the next week a m eting with Hennepin County and the Bridge Engineer will take place with hopes of some sort of participation.
